Attachments Minutes 02-12-2019  11-13-2018 Minutes Page-1- MINUTES REGULAR MEETING February 12, 2019 ARegular Meeting was held by the Main Street Committeeof the City of Schertz, Texas, on February 12, 2019, at 8:41p.m.immediately following the Regular Council Meetingat the Hal Baldwin Municipal Complex Council Chambers Conference Roomlocated at 1400Schertz Parkway, Schertz, Texas. The following members present to-wit: Members Present: CouncilmemberCedric Edwards Councilmember Mark Davis-Chair Councilmember Scott Larson–Vice Chair Mayor Michael Carpenterwas absent Staff Present:City Manager Mark Browne Executive Director Brian James City Secretary Brenda Dennis Deputy City SecretaryGayle Wilkinson Guests Present: Mayor Pro-TemAllison Heyward Jon Del Toro Call to Order Chair Daviscalled the meeting to order at 7:29p.m. Discussion and action items: 1.Approval of the minutes of the meeting of November 13, 2018. (Chair Davis) Chair Davis recognized Councilmember Larson who moved, seconded by Councilmember Edwardstoapprovethe minutes of November 13, 2018. The vote was unanimous with CouncilmembersEdwards, Davis and Larson voting for, and no onevoting no. Mayor Carpenter was absent. Motion Passed 2.Discuss the MainStreet Improvement Phasing.(B. James) Chair Davis recognized Executive DirectorBrian James who provided a Power Point presentation regarding Main Street Revitalizationefforts withthe following highlights: ∑Improvement Program •Parking Lot Improvements -$350,000 (EDC) •Standaloneproject •Sidewalk –$400,000 (bond funds) •Bump Outs -$150,000 (bond funds) •Decorative Lighting -$200,000 (bond funds) •Textured Paving –cost estimate in process (bond funds) 11-13-2018 Minutes Page-2- •Ornamental Benches and Trash cans and paving as needed -$50,000 (Bond funds) •Monuments -$220,000 (Bond funds) •Parking Lot Improvements -$350,000 (EDC) •Standaloneproject or with street work based on cost •Parking lot cleanup to occur end of month when City rents laydown machine •Striped first week of March •Signs up at same time if not prior •Parking lot –public parking •Sidewalk –$400,000 (bond funds) •Bump Outs -$150,000 (bond funds) •Construct with Sidewalk projects from general fund (spring) •Decorative Lighting -$200,00 (bond funds) •Stand along project after sidewalks using Crossvine Style ornamental poles (late spring) •Textured Paving –cost estimate in progress (bond funds) •OrnamentalBenches and Trash cans and paving as needed -$50,000 (Bond Funds) Perhaps sooner if won’t be damaged with other work. •Monuments -$220,000(bond funds) –waiting on survey from sidewalk to gaugespace available. Present to City Council on February 26, 2019 for approval of concept –use Main Street bond funds plus remaining street bond funds (less than $400000) with EDC funds for parking (Or paving) to cover design and costs exceeding estimate. Present to EDC at February 28th meeting. Summary of Main Street Redevelopment efforts: •Fee Waiver •Creation of Main Street Mixed Use District •Historic Main Street Grant •Movin on Main and relocated Schertz 60 to Main Street •Floodplain Ordinance Change (improvement value no longer cumulative and is based on current assessed value) •Schertz Main Street Local Flavor Economic Development Program •Funding for Schertz Main Street Local Flavor Economic Development Program proposed Members present asked various questions regarding the above. ADJOURNMENT: Chair Davis recognized Councilmember Edwardswho made a motion to adjournseconded by Councilmember Larson.Thevotewas unanimous with CouncilmembersEdwards, Davis and Larson voting for, and no onevoting no. Mayor Carpenter was absent. Motion Passed.
