A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF
SCHERTZ, TEXAS APPROVING A POLICY RELATING TO THE
FINANCIAL AUDIT, AND OTHER MATTERS IN CONNECTION
THEREWITH
WHEREAS, the City Charter sec 7.03 Audit requires an annual review and financial
report; and
WHEREAS, it is in the best interest of the City to have a policy regarding the audit and
financial statement creation; and
WHEREAS, City Council hereby adopts an Audit Policy for the City of Schertz;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS
THAT:
Section 1. An audit shall be made of the books and accounts of each department of
the City at the end of each fiscal year, and at such other times as necessary, by an independent
Certified Public Accountant selected by City Council and an annual financial statement prepared
based on the audit.
Section 2. Section 2. Annual Financial Statement shall be filed within 180 days from
the last day of the fiscal year and the audit shall be concluded before the filing.
Section 3. The City Council shall appoint or confirm the audit committee, consisting
of at least 3 members of Council, whose primary purpose will be to assist the City Council and
City Manager in fulling oversight responsibilities for financial reporting, audit process, and the
effectiveness of internal control systems. This committee will review the draft annual financial
report and auditor's opinions and recommend the documents be submitted to the full council for
approval. This committee will also conduct a review process to select new auditors as necessary.
Section 4. No auditing firm will be allowed to conduct the City audit for more than
10 consecutive years.
Section 5. The recitals contained in the preamble hereof are hereby found to be true,
and such recitals are hereby made a part of this Resolution for all purposes and are adopted as a
part of the judgment and findings of the City Council.
Section 6. All resolutions, or parts thereof, which are in conflict or inconsistent with
any provision of this Resolution are hereby repealed to the extent of such conflict, and the
provisions of this Resolution shall be and remain controlling as to the matters resolved herein.
Section 7. This Resolution shall be construed and enforced in accordance with the
laws of the State of Texas and the United States of America.
Section 8. If any provision of this Resolution or the application thereof to any person
or circumstance shall be held to be invalid, the remainder of this Resolution and the application
of such provision to other persons and circumstances shall nevertheless be valid, and the City
Council hereby declares that this Resolution would have been enacted without such invalid
provision.
Section 9. It is officially found, determined, and declared that the meeting at which
this Resolution is adopted was open to the public and public notice of the time, place, and subject
matter of the public business to be considered at such meeting, including this Resolution, was
given, all as required by Chapter 551, Texas Government Code, as amended.
Section 10. This Resolution shall be in force and effect from and after its final
passage, and it is so resolved.
