MINUTES OF WORKSHOP
AUGUST 1, 2019
I. Call to Order and Establish a Quorum.
Mayor Williams called the workshop to order at 6:39 p.m.
H. Introduction of those present.
Members present were:

III. OLD BUSINESS:
1. Continued discussion and possible action regarding the upcoming "Party with
the Partnership" event scheduled for October TML 2019. (Representatives from
the Reese Events Group will be in attendance) — Greg Reese — Nicholette Orozco
Members present reviewed:
• Review of Budget - $60,000 which includes the sponsorship monies,
reviewed names of sponsorships, secure last sponsors
• Review of the transportation — unanimous to go with San Antonio
Detours; discussed having three (3) buses; talked about securing vendor
for the alcohol, Mayor Daly will assist with that.
• Review and discussed the possible number of attendees, 200 to 500,
discussed was also during our event other large companies are having
events at the same time.

• Review and approval of the proposed entertainment as discussed:
Spazmatics contract, waiting on quote from other mariachi groups,
accordion players, florkorico dancers.
• Review and approval regarding the Evacuation Plan - get with Leonard
John of Blue Bonnet Palace and City of Selma for approved Evacuation
Plan
• Discussed vendors bringing banners and having they available at the
event.
• Review regarding EVIT — Logo has been provided. Creative EVITE,
Reese Events Group to work with Keven Hadas for the email blast. Send
out by August 1St. We will also get the count from Kevin two weeks prior
to the event.
• For those that contributed to the event and are not major sponsors,
discussion on having a dessert table or nacho table where they can display
their banners.
• Discussed the catering — Reese Events to work with Leonard John on this.
• Discussion regarding the banners, Members and Reese Events to work
with Mad Woman Marketing on these to provide the sponsor's logos.
• Discussed a possible 3- minute fireworks finally — secure permit with City
of Selma.
• The alcohol will be handled by Leonard John, this will include coolers
on the buses.
• Review of what NEP needs from the Reese Company
IV. NEW BUSINESS:
2. Discussion regarding revising the NEP By -laws,
Mayor Williams provided each Mayor present with a copy of the NEP By -Laws that
members need to review and provide their changes at the next NEP Workshop. Mayor
Williams asked Brenda to email out the word version so that these could be red lined
for possible changes. Mayors present discussed the vision and purpose of NEP
V. Items of interest by Member cities.
• Mayor Jeff Hunt thanked Mayor Dennis for hosting Hog Wild.
• Mayor Daly announced their budget was complete and they were able to get a tax
rate of 0.1968.
Mayor Thompson stated they have finished the budget and will be scheduling the
public hearing. With a $408,000 average home value their home values were up
20 %, and the interesting thing regarding the 8% rollback they were able to lower
their tax rate. They are having an issue with Comal County improving
communication and staff in the dispatch center, and issues regarding charging city's
disproportionately-

• Mayor Dennis spoke about the recent mold found on Joint Base San Antonio and
Randolph and wanted to know if there was a way the cities can help, as they are a
big part of our economic development for the area.
Mayor Dennis reminded the Mayors that every other month the Military Affairs
Communication luncheon. Mayor Williams and Mayor Dennis will forward to the
rest of the mayors this information. This is a great way to hear about what is
happening, Mayors also discussed having them stand up at our monthly meetings
to also provide an update.
Mayors discussed sending a welcome letter from all the different cities regarding
the new commander, (One each per city) - they also suggested a letter signed by all
the mayors from NEP.
Mayor Williams stated that there is going to be a speaker in September who is
coming to talk about Intergovernmental Support Agreements, Mr. Steve Bonner
will be speaking, this is a great opportunity working with AACOG where cities can
get directly involved and where we can also see if the base can benefit from this as
well.
• Mayor Boyle announced the new Japanese auto parts supplier Aisin AW Texas that
is coming to the City and will be bringing 900 new jobs. This will spur growth for
their surrounding cities, New Berlin, Marion and Santa Clara. Talked about
working together to benefit each other.
• Mayor Contreras stated they are working on their budget. He reminded everyone
of their upcoming 81St Annual Sausage Supper event, Saturday August 5, 2019.
• Mayor Williams - Universal City stated he went to the Military Task Force
meeting, Kevin Wolfe is the Chair, Clayton Perry and Richard Perez are on the task
force. Last week there was a briefing from the Wing Commander regarding Sante
51 going in Converse and the concerns they have regarding the flight path with the
possibility of a hotel going up. Commissioners Court is looking into this.
Mayor Williams also stated they had their meeting regarding their budget and tax
rate and unlike others, they went to 7.9% above because that is the only way they
will be able to get what they need next year knowing what is going to happen to the
tax rate of 3.5 next year. $80 per year for citizens. The rate will give them more
money for roads and what the city needs to do.

VI. Establish a Date, Time, & Location of the Next Meeting. (Next up is the City of
Converse) to host for September 5, 2019.
VII. Review and discussion regarding the Agenda for August 8, 2019 regular meeting.
