Call to Order and Establish a Quorum — A quorum was present. Mayor Williams called the meeting to order at 12:00 p.m. as a quorum was present and thanked everyone for attending. Mayor Williams recognized and welcomed Commissioner Jim Wolverton, Guadalupe County Precinct 3 and Vice Commander Col. Matthew Domsalla with Randolph who were present today. 2. Welcome and Introductions Mayor Williams welcomed everyone in attendance and those present stood and introduced themselves. 3. Approval of the minutes the regular meeting of July 11, 2019. Mayor Dennis City of Live Oak moved, seconded by Mayor Thompson to approve the minutes of the regular meeting of July 11, 2019. The vote was unanimous. Motion Passed. 4. Approval of the Current Treasurer's Reports for NEP. Mayor Thompson City of Garden Ridge moved seconded by Mayor Victor Contreras to accept the current treasurers report. The vote was unanimous. Motion Passed. 5. Presentation from the City of San Antonio City's Planning Department regarding the City of San Antonio Growth Policy and Annexation Study. (Priscilla Rosales - Pina) (The City of San Antonio is currently in the process of revising its Growth Policy and Annexation study in order to provide new growth- related strategies and framework to manage growth and development issues. The purpose of this briefmg is to provide an overview of this policy update and gather input from public entities and regional partners that are impacted by annexation or municipal growth policies.) Mayor Williams recognized Planning Manager — Regional Planning Division — City of San Antonio Priscilla Rosales -Pina who provided a PowerPoint presentation on new growth strategies, policy update and impact of regional partners by annexation and municipal growth. 6. Item A: Mindy Paxton from the Tri County Chamber provided information on their upcoming events. • Currently they are meeting for a Toastmasters Club, which helps polish public speaking, every Monday at the Live Oak Council Chambers at 5:00 p.m., • August 13, 2019 August Monthly Luncheon Hilton Garden Inn Live Oak sponsored by Acme Reprographics with guest Que for the Blue • August 22, 2019 Tri County Chamber Corn Hole Tournament at Retama 6 -9, they are still accepting sponsors and teams. • September 25a` Tri County Chamber and The Hill County Woman's Council of Realtors is offering members a half day Active Shooter Response training course. Item B: Maggie Titterington from The Chamber provided information on their upcoming events. August 20, 2019 Chamber Luncheon with guest speaker, Jill Chapman with Insperity, who will discuss the topic "Four Pain Points of Growing Your Business" - the tasks of owning and running a small business. Also, a legislative wrap -up and update from Representative John Kuempel. August 23, 2019 Caterpillar Chamber Bowl, Fiesta Lanes, New Braunfels 2 sessions: Business /Corporate 11:00 a.m. to 3:30 p.m. — Lunar /Team Building 5:00 p.m. to 9:00 p.m. Mark your calendars September 17, 2019 FBI Agent Greg Garza who will be speaking on Cybercrime. Item C: Mayor John Williams Universal City stated that next month we have a guest speaker, Mr. Steve Bonner who will be providing us with information regarding Intergovernmental Support Agreements and discuss the model and how it can work. 8 -8 -2019 Minutes Also, the Association of Defense Community, AACOG and Diane are also a member of that group. They and through the United States Conference of Mayors are supporting a special letter to Congress asking them to fund the Defense Community Infrastructure Program (CICP). $100 million in funding for the Defense Community Infrastructure Program in next year's defense appropriations. It would provide critical funding for community infrastructure outside the base that has a direct impact on military readiness. Diana Rath with AACOG came forward to expand on this program. Diane stated that they will be meeting here next March, is a phenomenal organization where you have civilian communities that come together with the Department of Defense and Military Leadership from all services. Asking that for the Mayors in the room (copy of the letter and explanation information was provided) to join on and sign the letter authorizing the money from the Department of Defense to work with State and Local Governments to finance those infrastructure projects that are critical to both the community and to support the mission of the military installation. This would provide for a matching grant. This was authorized in the 2019 NDAA but has not yet been funded. See recognized several Congressman who have been instrumental in supporting the process of this program. Ms. Rath stated that if the Mayor's would email their signatures, she will forward this up to Washington. She thanked Mayor Williams who has already provided his signature. Item D: Scott Warman, City of Live Oak, Bike Mobility meeting will be held later this week, so nothing to report. He stated that the Alternate Member, Cecilia Paloma, City of Schertz stated that heard we are working on a Walking to Work program and thanked everyone for the participation, and he thanked Cecilia Palomo for attending when he cannot. Item E: Mr. Hadas stated they did not have a meeting, but wanted to give a shout out to Councilmember Hicks, City of Cibolo, he made the TAC meeting and he has perfect attendance attending the meetings as backup for Wade, and is perfect for the Northeast Partnership. He also made the cover of the Herald. Announcement, Mayor Daly, Mayor Dennis and City Manager Scott Wayman, congratulations for lowering the tax rate. 7. Establish a Date and Time of the next September NEP Mayor's Workshop — City of Converse to host. (September 5, 2019) Mayor Williams stated the next Mayor's meeting will be on Thursday, September 5, 2019 and the City of Converse will be hosting. Mayor Suarez stated that it will be at their Fire Station. 8. Establish a Date and Time of Next Northeast Partnership for Economic Development Meeting — September 12, 2019. Mayor Williams stated the next regular meeting will be here at the Olympia Conference Center on September 12, 2019. August Door Prizes — City of New Berlin 8 -8 -2019 Minutes September Door Prizes — City of Converse October Door Prizes — City of Garden Ridge Door Prizes today were sponsored by Mayor Williams City of New Berlin. Door Prizes were distributed. Mayor Williams stated next month the City of Converse has the door prizes. 9. Items of Interest by Members. Mayor Williams recognized Mayor Dennis thanked all those who were recently elected as officers for the TML Region 7. She asked that our newly elected president to please stand, Councilmember Allison Heyward. Mayor Dennis stated that we have 900 representatives of Region 7 and we want to get everyone more involved. Asking the cities to please step up as Allison has some great ideas that she will be implementing. If you have ideas, you wish to share please get with her. Mayor Dennis announced that the Mayor Trevino of Castle Hills was elected Vice Chair, Secretary was City Administrator David Harris from Balcones Heights, and Treasurer, City Secretary Brenda Dennis. She reminded everyone of the upcoming October Texas Municipal League Conference here in San Antonio and hopes that everyone is signed up and will participate. Mayor Williams recognized Mayor Daly City of Selma who announced and provided details regarding the upcoming October 10, 2019 "Party with the Partnership" event. City Administrator Monique Vernon, City of Kirby who stated that they will be hosting a fund raiser for their Kirby Animal Shelter, Saturday September 14, 2019, entitled " Meowgarita Pour Off ' 5:00 p.m. Friendship Park. If you have a great Meaowgarita recipe and what to enter a team, please contact the City. City Manager Dr. Mark Browne from Schertz who stated good news from our Economic Development front. This year we lease out 300,000 sq. feet of new space in our Industrial Park and also 600,000 additional sq. feet for plans submitted for new construction. In addition, one of our Developers, Titan is building a road in the North Schertz area opening another 170 acres for development. This is attributed to Kyle Kinateder Economic Develop and his staff. Lastly the City received a Parks $30,000 grant from the State to assist in building a new playground structure at Heritage Oaks Park in South Schertz. Mitzi Delgado Golf Chair for the Randolph Metrocom Rotary. Tournament is at Olympia Hills Golf & Conference Center, Universal City on Monday, September 16, 2019. They are still filling teams and sponsorships; forms are available on the tables as well as can be found on their website. Hope that everyone can come out and participate. This is their big fund raiser for the Partners in Education Foundation scholarships for Marion, Judson ISD and also NE Lakeview college. 8 -8 -2019 Minutes Representative from CPS Energy announced their upcoming Annual Suburban Cities Summit, Friday August 16, 2019. Some topics for discussion include: Storm audit preparedness, solar program and small cells update. Jimsi Kuborn with City of Converse thanked those who attended the opening of their new Industrial Park built by Troy Lott, with several new tenants and some space still available. This Saturday City of Converse opens up their new Animal Care Facility at 10:00 a.m. On September 18, 2019, 11:00 a.m. to 1:00 p.m., at Bella on the Vine the City of Converse Economic Development Corporation will be hosting a Business Luncheon & Awards event titled "An Open Sign Alone Won't Work" Keynote Speaker Alison Lange, Chief Marketing Officer Mindful Marketing. Mayor Williams City of Universal City stated you heard on Animal House Toga Toga Toga, here tomorrow night at Olympia Hills Golf and Conference Center, 5K Toga Run, or Walk event at 8:30 p.m. Toga Party after the event, $15.00. All participants receive a T- shirt, finisher medal, glow necklace, print out of runner's time, and access to the Toga Party with food and 2 beverages. Event beneficiary is Special Olympics. Mayor Contreras City of Marion thanked everyone for participating in their Annual Sausage Supper event. Great parade, great time and great event. Mayor Boyle City of Cibolo tomorrow our YMCA Community Center will be opening — invitation to smaller communities to join the center. He thanked the City of Schertz for working with them while they had their facility built. Santikos is hosting a VP Art of Racing event Friday August 9, 2019 2:00 to 8:00 p. m. Lastly, he wanted to thank Mayor Carpenter for his leadership over the years with the Northeast Partnership and recognized new Chair from one of our small cities Mayor Walt Williams. Representative from the 12a' Flying Wing, Randolph announced upcoming event on September 11, 2019 hosting MAC lunch at Randolph, 12 to 1 p.m., tours regarding the 560'' flying training wing, T38 aircraft. Mayor Daly remined Mayor Boyle of their new facility which will be bringing in around 800 new jobs. Mayor Daly tomorrow 10:00 a.m. Lookout Bridge ribbon cutting. Next Saturday Lin's Buffet will be having their ribbon cutting and opening on Sunday. First time ever City of Selma will be lowering their taxes. He thanked his staff and Council. Mayor Daly also thanked the Chambers for helping out with all the ribbon cuttings and making Selma a nice place to come and have events. 8 -8 -2019 Minutes He thanked all the cities that participate in the Northeast Partnership for Economic Development group we have lots to brag about and this is a great organization and glad to be a part of Mayor Hunt from Santa Clara which is north of Marion stated two weeks ago he was listening to the radio and a familiar voice came on and it was amazing that our cities were mentioned. Mayor Hunt and Mayor Daly again reminded everyone of the upcoming "Party with the Partnership Event". October 10, 2019 - Music, goodie bags, different foods, if you have trinkets that you would like to donate for the goodie bags let us know. Everyone is invited to attend, if questions please ask. Mayor Daly announced that the Warrior Games are coming to San Antonio preview September 12a' and 14tH Mayor Williams City ofNew Berlin had a famous sausage sell in Marion this past weekend. The World- famous Sausage sale one is in New Berlin on September 1, 2019 — proceeds benefit their voluntary Fire Department. 10. Adjournment.
