The Transportation Safety Advisory Commission (TSAC) convened for a meeting on October 4,
2018 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway,
Schertz, Texas 78154.

HEARING OF RESIDENTS
Curtis Rabenaldt, Red Barn Run, is requesting the removal of a driveway currently located on
Kramer Parkway going into the WellMed parking area. Photos provided of area. HOA is requesting
removal and have it be a straight curb all the way down Kramer Parkway.
Paul Wendell, Coyote Run, concerned with the current road conditions located at Schwab Rd and
FM 482, also at Old Nacogdoches and FM 482. States there is a lack of width for turning movements
and overall poor road conditions.
Michelle Tereletsky, Marilyn Drive, came to thank the Commission and staff for the recent
improvements on the crosswalk located at Pecan Drive.
1. Minutes: Consideration and /or action regarding the approval of the minutes of the August 2,
2018 Meeting.
A motion was made by Commissioner Richard Dziewit to approve the minutes of the August
2, 2018 Meeting. Second by Commissioner John Sullivan. Motion passed. Vote was
unanimous.

2. TxDOT School Zone Presentation: Dale Picha, with TxDOT, gave presentation regarding
new school zones on FM 1518 for Rose Garden Elementary and Ray Corbett Junior High
School. Both school zones have now been combined into one. Further discussion led to
conversations regarding the following TxDOT items:
• Discussed possible options regarding sign concerns at Schertz Parkway crossing over
I35 bridge. No decisions have been made as of this time.
• Discussed the concern regarding Berry Creek intersection located at FM 3009. TxDot
does not currently install signalization at private street locations.
• Informed that the current construction bid date for FM 1518 improvements is in 2022.
• Discussed concerns regarding dual left turn eastbound at FM 78 onto FM 3009.
TxDOT response is that they may upgrade at some point, not yet on the current
agenda.
3. Staff Comments: Engineering staff gave the following updates:
• Informed that a Walkable Community Study will be performed by AAMPO and that the
TSAC Commission may be called upon to provide input at some point in the future.
• Gave preliminary idea and plan to add a turn lane off Live Oak at FM 3009.
• Staff recently attended two local schools in order to support a Safe Routes to School
initiative throughout the area.
• Staff is currently working with AAMPO to schedule a Bike Rodeo at one or more of our
local schools. Staff is also doing research to see how we may be able to provide helmets to
each child who chooses to ride in the event.
• Updated Commission that striping is currently underway at Fairlawn and Belmont
Parkway, and may be expecting some delays due to weather conditions.
4. Future Agenda Items Requests and /or Comments by Commissioners:
• Commissioner Moody stated that he has continued concerns with the intersection located
at FM 78 and FM 3009, specifically located at the railroad tracks. Staff informed him that
we are currently working with TxDOT to have the pavement conditions repaired.
• Commissioner Ragsdale stated that we do not currently have a City Ordinance pertaining
to parking in bike lanes and requests future discussion.
• Chairman Bish introduced our two new additions, Commissioner Alternates Brandon
Bristow and Ferrando Heyward.
• Commissioner Cornelisse commented that his HOA would like for the speed limit on
Crest Oak to be increased from 20mph to 25mph. Staff to conduct counts and then
readdress informal request.
5. Adjournment: Motion made by Commissioner Glen Outlaw to adjourn the meeting. Second
by Commissioner John Sullivan. Motion passed. Vote was unanimous. Meeting adjourned
at 628 PM.
