Call to Order and Establish a Quorum — A quorum was present. Mayor Williams, City of New Berlin called the meeting to order at 12:00 p.m. as a quorum was present and thanked everyone for attending. 2. Welcome and Introductions Mayor Williams, City of New Berlin recognized Guadalupe County Commissioner Jim Wolverton Precinct 3, and Colonel Mark Robertson, Randolph Airforce Base who was in attendance and welcomed all others in attendance. Those present stood and introduced themselves. 3. Approval of the minutes the workshop meeting of August 1, 2019 and minutes of the regular meeting of August 8, 2019. Mayor Williams recognized Mayor Pro -Tem Hicks, City of Cibolo who moved, seconded by Mayor Daly, City of Selma to approve the minutes the workshop meeting of August 1, 2019 and minutes of the regular meeting of August 8, 2019. The vote was unanimous. Motion Passed. 4. Approval of the Current Treasurer's Reports for NEP. Mayor Williams, City of New Berlin recognized Mayor Williams City of Universal City who moved seconded by Mayor Pro -Tem Hicks City of Cibolo to accept the current treasurers report. The vote was unanimous. Motion Passed. 5. Discussion regarding reconsideration of supporting the Balloon Fest. Mayor Williams, City of New Berlin provided commentary as to why he believed that NEP should reconsider supporting the Balloon Fest. He provided commentary as to why supporting the event would create economic development growth with the member cities. Mayor Williams, City of New Berlin recognized Mayor Daly, City of Selma who also provided commentary on supporting the Balloon Fest. Mayor Williams, City of New Berlin recognized Mayor Carpenter, City of Schertz who moved to set aside the rules for the purposes of taking action on item number 5, seconded 9 -12 -2019 Minutes by Mayor Hunt, City of Santa Clara. Mayor Williams called for a vote; the vote was unanimous from the Mayor's Present. Motion made by Mayor Pro -Tem Hicks, City of Cibolo seconded by Mayor Daly, City of Selma to support the balloon fest for $5,000 donation. The vote was 4 -4 with City of Cibolo, City of Schertz, City of Selma and City of New Berlin voting for, and the City of Live Oak, City of Universal City, City of Santa Clara and City of Garden Ridge voting no. The vote was a tie, motion died for lack of unanimous vote. Motion made by Mayor Hunt, City of Santa Clara, seconded by Mayor Carpenter, City of Schertz to support the balloon fest for $2,000 donation. The vote was unanimous. 6. Presentation from the Steve Bonner, President and CEO of Sonricorp regarding Intergovernmental Support Agreement, with AACOG. Mr. Steve Bonner provided a PowerPoint presentation regarding Intergovernmental Support Agreement, with AACOG and addressed questions. 7. Information Items. A. Report from Tri County Chamber of Commerce. B. Report from The Chamber. C. Report from Randolph Air Power Community Council (RAPCO). D. Report on Bicycle Mobility Advisory Committee. E. Report from Metropolitan Planning Organization (MPO). Item A: Mindy Paxton from, the Tri County Chamber provided information on their upcoming events. Monthly Luncheon — September 11 What Would You do Safety Course — September 25 Elected Officials Gala/Reception — November 14 All event information can be found on their website. Item B: A representative from The Chamber provided information on their upcoming events. • Thanked NEP for their support of the Skylight Balloon Fest. • Gave an invitation for their monthly Chamber Mixer September 19 • Meet the Candidates for Cibolo City Council /Mayor on September 25 • Ethic Business Education Class October 16 All event information can be found on their website. Item C: Mayor John Williams from Universal City stated the following: 9 -12 -2019 Minutes • Gave an update on the letter sent to the Senate in reference to the Defensive Community Infrastructure Pilot Program. Item D: Scott Warman, City of Live Oak, Bike Mobility, stated the following: • Downtown San Antonio hopes to have the scooter population in their area to go from 16,000 to 8,500. • A bike shop is being placed on the UTSA Campus to help the students do maintenance /repairs on their bikes. Item E: Mr. Hadas stated the following: • There will be no meeting for the MPO this month. • Gave a shout out to Commissioner Kevin Wolff and San Antonio Councilman Clayton Perry for their help to obtain funding. The State is going to give their region 1.3 billion dollars. 8. Discussion regarding the cancellation of the NEP Workshop of October 3, 2019. It was the consensus of the Mayor's present to cancel the October 3, 2019 NEP Mayor's Workshop meeting. 9. Discussion regarding the cancellation of the regular NEP Meeting of October 10, 2019 due to TML. It was the consensus of the Mayor's present to cancel the October 10, 2019 NEP Regular meeting due to TML that week. 10. Establish a Date and Time of the next NEP Mayor's Workshop — City of Garden Ridge to host. (November 7, 2019) City of Garden Ridge stated they believed they could host the next meeting. 11. Establish a Date and Time of Next Northeast Partnership for Economic Development Meeting — November 14, 2019. Mayor Williams stated the next regular meeting will be here at the Olympia Conference Center on November 14, 2019. September Door Prizes — City of Converse November Door Prizes — City of Garden Ridge City Secretary Brenda Dennis thanked Lianne Garrett who graciously donated a special door prize bucket for NEP. Those present thanked her for her donation and contribution. 9 -12 -2019 Minutes Door Prizes today were sponsored by Mayor Suarez City of Converse. Door Prizes were distributed. Mayor Williams stated in November the City of Garden Ridge has the door prizes. 9. Items of Interest by Members. • Lianne Garrett - with Mad Women Marketing announced the Randolph Metrocom Rotary Club is having their golf tournament on October 23 and thanked all their sponsors for their support. • Timothy Little - with AgriLife Extension announced a free workshop that will be held in Universal City on hazards and risks of future developments. • Steve Linscomb - with Judson ISD announced their Wobble and Gobble event which is their Community Thanksgiving dinner and 5K run. The run begins at 8:00 a.m. and the dinner is at Wagner High School from 11:00 a.m. to 2:00 p.m. on November 23. • Veronica Garcia - President of Lakeview College announced their annual Blue Jean benefit to raise scholarship dollars for their students. The event will be November 7, 2019 at the Blue Bonnet Palace, 12630 Lookout Rd, Selma, Texas, from 5:00 p.m. to 8:00 p.m. • Scott Wayman - City Manager of Live Oak, Texas announced their Shindig on Shin Oak on September 28 beginning at 6:00 p.m. — the event is free. • Mayor Michael Carpenter — Mayor of Schertz announced the Guadalupe County Children's Advocacy Center will be having a fund raiser event at the Blue Bonnet Palace on October 17 from 6:00 p. in to 10:00 p.m. • Ralph Gutierrez — City Councilmember of Schertz announced an event Dunkin for Pumpkins on October 5 as well as Trunk or Teat on October 26 at Pickrell Park from 5:00 p.m. to 8:00 p.m. • Joel Hicks — City Councilmember of Cibolo announced Meet the Candidates on October 25 and Octoberfest/Cibolofest on October 19 from 10:00 a.m to 10:00 p.m. at City Hall. • Mayor Tom Daly — Mayor of Selma congratulated Mayor Michael Carpenter on his candidacy for County Commissioner and thanked Commissioner Wolverton for his time as Commissioner. He also announced the Warrior Games September 14 at Retama Park, Eyemart's ribbon cutting September 18 at 5:00 p.m. and also announced The Party with the Partnership at the Blue Bonnet Palace in Selma on October 10 6:00 p.m. to 10:00 p.m. • City Bowel and Brew Event • Mayor Hunt City of Santa Clara — Announced in Cibolo there is a Hero Ride (motorcycles) coming up September 14 with a celebration at the Old Main Icehouse. An announcement was also made about the Schulz Backyard as an event center located next to Schulz Nursery in Marion. • Mayor Williams, City of New Berlin thanked all those who came out and supported the Sausage Festival. 10.
