MINUTES OF MEETING
j, Thursday, July 11, 2019 —11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Mayor Carpenter called the meeting to order at 12:00 p.m. as a quorum was present.
2. Welcome and Introductions
Mayor Carpenter welcomed everyone in attendance and those present stood and
introduced themselves.
3. Approval of the minutes of the workshop meeting of June 20, 2019 and the minutes
of the regular meeting of June 13, 2019.
Mayor Carpenter moved from the Chair seconded by Mayor Thompson to
approve the minutes of the workshop meeting of June 20, 2019 and the minutes of the
regular meeting of June 13, 2019. The vote was unanimous. Motion Passed.
4. Approval of the Current Treasurer's Reports for NEP.
Mayor Carpenter moved from the Chair seconded by Mayor Victor Contreras to accept
the current treasurers report. The vote was unanimous. Motion Passed.
5. Discussion/nominations and action regarding the NEP Election of Officers (Chair,
Vice Chair, Treasurer) for the 2019 -2020 year.
Mayor Carpenter stated that he will not be seeking to serve again. He thanked everyone
for the opportunity of serving over the last four years.
Mayor Daly moved seconded by Mayor Thompson to nominate Mayor Walt Williams
City of New Berlin as Chair. As there were no further nominations, Mayor Carpenter
called for a vote. The vote was unanimous. Motion Passed.
Mayor Carpenter moved from the Chair seconded by Mayor Walt Williams to
nominate Mayor Tom Daly as Vice Chair and Mayor Jeff Hunt as Treasurer. As there
were no further nominations, Mayor Carpenter called for a vote. The vote was
unanimous. Motion Passed.
Mayor Carpenter turned the meeting over to the new Chair Mayor Walt Williams.

Item A: Mindy Paxton from the Tri County Chamber provided information on their
upcoming events.

She also stated that Tri- County was invited to a press announcement from the DOD
announcing the 2020 Warrier Games are being hosted in San Antonio! We had several
people in attendance along with many elected officials, community leaders and other
chambers. She stated his is so exciting and I think NEP should invite them to speak at
a meeting.
Mayor Daly presented information about NEP to Tri- County Chamber members at the
July luncheon.
Item B: Maggie Titterington from The Chamber provided information on their
upcoming events.
The Caterpillar Chamber Bowl is still seeking teams for the Corporate and Lunar bowls.
The event is August 23rd and will benefit both DECA programs at Clemens and Steele
High Schools.
The Paid Sick leave ordinance takes effect on August first in San Antonio but will also
affect businesses that DO business in San Antonio. If you have an employee that does
business within the city of San Antonio a minimum of 80 hours a year, your business
MUST comply with the new ordinance, regardless that your business is not located in
San Antonio. Contact the San Antonio City Council by email or phone and let them
know how you feel.

Item C: Mayor John Williams Universal City stated who spoke about revising the by-
laws to include NEP members to serve as liaisons with the various units on JBSA
Randolph such as AETC, HRS, AFPC, 12 FTW, JBSA, 19th Air Force. He asked for
volunteers. He also stated he needs members to serve on the RAPCO Executive

Committee. He would like to discuss this and the by -law changes at the next Mayor's
Workshop. Mayor Williams also stated that Lieutenant General Brad Webb will take
command of AETC on July 20H
Item D: None provided.
Item E: Mr. Hadas stated Bexar County Commissioner Kevin Wolff will Chair
AAMPO and Comal County Commissioner Kevin Webb will vice chair AAMPO. This
breaks the cycle of San Antonio Bexar County have both seats.
7. Establish a Date and Time of the next August NEP Mayor's Workshop — City of
Cibolo to host. (August 1, 2019)
Mayor Carpenter stated the next Mayor's meeting will be on Thursday, August 1, 2019
and the City of Cibolo will be hosting. Brenda Dennis stated she will contact the Mayor to
confirm.
8. Establish a Date and Time of Next Northeast Partnership for Economic
Development Meeting — August 8, 2019.
Mayor Williams stated the next regular meeting will be here at the Olympia Conference
Center on August 8, 2019.

Mayor Williams thanked Jan Tyler with Schertz Bank and Trust for providing the door
prizes today. Door Prizes for August will be provided by the City of Cibolo.
9. Items of Interest by Members.
Latifah Jackson — Edwards Aquifer announced the Edwards Aquifer Authority is having
its inaugural Inclusion Initiative: Meet the Buyer Expo on July 3V, at New Braunfels Civic
Center from 9AM — 2PM. This event will give minority and women -owned vendors an
opportunity to learn about bidding opportunities and meet with over 40 Purchasing Agents
and Prime Contractors wanting to do business with them. There will representation from
the San Antonio to Austin and many entities in between. There will be classes on various
topics for the small businesses to take advantage of. The entire event is free to the public
thanks to the sponsors who have partnered with the EAA believing in the Inclusion
Initiative vision.
Emily Calderon Galdeano — Legislative Director for Senator Jose Menendez who stated he
is holding legislative review sessions throughout the district. Dates: Wednesday July 24,

• Jackie Jackson — Business Development Specialist announced August 20, 2019 San
Antonio Business Opportunity Council (SABCO) will host its 34th annual training
workshop to include a variety of federal, local and state contracting seminars as well as
exhibitors from government and private.
This year, Ms. Shannon Lindauer, President and Senior Consultant with The Federal
Proposal Experts (FPEX), will present on excellent proposal writing. The Defense Health
Agency will present on the new mandatory contracts for professional services and
upcoming changes with the Military Treatment Facilities, and back by popular demand, we
will also have a federal panel of local DoD contracting leadership to present and discuss
your issues and concerns affecting small business!

• Mayor Contreras —City of Marion announced their upcoming 83rd Annual Sausage Supper,
Auction, Social & Dance on Saturday, August 3, 2019. Contact the Marion Area Chamber
of Commerce if you would like to participate in their parade which begins at 10:00 a.m.
Parade forms can also be found on the City of Marion website.
• Jimsi Kuborn — EDC Director Converse announced Converse EDC Annual Business
Luncheon, September 18, 2019 - 11:00 a.m. 1:00 p.m. — Bella on the Vine "An open sign
alone won't worle' keynote speaker Alison Romike, Chief Marketing Office of Mindful
Marketing. Find out why an open sign alone won't work for the success of your business.
Takeaway some best practices, effective social media tips, and useful ideas to implement
right away. The event will also include local business resource information booths and
awards for veteran-owned and community partner businesses.
• Diane Rath — AACOG won the National Association of Regional Councils Major Metro
Achievement Award at our Annual Meeting in June.
AACOG has received a grant from the Office of Economic Assistance for a Compatible
Use Study (formerly JLUS) at Randolph, Camp Bullis, Lackland, Kelly Airfield, and Camp
Martindale. This impacts so many of the NEP members. Additional information will be
forthcoming. The RFP for a consultant has been released and activity should start very
soon.
• Liane Garrett — Greater Randolph Rotary Metrocom, placed information on the table
regarding their 23rd Annual Fairway For Kids Benefit Amateur Golf Tournament scheduled
for Monday, September 16th at Olympia Hills Golf & Conference Center. Sponsorships are
still available. 100% proceeds go to the Greater Randolph Area Partners in Education
Foundation. If you are interested in being a sponsor, please see her as she has an updated

Stacy Melton — Tri County Chamber of Commerce announced that regarding the Tri
County Chamber Corn Hole Tournament & Mixer all proceeds go to Que for the Blue.
Charity committed to raising funds benefiting injured first responders in the Alamo Area.
• Mayor Carpenter announced that he had the opportunity of visiting DC last week where he
visited the East Wing, sat in on briefings with the White House Office of Governmental
Affairs where they talked about local concerns. Mayor Carpenter stated that he will be
sending to Brenda contact information with names and numbers of the Office of
Governmental Affairs Department that he will make available to all.
Mayor Williams again thanked Mayor Carpenter for his four years of service to NEP. He also
thanked Brenda Dennis who has agreed to assist and help him as the new Chair by preparing the
agendas and minutes.
10. Adjournment.
Motion was made Mayor Daly seconded by Mayor Contreras to adjourn. As there was no
further business, Mayor Williams adjourned the meeting at 12: 39 p.m.
