BACKGROUND
On Jan. 16, 2008 Don Taylor, John Bierschwale, David Harris, Tony Wilenchik, Jessica
Robinson, George Logan and I met to review the Civic Center and Community Center rates in
order to make the annual recommendation to Council. The following issues were discussed and
the proposed changes address these issues:
The ballroom of the Civic Center is not being rented out during the week on a regular basis, so a
lower rate is recommended.
The ballroom of the Civic Center is not being rented by nonresidents, so a lower rate is
recommended.
The current rate structure lists resident and nonresident rates separately. It is recommended that
the rates be listed and then a discount of 25 %, as opposed to the current discount of 50 %, be
given to residents. This approach gives residents a reduced rate without giving non - residents the
message that we don't really want their business.
The current rate structure gives nonprofit organizations a 50% discount. It is recommended that
the discount be 25 %.
The current rate structure charges an initial fee and then a nominal hourly fee for all the facilities.
It is recommended that a flat rate be used for all facilities during the weekend, when lengthy
events and parties occur, and during the week for the ballroom only.
During the week, an hourly rate is recommended for the Bluebonnet Room and the Community
Centers, when shorter meetings and events are the norm.
The current rate structure allows for the rental of individual meeting rooms in the Ballroom. It is
recommended that we eliminate this. It is costly, laborious and not being utilized often enough
to make it worth while.
FISCAL IMPACT
These changes will not increase current expenditures, but might increase the amount of money
collected from Civic Center rentals.
RECOMMENDATION
Staff recommends Council approval for the request by the Community Services Department.

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ:
That the above stated staff recommendations are hereby approved and authorized.
PASSED AND APPROVED at a regular meeting of the City Council of the City of Schertz,
Texas this 12th day of February, 2008, at which meeting a quorum was present, held in
accordance with the provisions of V.T.C.A., Government Code, §551.001 et seq.
