MINUTES OF MEETING
Thursday, January 10, 2019 —11:30 a.m.
Mayor Carpenter called the meeting to order at 12:00 p.m. as a quorum was present.
2. Welcome and Introductions
Mayor Carpenter welcomed everyone in attendance and those present stood and
introduced themselves.
3. Approval of the minutes of the workshop of November 1, 2018 and approval of the
minutes of the regular meeting of November 8, 2018.
Mayor Carpenter asked if there was any objection to approval of the minutes. No
objection. Mayor Carpenter asked for a show of hands for approval. The vote was
unanimous. Motion Passed.
4. Approval of the Current Treasurer's Reports for NEP.
Mayor Carpenter recognized Mayor Dennis who moved seconded by Mayor Thompson
to accept the current treasurers report. The vote was unanimous. Motion Passed.
5. Discussion and action regarding approval of Resolution # NEP 01 -10 -19 regarding
the clarification of Resolution # NEP 01 -12 -17 passed by the Northeast Partnership
in January 2017.
Mayor Carpenter reads the draft resolution and states that any city that desires to make
decisions within their corporate boundaries should be allowed to do so without
interference from the state, other city, or any other entity within the state. We want to
make it clear to state legislature that every city, in Texas, has the right to local decision
making and they don't need the state interfering. There was never mention in the
original resolution of any support for the Cibolo Parkway project— simply a statement
that said each city has the right to do what that want within their jurisdiction.
Mayor Carpenter provided a redline /draft copy to the Mayors present for consideration.

Mayor Carpenter recognized Mayor Williams who moved to accept the draft
resolution as presented, seconded by Mayor Seiler. The vote was unanimous.

Ite A: Mindy from the Tri County Chamber stated on the Chamber next meetings are:
• Monthly luncheons are every second Tuesday at 11:30 at the Hilton Garden Inn
in Live Oak.
• House of Wine & Ale January Mixer at 1908 will be held on Thursday, January
24 from 5:00 to 8:00 at the 1908 Bar in Cibolo.
• Mardi Gras 2019 will be held Tuesday, March 5, from 5:00 to 8:00 at the Blue
Bonnet Palace in Selma.
Item B: Maggie Titterington from The Chamber stated:
• Health & Wholeness Fair January 26, from 11:00 to 2:00 at the Schertz Civic
Center —Free Health screenings, flu shots and about 75 areas local providers
from surrounding cities.
• Taste of the Town March 21 at Retama Park. 45 providers from the area
participating.
Item C: No representative was present.
Item D: Scott Wayman stated:
• Both the Cibolo representative and Scott Wayman attended the MPO meeting
downtown. They talked about the Swell Cycle and the air quality meeting the
criteria in 2022.
• There are several events coming up - one is a historical 14mile bicycle tour of
the lower east side.
• Cecilia Paloma, with the City of Schertz is working on a program with the
schools for fitness with children to get to /from school safely while walking and
biking.
Item E: Kevin Hadas stated:
• Attended workshop with combined Austin and San Antonio metropolitan
planning organization. We talked about the 35 corridors besides just putting in
a train or a rail. The meeting proved to be more practical and productive.

Mayor Carpenter stated the next Mayor's meeting will be on January 31 st hosted by the
City of Santa Clara and it is earlier due to earlier regular meeting for February.
8. Establish a Date and Time of Next Northeast Partnership for Economic

Mayor Carpenter stated the next regular meeting will be here at the Olympia Conference
Center on February 7, 2019 as the date of February 14th was not available.

Door prizes were provided today by City of New Berlin and City of Marion. Door Prizes
for February will be provided by the City of Santa Clara.
9. Items of Interest by Members.
Mayor Carpenter stated that yesterday he and Mayor Williams (City of Universal City)
attended a meeting in Austin to hear a briefing that involved the Governor's policy advisors
as well as several of his staff. They talked about property tax and what they will propose
to the House and Senate. They will call for, over time, the school funding issues that we
have now. They are going to propose removing the mixed tax rate for the school districts
and allow the tax rate to be adjusted by the district by placing a two- and one -half percent
revenue cap on the district. The state will make up the difference as the rates go down and
the money will go back to the school districts. It was noted, by Mayor Carpenter, this is a
positive move to take a hard look to solve the largest problem within the property taxes,
the school district taxes. Mayor Carpenter took questions and comment from the floor.
Mayor Carpenter also introduced City of Schertz new City Manager Dr. Mark Browne.
Mayor Carpenter stated that NEP and the TML Region 7 Board met to plan and host a
social event at the upcoming October 2019 Texas Municipal League Conference which
will be held at the Blue Bonnet Palace. This will be on the Thursday evening of TML which
Thursday is, October 10, 2019. This year TML is in San Antonio. We are hosting this event
to bring people out of downtown San Antonio out here where the Northeast Partnership for
Economic Development cities are. We will be inviting every attendee, we will be running

buses back and forth from the Convention Center to Blue Bonnet Palace. It will be multi
schematic event at the Blue Bonnet, various kinds of foods, various kinds of decor, music
and possibly a mini rodeo out on the property. Mayor Carpenter asked for those that will
be attending to start spreading the word. Mayor encouraged all those to attend the
conference.
As there was no further business, Mayor Carpenter adjourned toe rr}eeting at 12:54 p.m.
