ANIMAL CARE ADVISORY
COMMITTEE MEETING
MAY 1, 2019
The Animal Care Advisory Committee of the City of Schertz, Texas held a Regular
Meeting on May 1, 2019 at 6:00 p.m. in the Hal Baldwin Municipal Complex Council
Chambers Conference Room, 1400 Schertz Parkway, Building #4, Schertz, Texas. The
following members were present:

1. Minutes – Consideration and/or action regarding the approval of the minutes of
the regular meeting of March 20, 2019.
Motion was made by Michelle Helgren to approve the minutes. Allison Heyward
seconded the motion. Motion passed. Vote was unanimous.

2. Personnel Update
Asst. Chief Bane discussed the recent moving of Sgt. Solitto to Animal Services whose full
time assignment will be overseeing Animal Services. He comes with many years of
experience with the city and is a great supervisor. He will bring structure on day-to-day
operations and Sgt. Solitto stated he is happy to join Animal Services.
3. Shelter Update
Assistant Chief Bane and Bryan James gave an update on the building and floor.
Bryan James went onto tell about the floor project and the job of resealing and the progress
and the re-opening of the shelter. Floors we are hoping they will be done Saturday. Then
painting and cleaning up will be done Saturday and Sunday and will be able to move back
in early next week.
Bryan James continued to talk about plans for a sally port for the officers. The main
purpose would be for the safety of the officers as the do come in at all times of the day and
night in some cases and in case of loose animals as well. The first quote came in around
$31,000.00 and we still need to get more quotes.
Brian James also talked about the A/C system and there are talks with Building
Maintenance in regards to a permanent solution. The A/C system has been shut down
during the flooring project and the ducts have been cleaned and will be turned back on and
checked before the building opens.
Assistant Chief Bane talked about shelter stats and as of April 25, 2019, there have been
248 animals that have passed through the doors of the shelter since the beginning of the
year. In the agenda packets are numbers broken down to include wildlife animals.
Assistant Chief Bane continued to talk about our recent adoption events to include opening
day of BVYA, Movin on Main, Walmart on the weekends, Pets Barn, the 100 club event at
McDonalds as well as trying to work with HEB to go up there a couple of weekends.
Ginger Dispain followed up with talking about the Chic Fil A Leader Team wanting to do
an event and do themed costumes for the animals and do it either behind the school or at
the dog park May 18, 2019 from 10:00am-2:00pm.
Paws on Patrol was presented by Assistant Chief Bane. He explained how we are
incorporating officers to help with videos and putting animals with officers and highlight
animals and put a spotlight on the shelter and what they do.
Brian James brought the lost pets page and our Facebook and the website is used. Sgt.
Solitto described how they are utilizing a lost / found pets that is currently found. The
animal is on the website until their wellness visit and it centralizes the animals to help
citizens find their pets.

Assistant Chief Bane discussed staffing as we have one part-time kennel tech opening.
Brian James discussed for newcomers the amount of staff we have, which includes, Sgt.
Solitto, Ginger Dispain, 4 Animal Control Officers, 1 full time kennel tech and 1 part-time
kennel tech. We are currently looking for a part-time kennel tech.
4. RAFB Contract
Sgt. Solitto let us know about the contract and that it is time to renew. There is a new
contract to be presented to them; the city will have to carry medical and liability on
personnel. Under billing on old contract, it said $100.00 for call out during duty hours,
$150.00 for call out with a capture and then $150.00 for non-duty hours and we are
adding the extra $50.00 for a capture after hours. All other fees will be the same. We will
maintain a list of animals captured and when posted on the website and if it was found on
Randolph, it will state that. Clearing up that if wildlife is found we can take it and release
it back into the wild. Installation access, we will be treated like other contractor on the
base. We will get a 12-month pass after proper bedding. With the background process we
do on our ACO’s there should not be a problem and we will need to contact them with
any employee terminations. Previously the contact expired and had to be done every year,
we are asking that to change that and be in effect the date of signature and that it should
automatically renew on a yearly basis, however either party may terminate with a 30 day
prior notice.
5. Rescue Application and Review
Sgt. Solitto went over minor changes since last meeting. Make sure you know who is
picking up dog as sometimes a person can pick up an animal and they may not truly be
from a rescue. They must update the list every time they lose an employee.
6. Presentation of Animal Care Matrix
Assistant Chief Bane reviewed the Animal Care Matrix. A motion was made to approve
Matrix by Allyson. Heyward. Seconded by Dr. Brooke Knowlton. Motion passed. Vote
was unanimous.
