MINUTES OF MEETING
T_' April 11, 2019 -11:30 a.m.
1. Call to Order and Establish a Quorum - A quorum was present.
Mayor Daly called the meeting to order at 12:00 p.m. as a quorum was present.
2. Welcome and Introductions
Mayor Daly welcomed everyone in attendance and those present stood and introduced
themselves.
3. Approval of the minutes of the regular meeting of March 14, 2019.
Mayor Daly recognized Mayor Seiler who moved seconded by Mayor Pro -Tern Joel
Hicks to approve the minutes of the regular meeting of March 14, 2019. The vote was
unanimous. Motion Passed.
4. Approval of the Current Treasurer's Reports for NEP.
Mayor Daly recognized Mayor Dennis who moved seconded by Mayor Pro Tern Joel
Hicks to accept the current treasurers report. The vote was unanimous. Motion
Passed.
5. Presentation and update regarding Legislative issues and discussion regarding the
growth of the Schertz - Cibolo- Universal City ISD area. (Dr. Greg Gibson)
Superintendent Dr. Greg Gibson provided an overview of the growth and discussed
issues regarding the Legislative session that will affect the school district. Dr. Gibson
provided information on the district facts for 2018. Dr. Gibson addressed questions.
6. Presentation and update regarding Legislative issues and discussion regarding the
growth of the Judson ISD area. (Jeanette Ball)
Superintendent Jeanette Ball provided an overview of the growth and discussed issues
regarding the Legislative session that will affect the school district. President Ball
addressed questions.
7. Presentation and update regarding Legislative issues and discussion regarding the
growth of the Northeast Lake View College. (Dr. Veronica Garcia)

regarding the Legislative session that will affect the district. Dr. Garcia addressed
questions.

Item A: Mindy from the Tri County Chamber stated on the Chamber next meetings are:
• April 30, 2019 TPC Gold Tournament 8:30 a.m. to 1:00 p.m.
Item B: Maggie Titterington from The Chamber stated:
• Mentioned that they have discontinued their Golf Classic and have replaced it
with the Caterpillar Chamber Bowl which will be held Friday, August 23, 2019
at Fiesta Lanes, 1202 Huisache Avenue in New Braunfels, Texas, 50% of
proceeds benefitting DECA at Clemens and Steel High Schools, for more

Item D: Scott Wayman stated:
April 10h was the Bicycle Mobility meeting - huge project being planned on
Roosevelt downtown 7 -mile pedestrian/bike lane project. The were mentioning
about the MPO GIS System where those that are interested can view and it will tell
all about the different projects. April is Bike Month
City of Schertz has joined forces with Sippel Elementary, Alamo Area Metropolitan
Planning Organization, and Ghisallo Cycling Initiative to put on a Bicycle Rodeo
to teach children the skills and precautions to ride a bicycle safely. This bicycle
safety clinic is part of a City -wide initiative to provide a network of bike lanes for
students to be able to bike to school safely on a Safe Route to School. Bicycle lanes
have been added to Fairlawn Avenue and Belmont Parkway and will be added to
Savannah and Woodland Oaks Drive, providing bicycle routes to Paschal, Wilder
and Sippel Elementary. The Bicycle Rodeo will take place during the Sippel
Elementary family event on Monday, April 22 from 5:30- 7:00 PM. Any
elementary -aged (Pre -K through 4th grade) students are welcome to attend. Please

and is not a Sippel Elementary student.

Item E: Kevin Hadas stated:
Kevin Hadas stated MPO has been very busy and an exciting MPO meeting this month.
The MPO has set a precedence because Guadalupe County wanted to remove the Cibolo
Toll Road project from the TIF, the precedence that was set was from MPO and what
they decided was it is Cibolo's job to put this on their agenda and deal with the Toll
Company on their own if they are having problems, which they are. He wanted to vote
to remove it but does agree that the precedence that was set was that they are not going
to allow one entity to remove another's entity project on the TIF. It is important to us
in the NEP because we do not want San Antonio removing the Garden Ridge project or
a Cibolo project in the future because they want more money for a train station
downtown or something. Next year their funding cycle will start and don't forget to get
the projects in to him so that he gets it on the MPO agenda and gets money for this side
of town. As he understands, every city that has placed a project with MPO has receive
some funding and that is a testament to our group, now is the time to ask for money.
9. Establish a Date and Time of the next NEP Mayor's Workshop — City of Universal
City to host. (May 2, 2019)
Mayor Daly stated the next Mayor's meeting will be on May 2, 2019 and the City of
Universal City will be hosting.
10. Establish a Date and Time of Next Northeast Partnership for Economic
Development Meeting — May 9, 2019.
Mayor Daly stated the next regular meeting will be here at the Olympia Conference
Center on May 9, 2019.

• City Manager Scott Wayman stated this Saturday at 10:00 a.m. is their 90th Easter Egg
Scramble, also the Hilton Garden Inn is hosting an Easter Brunch starting at 10:00 a.m.
going until 2:00 p.m.
• Scott with Jordan Ford announced their 100a' Birthday Celebration for April 22, 2019.
Lots of events scheduled go to their face book page. Jordan Ford donated last week to
the Live Oak Animal Care & Control, Live Oak Fire Department, Live Oak Jaguars and
City of San Marcos Parks and Rec.

• Councilmember Joel Hicks City of Cibolo announced their Easter Community Egg hunt
on April 13, 2019 at 10:00 a.m. 210 South Main Street.
April 27, 2019 Community Shred Day 9:00 a.m. to 12:00 p.m. 200 South Main Street.
Middle of May 17, 2019 hosting a benefit barbecue.
• City Manager Dr. Mark Browne City of Schertz stated City is having a Love Where you
live event this Saturday April 13, 2019, Meet at the Wendy Swan Park at 8:00 a.m. to
4:00 p.m., this is an opportunity for the City of Schertz to go out into the community
and provide some assistance to those who are disabled to provide maintenance clean up,
yard clean ups etc., utilizing organizations made up of various Church organizations,
and many other various other volunteers who will be participating.
Councilmember Ralph Gutierrez stated that the Schertz YMCA partnering with the
Schertz Parks and Recreation will be having their Easter Egg hunt April 12, 2019,
located at 621 Westchester in Schertz. Over 5000 eggs will be placed in the pool.
Mr. Jim Campbell from the San Antonio River Authority stated on April 17ffi at 10:30
a.m. grand opening of the state -of -the -art Wastewater Treatment Plant Martinez IV
Wastewater Treatment Plant located in Saint Hedwig. The plant will serve the growing
area near the intersection of Interstate 10 and Graytown Road. Also has a limited supply
of Fiesta Medals — come see him after the meeting.
• Marion Alderman Victor Contreras stated that Trade Days April 26, 2019 10:00 to 3:00
p.m. at the Newly remodeled Schulz Nursery.
• Mayor Thompson City of Garden Ridge invited everyone to the Classic Car Show this
Saturday April 13, 2019, 10:00 a.m. to 4:00 p.m. Municipal Complex There will be craft
vendors, a silent auction, food, beverages, and more. Admission and parking are FREE.
The charitable proceeds will benefit the Garden Ridge Police Department and the Comal
County 100 Club. Early car entry registration is available for $25 or day of the show for
$30. Car entry registration forms are available at www.southtexascc.com/schedule.
• Mindy with the Tri- County Chamber announced the Schertz / Cibolo Lions Club Easter
in the park event which will be April 20, 2019, 9:30 a.m. to 12:00 p.m. Pickrell Park —
Schertz. FREE community event which will include a live appearance from the Easter
Bunny, music, games, an egg hunt of 15,600 eggs and over 500 prizes for egg hunt
winners! Bring your camera & Easter basket! Providing free vision screening for
children. Children can participate in our Crazy Easter Hat Contest.
• Jimsi Kuborn, EDC stated that Converse has opened a new Fitness Court — Free, you
can come join and challenge the Mayor in pushups.

• City of Selma is hosting an Easter Egg Hunt on Saturday, April 13, 2019 11:00 a.m. to
12:00 p.m. Stage Stop Park. There will be two separate "hunts ". Toddler — 5 years old
will go first, followed by 6 years old — 10 years old. Don't forget to bring your basket!
• Lastly Mayor Daly reminded everyone of the upcoming October "Party with the
Partnership event" - Sponsorships are still available and forms are on each table. More
information to come.
Councilmember Kevin Hadas stated that this is Mayor Seiler's last meeting — this is his last day
and he has been a great asset to this organization. Mayor Seiler received a standing ovation from
the group present today.
