approximately 2.5 acres of land from Pre-Development District (PRE) and General
Business District (GB) to General Business District (GB), located at 6485 IH-35, City of
Schertz, Comal County, Texas.
Chairman Dahle opened the public hearing at 6:26 P.M.

spoke on behalf of the applicant.

Use Permit to allow an Automobile Repair, Major land use on approximately 2.5 acres of
land, more specifically described as Shefman-Schuetz Lot 2, located at 6485 IH-35, City
of Schertz, Comal County, Texas.

Oaks Business Park North Subdivision an approximate 1.5 acre tract of land generally
located at the intersection of Schertz Parkway and Woodland Oaks Drive, Guadalupe

Mr. Braud recused himself for his property abuts the property for discussion.
There was a lengthy discussion.
Mr. Outlaw motioned to approve item PC2018-051. Mr. Greenwald seconded the
motion. The vote was 3-1, motion fails. Mr. Rae nay motion was made because of no
access onto Schertz Pkwy for the subject property.

Consider and act upon a request for approval of a preliminary plat for the Woodland
Oaks Business Park South Subdivision an approximate 6 acre tract of land generally
located at the intersection of Schertz Parkway and Woodland Oaks Drive, Guadalupe

SUBJECT: Consider and act upon a request for approval of a preliminary plat of Rhine Valley Subdivision Unit 3B, an approximately 13.5 acre tract of land generally located 3,000 feet east of the intersection of FM 1518 and Ray Corbett Drive, City of Schertz, Guadalupe County, Texas.
GENERAL INFORMATION: Owner/Applicant: Fred Development, LLC, Gordon Hartman, President Project Engineer/Authorized Agent: KFW Engineers, A. Nicholas Reynolds, P.E. APPLICATION SUBMITTAL DATE: October 15, 2018 (Original Application) January 17, 2019 (Revised Submittal) ITEM SUMMARY: The applicant is proposing to preliminary plat approximately 13.5 acres of land establishing fifty-six (56) single family residential lots. All fifty-six (56) of the lots in Unit 3B will be ‘SF 50’ lots with a minimum size of 6,000 square feet as dictated by the Rhine Valley PDD (Ordinance 13-S-37). Typical Lot Dimensions Code Area Square Feet Width (ft.) Depth (ft.) ‘SF 50’ 6,000 50 120 The site is zoned Planned Development District (PDD). This preliminary plat was reviewed using the Rhine Valley PDD (Ordinance 13-S-37) and the UDC, Ordinance 11-S-15, as amended. GENERAL LOCATION AND SITE DESCRIPTION: The subject property is currently undeveloped and generally located 3,000 feet east of the intersection of FM 1518 and Ray Corbett Drive, City of Schertz, Guadalupe County, Texas. ACCESS AND CIRCULATION: The UDC, Article 14, requires that all residential subdivisions have a minimum of two (2) locations accessing existing public streets. This development is designed to have two (2) points of access via Mulhouse Drive and Luneville Lane.

TREE MITIGATION AND PRESERVATION: The applicant will be responsible for complying with Unified Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a tree affidavit which indicates that this site has no protected or heritage trees. PARKS: All parkland requirements have been completed, no fees are required. A five (5) acre public park was dedicated with Unit 1 of this subdivision, which meets the parkland dedication requirements for this subdivision. The parkland improvements were constructed in two (2) phases: phase I of the improvements includes a parking lot, gazebo, BBQ pits, and playground, and phase II of the improvements includes soccer fields, multi-purpose ball fields, a sports court, and a walking trail. PUBLIC SERVICES: The site is serviced by Schertz water, CCMA, CPS, AT&T, and Spectrum. PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be installed prior to recording of the final plat per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement. The civil construction plans for this plat have been approved by Public Works and Engineering Department. Water and Sewer: This site will be serviced through 8” water lines and 8” sewer lines that will be extended throughout the subdivision and stubbed for future development. Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance with the Storm Water regulations. A drainage report has been reviewed and approved by the City Engineer. Sidewalks, Hike and Bike Trails: Sidewalks will be constructed along both sides of the street throughout the subdivision. All sidewalks will be designed to meet City of Schertz Specifications. Road Improvements: All streets will be developed to City of Schertz specifications. STAFF ANALYSIS AND RECOMMENDATION: The preliminary plat is consistent with applicable requirements for the property, ordinances and regulations. It has been reviewed with no objections by the City Engineer, Public Works, Parks, Inspections, and Fire. Staff recommends approval. Planning Department Recommendation X Approve as submitted
