ANIMAL CARE ADVISORY
COMMITTEE MEETING
MAY 1, 2019
The Animal Care Advisory Committee of the City of Schertz, Texas held a Regular
Meeting on May 1, 2019 at 6:00 p.m. in the Hal Baldwin Municipal Complex Council
Chambers Conference Room, 1400 Schertz Parkway, Building #4, Schertz, Texas. The
following members were present:

Call to Order
Marc Bane called the meeting to order at 6:08 pm
Hearing of Residents
Mary Brassfield
Stated she is not involved with a rescue, but she got involved because issues were dumped
in front of her. She met with Brian a few weeks ago and she said she is happy to see
changes being made. She wanted to be a foster and called Schertz where she was told
Schertz did not have a foster program and would never have a foster program. She is now
fostering for ADL and mostly fosters neonates. She then asked if Schertz would ever have
a foster program. Chief Bane told her we do have a foster program and suggested she
come visit us to get more information. Brian James then suggested setting up a meeting for
her to get more information and placing the foster program on the agenda for the next
meeting so it could be discussed. She then stated her questions; when will the shelter

reopen and will there be any changes to the hours. She is concerned that if someone finds
a dog after hours, they are not able bring it to the shelter, and if someone loses a dog, they
have to miss work to get it back.
Gwen Jones
Stated she came to observe. Asked if the shelter was on track to reopen. Chief Bane said
he could not answer that. Brian James pointed out that was an agenda item and that we
would discuss it then as we cannot do back and for discussion during hearing of residents.
Brian James then further explained that citizens to be heard was just for comments and that
back and forth comments were welcome during discussion of agenda items.
Carol Kelley
Stated she has been a Schertz resident for 32 years. Stated she is aware that there have
been issues here and wanted to see where things stand, and is hopeful things are improving.
Discussion and/or Action Items
1. Minutes — Consideration and/or action regarding the approval of the minutes of
the regular meeting of March 20, 2019.
Motion was made by Michelle Helgren to approve the minutes. Allison Heyward
seconded the motion. Motion passed. Vote was unanimous.
2. Personnel Update
Asst. Chief Bane discussed the recent moving of Sgt. Solitto to Animal Services whose full
time assignment will be overseeing Animal Services. He comes with many years of
experience with the city and is a great supervisor. He will bring structure to day -to -day
operations. Sgt. Solitto stated he is happy to join Animal Services.
I Shelter Update
Assistant Chief Bane and Brian James gave an update on the building and floor.
Brian James spoke about the floor project, the job of resealing, the progress and the re-
opening of the shelter. They are hoping the floors will be done Saturday. Then painting and
cleaning up will be done Saturday and Sunday and will be able to move back in early next
week.
Brian James continued to talk about plans for a sally port for the officers. The main
purpose would be for the safety of the officers as they do come in at all times of the day

and night. The fenced area will also be useful if an animal becomes loose while
transporting to or from the Shelter. The first quote came in around $31,000.00 and we still
need to get more quotes.
Brian James also talked about the A/C system and there are talks with Building
Maintenance in regards to a permanent solution. The A/C system has been shut down
during the flooring project and the ducts have been cleaned and will be turned back on and
checked before the building opens.
Assistant Chief Bane talked about shelter stats. As of April 25, 2019, there have been 248
animals that have passed through the doors of the shelter since the beginning of the year. In
the agenda packets are numbers broken down to include wildlife animals.
Assistant Chief Bane continued to talk about our recent adoption events to include opening
day of BVYA, Movin' on Main, Walmart on the weekends, Pets Barn, the 100 club event
at McDonalds as well as trying to work with HEB to have events there a couple of
weekends. Ginger Dispain followed up with talking about the Chic Fil A Leader Team
wanting to do an event and do themed costumes for the animals. This is to occur either
behind the school or at the dog park May 18, 2019 from 10:00am- 2:00pm.
Paws on Patrol was presented by Assistant Chief Bane. He explained how we are
incorporating officers in videos and with animals.
Brian James discussed how the lost pet's page, our Facebook and the website is used.
Recovered pets are immediately placed on Facebook in hopes that their owners can be
located. The animals are kept on the website until their wellness visit and it then centralizes
the animals to help citizens find their pets.
Assistant Chief Bane discussed staffing as we have one part-time kennel tech opening.
Brian James discussed for newcomers the amount of staff we have, which includes, Sgt.
Solitto, Cringer Dispain, four Animal Control Officers, 1 full time kennel tech and 1 part-
time kennel tech. We are currently looking for a part-time kennel tech.
4. RAFB Contract
Sgt. Solitto let us know about the contract and that it is time to renew. There is a new
contract to be presented to them; the city will have to carry medical and liability on
personnel. Under billing on the old contract, it said $100.00 for call out during duty hours,
$150.00 for call out with a capture and then $150.00 for non -duty hours and we are
adding the extra $50.00 for a capture after hours. All other fees will be the same.
We will maintain and post a list of animals captured on base. If wildlife is found we can
take it and release it back into the wild. As to installation access, we will be treated like
other contractor on the base. We will get a 12 -month pass after proper vetting. With the

background process we do on our ACOs there should not be a problem. We will need to
contact them with any employee terminations. Previously the contact expired and had to
be done every year, we are asking for it to automatically renew on a yearly basis, however
either party may terminate with a 30 day prior notice.
5. Rescue Application and Review
Sgt. Solitto went over minor changes since last meeting. Make sure you know who is
picking up dog as sometimes a person can pick up an animal and they may not truly be
from a rescue. They must update the list every time they lose an employee.
6. Presentation of Animal Care Matrix
Assistant Chief Bane reviewed the Animal Care Matrix. A motion was made to approve
Matrix by Allyson. Heyward. Seconded by Dr. Brooke Knowlton. Motion passed. Vote
was unanimous.

There was a request to discuss a foster program.
