PZ 10-9-19 MinutesPLANNING AND ZONING MINUTES October 9, 2019 The Schertz Planning and Zoning Commission convened on October 9, 2019 at 6:00 p.m. at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas. Present: Ernie Evans, Vice Chairman; LaDonna Bacon, Commissioner; Richard Braud, Commissioner; Lauren Garrott, Commissioner; Ken Greenwald, Commissioner; Gordon Rae, Commissioner; Glen Outlaw, Commissioner Absent: Michael Dahle, Chairman City Nick Koplyay, Planner; Kathy Woodlee, City Engineer; Tiffany Danhof, Executive Staff: Assistant; Daniel Santee, City Attorney 1. CALL TO ORDER Mr. Evans called the meeting to order at 6:00 P.M. 2. SEAT ALTERNATE TO ACT IF REQURIED Ms. Garrott was seated as an alternate. 3. HEARING OF RESIDENTS This time is set aside for any person who wishes to address the Planning and Zoning Commission. Each person should fill out the Speaker's register prior to the meeting. Presentations should be limited to no more than three (3) minutes. Discussion by the Commission of any item not on the agenda shall be limited to statements of specific factual information given in response to any inquiry, a recitation of existing policy in response to an inquiry, and /or a proposal to place the item on a future agenda. The presiding officer, during the Hearing of Residents portion of the agenda, will call on those persons who have signed up to speak in the order they have registered. There were no residents who spoke. 4. CONSENT AGENDA: A. Minutes for the September 25, 2019 Regular Meeting. B. PC2019 -036 Consider and act upon a request for approval of a final plat of Rhine Valley Subdivision Unit 3B, an approximately 13.5 acre tract of land generally located 3,000 feet east of the intersection of FM 1518 and Ray Corbett Drive, City of Schertz, Guadalupe County, Texas. Motioned by Commissioner Ken Greenwald to approve the consent agenda, seconded by Commissioner Richard Braud Vote: 7 - 0 Passed 5. ITEMS FOR INDIVIDUAL CONSIDERATION: A. PC2018 -049 Consider and act upon a request for approval of an amendment to the master development plan for the HGV Investments Subdivision, an approximately 85 acre tract of land generally located at 21799 FM 2252, City of Schertz, Comal County, Texas There was a brief discussion. Motioned by Commissioner Glen Outlaw to approve PC2018 -049, seconded by Commissioner Richard Braud Vote: 7 - 0 Passed B. WA2019 -002 - Consider and act upon a request for approval of a waiver regarding on -site sewage facilities for HGV Investments Unit 2, an approximately 20 acre tract of land located at 21799 FM 2252, City of Schertz, Comal County, Texas. There was a lengthy discussion. Motioned by Commissioner Richard Braud to approve WA2019 -002, seconded by Commissioner Glen Outlaw Vote: 7 - 0 Passed C. PC2018 -048 Consider and act upon a request for approval of a preliminary plat of the HGV Investments Subdivision Unit 2, an approximately 20 acre tract of land located at 21799 FM 2252, City of Schertz, Comal County, Texas. There was a brief discussion. Motioned by Commissioner Glen Outlaw to approve PC2018 -048, seconded by Commissioner Ken Greenwald Vote: 7 - 0 Passed 6. REQUESTS AND ANNOUNCEMENTS: A.
