The Schertz Planning and Zoning Commission convened on October 9, 2019 at 6:00 p.m.
at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4,
Schertz, Texas.

the preliminary plat of The Crossvine Module 2, Unit 1 Subdivision, an approximately 15
acre tract of land generally located approximately 1,000 feet south west of the intersection
of FM 1518 and Lower Seguin Road, City of Schertz, Bexar County, Texas.
GENERAL INFORMATION:

BACKGROUND: A preliminary plat for this subdivision was approved by the Planning and Zoning
Commission on November 15, 2017 and the approval remains in effect for a perior of two (2) years. The
preliminary plat is due to expire on November 15, 2019.

ITEM SUMMARY:
The applicant is requesting approval for a 6 month time extension for the preliminary plat of The
Crossvine Module 2, Unit 1 Subdivision. No changes are proposed to the preliminary plat that was
previously approved on November 15, 2017. A Final Plat application has been submitted to the City of
Schertz and is under review.
The applicant is proposing to preliminary plat approximately 15 acres of land establishing 77 single
family residential garden home lots. The lots are categorized into one lot size per The Crossvine
Subdivision PDD.
The plat was reviewed in accordance with The Crossvine PDD (Ordinance 12 -S -16 and amendment
17- S -01). This property is part of a Planned Development District, as such it must comply with the design
requirements of the PDD and any area that is not directly addressed in this document must comply with
the design criteria of the Schertz Unified Development Code (UDC).
GENERAL LOCATION AND SITE DESCRIPTION:
The subject property is undeveloped and is generally located approximately 1,000 feet south west of the
intersection of FM 1518 and Lower Seguin Road.
ACCESS AND CIRCULATION:
The UDC, Article 14, requires that all residential subdivisions have a minimum of two (2) locations
accessing existing public streets. This development is designed to have two (2) points of access that
connect to FM 1518 and Hollering Vine — Sagenite Road, a proposed 60 -foot collector street, and Trellis
Walk, a 60 -foot collector street.

The applicant will be responsible for Unified Development Code (UDC), Section 21.9.9 Tree
Preservation and Mitigation. The applicant has submitted a Tree Affidavit which indicates that the site
does not contain any Protected or Heritage trees.
PUBLIC SERVICES:
The site is serviced by Schertz water and sewer, CPS, AT &T, and Spectrum.

All public improvements required for this subdivision are required to be installed prior to recording of the
final plat per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement.
Water and Sewer: This site will be serviced through 8" water lines and 8" sewer lines that will be extended
throughout the subdivision and stubbed for future development.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for
compliance with the Storm Water regulations. A preliminary drainage plan has been reviewed and
approved by Engineering Department.
Sidewalks, Hike and Bike Trails: Trails and sidewalks are planned for the entire community connecting to
several designated parks and open space.
Road Improvements: All street improvements will be constructed according to the Public Works
Specifications. The street right -of -way widths are consistent with the approved Crossvine PDD and
associated amendments, allowing for on- street parallel parking along the residential streets and private
alleys within the Module 2, Unit 1 garden home product. Residential sidewalks are proposed at 5 feet and
will be placed adjacent to the curb. Additionally, the common area greenspaces between each Block of
residential lots will include 4 foot sidewalks. All streets will be developed to City of Schertz specifications
including sidewalks.

There are no proposed changes from the preliminary plat originally approved on November 15, 2017. The
applicant is requesting a 6 -month time extension for the preliminary plat. A final plat application for
Crossvine Module 2 Unit 1 has been submitted to the Planning Division and is currently under review.
The applicant is requesting the 6 -month extension in order to allow additional time for the final plat to be
approved.
Staff recommends approval of the request for a 6 -month time extension of the preliminary plat for The
Crossvine Module 2, Unit I Subdivision. If approved the six (6) month extension would expire on April
23, 2020.
* While the Commission can impose conditions; conditions should only be imposed to meet requirements
of the UDC.
COMMISSIONERS CRITERIA FOR CONSIDERATION:
In accordance with UDC, Sec. 21.12.8.E.2 Extension - The Planning and Zoning Commission may extend
the approval of a preliminary plat for a period not to exceed six (6) months. A preliminary plat is not
subject to reinstatement following expiration.
