MINUTES OF WORKSHOP
January 3,.2019
I. Call to Order and Establish a Quorum.
Mayor Carpenter called the workshop to order at 6:35 P.M.
Members present were:

II. Introduction of those present.
Members present introduced themselves.
III. OLD BUSINESS:
1. Update regarding Member Cities listing of all Emergency Operations — to include list
of Assets and primary points of contact. (Currently have Schertz, Cibolo, Kirby, Live
Oak, Marion, Universal City and information)
Mayor Carpenter stated that this is sum what on hold as we continue our discussions
with JBSA and our engagement we have there. Mayor Seiler stated the he had just
received from Bryce Houlton with the Guadalupe County Emergency Management
Department plans that has 22 changes to it. In that document it states that the annexes
that are attached are reviewed every five years.
Mayor Seiler asked if other Mayors had received the document as the plan was to be
approved and signed by the Guadalupe County Mayors. Mayor Seiler stated that he
would contact Bryce tomorrow and ask if it was up for review and would the Guadalupe

cities get a red lined copy of the plan for review. Guadalupe Mayors stated that
Guadalupe County should set up a meeting to discuss this with them so that Guadalupe
County can see what they cities have done with their plans. Guadalupe Mayors present
had several questions on the proposed document and again suggested Guadalupe
County call a meeting with them to discuss since the document is to be signed by the
Guadalupe County Mayors.
Mayor Seiler stated that we need to identify all our resources we have available with
the cities to also have included in the document.
Mayor Carpenter stated that this document doesn't include all the things we have done
in the last five years in developing our own operations, especially the City of Schertz
Operation center, the equipment we have added and the training that has been
completed. It was suggested to bring this up at the Guadalupe County Mayors meeting
which is coming up February 23, 2019.
Mayor Carpenter stated that there are things a foot at the JBSA P4 Executive
Committee that we are talking about that will affect all of us that are near military
installations. More to come on this as it gets formalized.
2. Status Discussion regarding the purpose and goals of the NEP organization.
Mayor Carpenter asked if there was any discussion regarding the purpose and goals of
our organization. He stated that we have done this quite a bit and the things that we are
going to talk about reiterate that purpose.
IV. NEW BUSINESS:
3. Discussion/Presentation and possible action regarding NEP Sponsorships toward
support of an airman on base program. (Councilmember Tullgren — City of Live Oak)
Mayor Carpenter stated that this is absolutely something that we have agreed upon and
talked about in the past. Councilmember Tallgren stated that we did this last year and
one of the organizations on base, it is their Airman Annual Recognition Program. They
are going to recognize their top 12 and the funding that NEP provided last year took
care of that. We had representation from various cities and Mayors last year. One of
the contributions is that they have a special engraved mug that came from the
partnership, it has their logo and name and what they actually won. Last year NEP
donated $2500.
Mayor present stated that it is part of the budget and stated that $2,500 was allocated
for this. Mayors agreed and Mayor Seiler presented Mr. Tullgren a check for this
program.
4. Discussion regarding the 2019 Legislative session and plans from the organization.

Mayor Carpenter stated that it looks like we are going to get into another fight with the
State Legislature. We need to talk about what we want to do and when we want to go
to Austin. He doesn't think that there is a single day where we can all go and get
accomplished in one day. He stated that we all need to make multiple trips. Mayor
Dennis stated that there is going to be a new Speaker of the House, presumption it is
going to be Representative Dennis Bonnen. She believes that he may be the correct
person because what he is saying is that we do need property tax relief, however it must
be handled through school finance. This is more than we have had in the past. So far,
he has been very receptive to the meetings they have had with him through TML. He
is saying that we all need to work with him and meet him half way. Mayor Dennis
stated that we can do that.
Mayor Dennis stated that the best thing that we have done and that it is very effective,
is when we go as a group to Austin and inundate the Capital going from office to office
or having them come meet us. She believes that this does make a difference. They
understand votes. Mayors present agreed. Mayor Dennis stated that we can get updates
either through herself or through the TML website. All information and bills filed can
be found there, so far only one bill has been filed regarding property tax.
Mayor Dennis stated we need to come up with a date and get with our representatives.
Discussion ensued for securing a charter bus and February 21 was chosen for the date
to go to Austin. The invitation should be extended to others such as GBCCC if seats
are available.
5. Discussion regarding the request from citizen Katie Cunningham, Cibolo resident to
reconsider NEP's support of the Cibolo Parkway toll road project. (See attached email)
Mayor Carpenter made the point that there was only support for Cibolo to pursue their
infrastructure without the interference of outside organizations and there was no
support given to the Cibolo toll road specifically. It was asked that we clarify our
position and that we aren't supporting any specific project. It was decided to write a
simple resolution to clarify NEP's position for the MPO on the development of the toll
road and be presented and voted on at the next NEP meeting 01/10/2019.
6. Discussion and possible action regarding the upcoming "Biggest Party in Texas" event
scheduled for October TML 2019.
The officers of NEP and TML Region 7 group discussed having an event during TML
that brings people out from the convention center in the San Antonio area to our area.
It will give exposure to the cities in the northeast area. Leonard John, with the
Bluebonnet Palace stated he would host this event at a discounted rate, and it would
also give him a chance to showcase the Bluebonnet Palace. The funds are available to
host this event and sponsorships can also be obtained. Preliminary costs need to be
obtained for this event and for transportation to and from the event. Different aspects
of the transportation to and from downtown were discussed such as tours of the

different landmarks along the way. Discussion ensued on the many aspects /details of
hosting such an event. Hiring a neutral third party would be ideal to handle this event.
Items of interest by Member cities.
Mayor Carpenter City of Schertz stated that Mayor Williams City of
Universal City sent a note stating we should be looking at doing a
reception for the JBSA Commander General Lenderman. The
consensus is we are interested in doing the reception and discussion
ensued about the details.
• Mayor Dennis City of Live Oak stated she didn't want to be passed over
for Live Oak to host their next scheduled meeting. The meeting has not
been held in Live Oak for over two years. She also stated she wanted to
stay within the regular rotation.
• Mayor Hunt City of Santa Clara stated they are trying to get a grant for
our road project. The project is $250,000.00. We are trying to go
through AACOG and-possibly MPO for financial help.
• Mayor Walter Williams City of New Berlin stated the county road fund,
85% of that money comes from our citizens and they are getting nothing
in return. Nothing in the law prevents us from getting this. Mayor is
looking in to having the city get some of these funds. Mayors present
discussed getting with Guadalupe County on this.
• Mayor Seiler City of Marion stated that DR Horton is presenting to City
Council for possibly 400 new homes coming to our community.
Mayor Boyle City of Cibolo stated that an e -mail was sent out to B.
Dennis in reference to an organization called Dream Voice. A
presentation is being made by a victim from Columbine on January l lth
and 19th. It is a motivational, diversity activist group and the plates are
$65.00.
Mayor Carpenter City of Schertz stated at Steele High School tomorrow
night boosters will have a chili cook off. It is open to the public and
starts at 4:30. He will be competing.
Mayor Williams City of New Berlin stated that would like to thank
Brenda Dennis for helping us secure a place for our meeting. He also
thanked several Mayor's for their support. He also presented Mayor
Daley with a small gift.
Establish a Date, Time, & Location of the Next Meeting. (Next up is the City of Santa
Clara to host for February 7, 2019.)
