MINUTES OF MEETING
Thursday, June 13, 2019 — 11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Mayor Carpenter called the meeting to order at 12:03 p.m. as a quorum was present.
Mayor Carpenter recognized Mayor Ivy Taylor at the NEP meeting and thanked her for
her service to the City of San Antonio as Mayor.
2. Welcome and Introductions
Mayor Carpenter welcomed everyone in attendance and those present stood and
introduced themselves.
3. Approval of the minutes of the workshop of May 2, 2019, and the approval of the
minutes of the regular meeting of May 9, 2019.
Mayor Carpenter moved from the Chair seconded by Mayor Mary Dennis to approve
the minutes of the workshop of May 2, 2019, and approval of the minutes of the regular
meeting of May 9, 2019. The vote was unanimous. Motion Passed.
4. Approval of the Current Treasurer's Reports for NEP.
Mayor Carpenter moved from the Chair seconded by Mayor Larry Thompson to accept
the current treasurers report. The vote was unanimous. Motion Passed.
5. Presentation regarding the J.L. Powers and Associates (Mayor Ivy Taylor/Richard
Gibbens)
Mayor Ivy Taylor gave an introduction of J.L. Powers and Associates and her associate
Richard Gibbens. Mr. Gibbens provided a PowerPoint outlining the services his
company provides and answered questions from the audience.
6. Discussion and presentation regarding the Economic Development Subcommittee
announcement regarding the June 19, 2019 Business Event "State of the
Workforce A cradle to Career Paradigm Shift" — location Hilton Garden Inn Live
Oak 8:30a.m to noon. (Mark Luft Cibolo/Donna Lowder Live Oak)
Mark Luft spoke about the "State of the Workforce A cradle to Career Paradigm Shift"
event being held at Hilton Garden Inn in Live Oak and expressed his thanks for the
sponsors of the event. Donna Lowder expressed her appreciation for the NEP /EDC

annual event, those who have worked so hard to organize the event and for their
sponsors.
7. Discussion and Action regarding the Cancellation of the July 4, 2019 NEP Mayors
Workshop meeting.
Mayor Carpenter recognized Mayor Mary Dennis who moved to cancel the July 4,
2019 NEP Mayors Workshop and was seconded by Mayor Walt Williams. The vote
was unanimous. Motion Passed.

Item A: Daniel Kearns from the Tri County Chamber provided information on their
upcoming events. All event information can be found on their website.
Item B: Maggie Titterington from The Chamber provided information on their
upcoming events. All event information can be found on their website.
Item C: RAPCO — Mayor Carpenter informed the group about an e -mail that will be
sent out from the Military Affairs Committee.
Item D: City Manager Scott Wayman spoke about their Bike Mobility Meeting and
becoming ozone compliant. He introduced Executive Director Jimsi Kuborn from
Converse to speak about Market Services coming up with a comprehensive and
collaborative approach to Economic Development to compete on a national and
international level.
Item E: Mr. Hadas gave updates on MPO nominations and spoke about ozone
compliance.
Mayor Carpenter made comments in reference to Legislative updates and how it is
affecting Municipalities. He encouraged all to go to a Legislative Session in Austin.
Mayor Mary Dennis announced there will be a Legislative Wrap Up in Austin on June
24''.

9. Establish a Date and Time of the next NEP Mayor's Workshop — City of Windcrest
to host. (June 20, 2019)
Mayor Carpenter stated the next Mayor's meeting will be on June 20, 2019 and the City of
Windcrest will be hosting.
10. Establish a Date and Time of Next Northeast Partnership for Economic
Development Meeting — July 11, 2019.
Mayor Carpenter stated the next regular meeting will be here at the Olympia Conference
Center on July 11, 2019.

Door prizes were provided today by City of Windcrest. Door Prizes for July will be
provided by the City of Cibolo.
11. Items of Interest by Members.
• Joel Hicks announced "Cibolo Summer Nights" brought to you by Cibolo Youth Alliance
on 06 -14 -2019.
• Mayor Victor Contreras of Marion thanked Mayor's Carpenter and Hunt for their farewell
to Mayor Bill Seiler and for staying for his swearing in. He also announced their 84h
Annual Sausage Supper and Parade.
• Mayor Mary Dennis thanked Mayor Ivy Taylor and Richard Gibbens for being present and
for their presentation.
• Donna Lowder announced the Army's 244b Birthday Celebration being held at their local
recruiting office in Live Oak. They will be serving cake at 11:00 a.m. June 14, 2019.
• Councilmember Gutierrez announced the Schertz Parade on the 4' of July and fireworks
at sunset.
• A representative from Selma announced their fireworks display at Retama Park.
• A representative from Kirby also announced they will be having fireworks as well.
• Liane Garrett thanked NEP for their donation to Northeast Lakeview College Scholarship
fund and reported Randolph Metrocom Rotary Club donated additional monies to that fund.
• Mayor Carpenter asked District Director to Senator Donna Campbells office Laura Olson
to relay back to Senator Campbell that we understand the need for property tax relief.
Cities would prefer to do things over multiple sessions. Harsh changes are more difficult
for us to adapt.
• Mayor Carpenter took this opportunity to share his experience on Memorial Day at Ft. Sam
Houston delivering the opening remarks. He expounded on his historical, patriotic topic
and moving remarks.
12. Adjournment.
As there was no further business, Mayor Carpenter adjourned the meeting at 1:05 p.m.
