The Transportation Safety Advisory Commission (TSAC) convened for a meeting on March 7, 2019
at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway,
Schertz, Texas 78154.

CALL TO ORDER AT 5:31pm by Chairman Stephen Bish
ROLL CALL
HEARING OF RESIDENTS
John Westerbeck, Bent Tree Dr., addressed the Commission to ask what the procedure was in order
to install speed humps in the Greenshire subdivision, stating that there is a large number of residents
concerned with recent speeding issues. Engineering staff to send email to resident on 3.8.19 to
explain process.
1. Minutes: Consideration and /or action regarding the approval of the minutes of the February
7, 2019 Meeting.
A motion was made by Commissioner Paul Ryson to approve the minutes of the February 7,
2019 Meeting. Second by Commissioner Bill Bowers. Motion passed. Vote was unanimous.
2. Bike Lanes: Staff gave presentation to Commission on bike lanes and the ideas of parking or
no parking within them. At this time, staff suggesting that the TSAC recommendation to
Council be to allow parking in bike lanes unless other noted in certain area, per Council
ordinance.
A motion was made by Commissioner Richard Dziewit to move forward with a formal
recommendation to Council to not prohibit parking in bike lanes Citywide. Areas of concern
will be addressed on a case -by -case basis, to begin with a review by the TSAC Commission.

Second by Ferrando Heyward. Nine Commissioners in favor of motion. Commissioner John
Sullivan opposed. Motion passed.
3. Staff Comments: Engineering staff gave the following updates:
• The upcoming Bicycle Rodeo will be held on April 22, 5:30 -7:00, in the Sippel
Elementary School parking lot. All students K -4 welcome.
• Annual Volunteer Fair will be on April 11. Jennifer to resend flyer as a friendly reminder.
• Two current Commissioners are up for reappointment and need to submit their
applications to the City Secretary in order to extend terms. Jennifer will send applications
tomorrow.
4. Future Agenda Items Requests and/or Comments by Commissioners:
• Commissioner Moody stated that left lane on FM3009, towards FM78, continues to back
up to the apartments past Christensen Brothers due to the TxDOT light cycles. Staff to
contact TxDOT regarding timing.
• Commissioner Bowers brought up the fact that the driveway into the shopping center
continues to flood at FM3009 and FM78 intersection shopping strip. Staff acknowledged
the issue and states that this too is a TxDOT issue.
• Commissioner Sullivan brought up the concern that the frontage road on I -35N is
extremely dark, specifically right in front of EVO.
5. Adjournment: Motion made by Commissioner Ferrando Wayward to adjourn the meeting.
Second by Commissioner Glen Outlaw. Motion passed. Vote was unanimous. Meeting
adjourned at 6:28 PM
