Savannah Drive and Lone Oak
Subdivision Street Reconstruction
Savannah Drive and Lone Oak Subdivision Street Improvement Project are a part of the $20
million dollar 2006 Street Bonds. The streets in these areas are experiencing wear and
deterioration due to their age and sub -grade failures.
FISCAL IMPACT
Continuation of 2006 Street Bonds Project $20,000,000
RECOMMENDATION
Public Works concurs with Don McCrary and Associates to recommend Council award a bid to
the Wagner Material and Construction company with the a base bid of $807,359.30 and an and
an alternate bid #2 of $10,000.00 for thermoplastic striping and raised pavement markings, and
an alternate bid #3 of $59,257.20 for sidewalk and curb repairs in the Lone Oak Subdivision for
a total amount of $876,616.50. Only one bid was received on this project, however the total bid
prices for the project came in at approximately 6% lower than the engineer's projected cost
estimate. Wagner Material and Construction well- recognized contractor in the area who has
completed other projects in the City of Schertz and is currently working on the Woodland Oaks
and Dimrock Street Reconstruction Project.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ:
That the above stated Public Works recommendations are hereby approved and authorized.
PASSED AND APPROVED at a regular meeting of the City Council of the City of Schertz,
Texas this 11th day of March, 2008, at which meeting a quorum was present, held in accordance
with the provisions of V.T.C.A., Government Code, §551.001 et seq.

On February 28, 2008 at 1 1:00 AM, we opened a sealed bid from one prospective contractor for
our above referenced project.
• Wagner Material and Construction, Inc.
The successful low bidder was Wagner Material and Construction, coming in at Eight Hundred
and Seven Thousand, Three - Hundred Fifty Nine Dollars and Thirty Cents. ($807,359.30) for the
base bid, $8,000.00 for Add Alternate #I (painted striping and raised pavement markings),
$10,000 for Add Alternate #2, (thermoplastic striping and raised pavement markings) and
$59,257.20 for Add Alternate #3 (sidewalks and curb repairs in the Lone Oak Subdivision).
Upon completing our review of the company's qualifications, investigating their references and
with our past and on going experience with them, Wagner Material and Construction is well
suited for the completion of the project.
You are aware; we only received one bid on this project. However, the unit and total bid prices
for this project came in at approximately 6 % lower than our projected cost estimate. With your
approval, it is our recommendation that the council award the contract to Wagner Materials and
Construction, Inc. to include the total base bid, Add Alternate #1 and Add Alternate #3. The
contract amount for there services would be eight hundred seventy four thousand, six hundred
sixteen dollars and fifty cents ($874,616.50).
If the council does not feel comfortable with only one bidder they have the option to re -bid this
project at their discretion.

agreement with OWNER in the form included in the Contract Documents to perform and
furnish all Work as specified or indicated in the Contract Documents for the Contract Price and
within the Contract time indicated in this Bid and in accordance with the other terms and
conditions of the Contract Documents.
2. BIDDER accepts all of the terms and conditions of the Advertisement or Invitation to Bid and
Instructions to Bidders, including without limitation those dealing with the disposition of Bid
security. This Bid will remain subject to acceptance for forty -five days after the day of Bid
