MINUTES OF MEETING
Thursday, May 9, 2019 —11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Mayor Carpenter called the meeting to order at 12:00 p.m. as a quorum was present.
2. Welcome and Introductions
Mayor Carpenter welcomed everyone in attendance and those present stood and introduced
themselves.
3. Approval of the minutes of the workshop meeting of April 4, 2019 and the minutes of
the regular meeting of April 11, 2019.
Mayor Carpenter recognized Mayor Boyle who moved seconded by Mayor Thompson to
approve the minutes of the workshop meeting of April 4, 2019 and the minutes of the
regular meeting of April 11, 2019. The vote was unanimous. Motion Passed.
4. Approval of the Current Treasurer's Reports for NEP.
Mayor Carpenter recognized Mayor Dennis who moved seconded by Mayor Boyle to
accept the current treasurers report. The vote was unanimous. Motion Passed.
5. Discussion and possible action regarding expenditures with Cartwheel.com in the
amount of $1,000 for advertising the NEP Party with the Sponsorship on the NEP
website.
Mayor Carpenter recognized Kevin Hadas who briefed the members upon this request.
Mayor Carpenter recognized Mayor Williams who moved seconded by Mayor Williams
(New Berlin) to expend $1,000 with Cartwheel.com for advertising the NEP Party with
the Sponsorship on the NEP Website. The vote was unanimous. Motion Passed.
6. Consideration and/or action regarding NEP Sponsorship at the October Hot Air
Balloon Show. (Maggie Titterington to make brief presentation)
Mayor Carpenter recognized Ms. Titterington who briefed the members upon this request.
Mayor Members discussed this in length stating they had discussed this at their workshop
meeting and that in the beginning NEP provided sponsorship to help get the event going,
but that they felt their money should be distributed toward more education scholarships for

the students. There was a motion and second for denial of the request the vote was as
follows:
Those voting to deny the request: (Mayor Dennis Live Oak, Mayor Williams - Universal
Mayor Williams - New Berlin Mayor Hunt - Santa Clara, Mayor Suarez Converse, Mayor
Thompson — Garden Ridge.
Those voting for the request: (Mayor Carpenter - Schertz, Mayor Boyle- Cibolo and Proxy
Kevin Hadas - Selma)
Motion for denial passed.
7. Discussion and possible action regarding Scholarship sponsorship's for students at
Northeast Lakeview College.
Mayor Carpenter recognized Mayor Williams, Universal City who introduced this item
discussing and requesting additional dollars for scholarships college students. His
recommendation would be to go to $500 for each student of the participating cities to be
effective the Fall semester. Mayors present discussed this in length regarding their views
of additional support dollars and approval. Mr. Kevin Hadas thanked Mayor Williams for
clarifying divvying it up amongst the NEP cities and challenged that any business wishing
to match the scholarship could do so as well.
Mayor Carpenter moved from the Chair seconded by Mayor Boyle that NEP approve the
scholarship sponsorships for students of Northeast Lakeview College for a total dollar
amount of $6,500 for each city and that we begin this fall. The vote was unanimous.
8. Discussion and possible action regarding appointment of a Randolph Air Power
Community Council (RAPCO) Representative.
Mayor Carpenter recognized Mayor Williams, Universal City who stated the importance
of having a representative on this and that he would be willing to take on this roll.
Mayor Carpenter moved from the Chair seconded Mayor Dennis to appoint Mayor John
Williams to the Randolph Air Power Community Council (RAPCO) The vote was
unanimous.
Mayor Carpenter handed off the meeting to Mayor Hunt and left the meeting.

Item A: Mindy from the Tri County Chamber stated on the Chamber next meetings are:
• The TPC Golf Tournament was a great success and thanked everyone who
participated.
• Tuesday monthly luncheon, Hilton Garden Inn
• Thursday May 23`d — 5:30 Mixer Hosted by Embrace Orthodontics Cibolo
Item B: Maggie Titterington from The Chamber stated:
• Tuesday 21St — Chamber Luncheon — Updates and solutions from TxDOT on
the anticipated regional growth in population
• Thursday May 16th - Third Thursday is the Chamber Mixer HEB 3009
Restaurant — 5:30 to 7:00 p.m.
• Several ribbon cutting and plaque presentation events — please visit The
Chamber website
• Mentioned the Skylight Balloon Fest Flyer — Vendor spots are still available.
Dr. Greg Gibson SCUCISD Superintendent mentioned this week Ms. Titterington was
inducted into the SCUCISD Hall of Fame as a Graduate of Clemens High School.
Item C: Mayor Williams, City of Universal City, Mayor Suarez City of Converse and
Mayor Dennis City of Live Oak had the honor of attending a very special Memorial
Service for Retired Lt. Col. Dick Cole who was the last of the original of the Doolittle
Raiders, he was 103 years old. This was an amazing memorial and his grandson, who
has down syndrome sang the Star Spangle Banner.
The President has nominated a new Commander Lt. General Marshal "Brad" Webb who
will be taking over some time this summer. More news to follow.
Item D: Scott Wayman stated:
• No meeting this month. Scott stated that he knows many are reviewing their comp
plans, Live Oak started reviewing theirs they will be putting some multimodal,
micromodal plans in theirs and encourages other cities to plan this as well to help
get people moving around. Mayor Hunt stated that the City of Santa Clara was
recently part of the Butterfly Bicycle Festival.
Item E: Kevin Hadas stated the big news is there is a big mayoral race going on in San
Antonio, Rey Saldana Council District 4 will be terming off the Council and he is
inclined to nominate Guadalupe County Judge Kutscher for the vacancy.
10. Establish a Date and Time of the next NEP Mayor's Workshop — City of Windcrest
to host. (June 6, 2019)
Mayor Hunt stated the next Mayor's meeting will be on June 6, 2019 and the City of
Windcrest will be hosting.

11. Establish a Date and Time of Next Northeast Partnership for Economic Development
Meeting — June 13, 2019.
Mayor Hunt stated the next regular meeting will be here at the Olympia Conference
Center on June 13, 2019.

Door prizes today were provided today by City of Universal City. Door Prizes for June
will be provided by the City of Windcrest.
12. Items of Interest by Members.
• City Manager Schertz, Dr. Mark Browne announced the upcoming Movies in the Park
events: May 24th "Max" Float and Flick — 7:00 p.m. Pickrell Park Pool; June 7th
"Aquaman" Float and Flick — 7:00 p.m. Pickrell Park Pool
• Mayor Elect Victor Contreras, City of Marion stated that during the recent storms a 100 -
year -old tree fell on his home. Local churches will be holding their 35th annual auction.
• Mayor Larry Thompson, City of Garden Ridge this Saturday Farmers Market will be
held at the municipal complex - 9:00 a.m. to 1:00 p.m.
• Representative from Live Oak stated that Sunday May 12th 11:00 to 2:00 p.m. The
Garden Grille & Bar, Hilton Garden Inn will be hosting a Mother's Day Bruch. Also
mentioned was Hilton Garden Inn will be doing a once a month Seniors Luncheon, first
scheduled is Monday May 20th 11:00 a.m. to 1:00 p.m. "Celebrates Seniors Luncheon
$9.99 Buffet Lunch.
Also today is the Quick Trip Opening 2:00 p.m. — 6728 Randolph Blvd.
• Dr. Veronica Garcia thanked the Partnership for the Scholarship and stated that she will
bring back the information on the students who received them.
• Mayor Boyle City of Cibolo announced this Friday 2nd Annual Youth Alliance — this is
the first of 4 that will occur over the summer. He also announced the following:
Saturday, May 18th annual BBQ Cookoff — City Hall Complex
Monday, May 20th Memorial Day Celebration at the Veterans Park 9:00 am.
Thursday, May 23rd at 5:00 p.m. Santikos Entertainment opening.
• Representative of the City of Converse announced that on the 18th May Judson High
School Christian Memorial 5K event. Proceeds go toward the Judson ROTC program.

• Mayor Pro -Tem Heyward City of Schertz announced upcoming Memorial Day
Ceremony - VFW Veterans Memorial Celebration, Schertz Veterans Memorial Plaza at
9:00 a.m., Schertz Parkway.
• Mayor Mary Dennis, City of Live Oak recognized Mayor Al Suarez for being the Mayor
in Converse for 12 years.
• Mayor Pro -Tem Kevin Hadas stated Lookout Road is open and project on budget.
13. Adjournment.
As there was no further business, Mayor Hunt adjourned the meeting at 12:40 p.m.
