REGULAR MEETING
June 18, 2019
A Regular Meeting was held by the Main Street Committee of the City of Schertz, Texas, on June 18,
2019, at 6:00 p.m. in the Hal Baldwin Municipal Complex Council Chambers Conference Room
located at 1400 Schertz Parkway, Schertz, Texas. The following members present to -wit:

Call to Order
Chair Davis called the meeting to order at 5:58 p.m.
Discussion and action items:
Minutes — Consideration and/or action regarding the approval of the minutes of the meeting of
February 12, 2019 meeting. (Chair Davis)
Chair Davis recognized Mayor Carpenter who moved, seconded by Councilmember Larson to
approve the minutes of February 12, 2019 with corrections noted by Mayor Carpenter. The
vote was unanimous with Councilmembers Davis, Edwards, Larson and Mayor
Carpenter voting for, and no one voting no. Motion Passed
2. Sidewalk Improvements. (B. James)
Chair Davis recognized Assistant City Manager Brian James who briefed the members
regarding the 650 feet gap of sidewalks needed, stating and asking that 300 ft of the 650 gap
AMR owns and wanted to know if the members wanted to include this section. Members
agreed to include the 300 ft gab to get the 650 feet gap of sidewalks accomplished.
Grant Amendments. (B. James)
Chair Davis recognized Assistant City Manager Brian James who briefed the members
regarding the Historical Preservation 20K matching grant and the Local Flavor Grant. He
indicated that regarding the Local Flavor Grant that it could include a mix and match thus
maximizing the grant. He discussed emergency repairs that would also be included. Mr.
James stated that he will be revising the wording on the Local Flavor Grant to include a mix

and match repairs. The information on the website will be updated and that the Planning and
Community Development Department will assist with the issuance of the Local Flavor Grants.
4. Static Displays. (B. James /M. Davis /D. Weirtz)
Chair Davis stated that he requested this item as he would like the members to pursue the
possibility of obtaining an airplane static display. Working with the Air Force museum to
obtain possibly a T -37, T6 or a T31 and place it strategically on the cut off section. He
continued to explain how to go about obtaining an airplane display. Members agreed to
pursue this.
Chair Davis recognized Mr. Dean Weirtz, Vice Chair of the Historical Preservation
Committee who provided information from the Historical Preservation Committee regarding
Schertz Main Street Static Display Proposal. The purposed of the project is to establish, via
landscape design and transformation, a unique and historical entry scene at three entry points
bordering the City's historical business district along the 500 block of Main Street. 1St Street,
Randolph Blvd, and Lindburg Avenue.
Three City streets are gateways into the 500 block of Main Street. One is Lindberg Ave which
approaches Main Street from the North as it exits one of the City designated "Schertz Heritage
Neighborhoods (Aviation Heights. Another is Aviation Ave that intersects Main Street from
the South and proceeds north into Aviation Heights after crossing Main Street. Both Lindburg
Ave. and Aviation Ave. possess a similar boulevard feature in the form of a cement divider
element that occupies space the length of the city block. The length and width of the Lindburg
Ave. divider feature measures 120 ft. x 4.5 ft. The length and width of the Randolph divider
feature is 168 ft. x 11 ft., narrowing to three feet at the last ten feet of the divider as it
approaches Main Street. Both street dividers are without decor and partly overrun with weeds
and/or discoloration. First Street dead -ends at main Street's 500 Block and comprises a short
roadway approach to Main Street from FM 78. The east curbside area between First Street and
an adjacent parking lot measures 93 ft. x 4. ft running south to north and 73 ft. x 4 ft. running
west to east. Both of these curbside areas are overrun with weeds and debris.
The proposed project would seek to decor each divider space and First Street curbside with
maintenance free materials and iconic artifacts that would serve as beacons of historic
importance, announcing the districts special place within the City's historic past. It would
entail landscaping each divider area and the First Street curbside surface area using
maintenance free artificial turf product (Sport Turf). Placed atop the artificial turf at
strategically selected intervals would be two iconic historic elements in the form of statuary
and /or artifacts. Placed between these historic artifacts would be oversized decorative planter
containers with flowering drought resistant shrubs most suitable for Texas summer heat
conditions. This project would fulfill the recommendations of two 2012 study teams
(Gateway) with regards to street -side entry enhancements to the City's historic center city.
The project will serve to advance the educational goals of the Historical Preservation
Committee by providing a daily reminder to motorists that the community has a meaningful
history even amidst the ever - growing urban development efforts throughout the area. Mr.

Members of the Mainstreet Committee expressed their approval and desire to have the
Historical Preservation Committee come back with a revised plan to include more life -size
bronze status, i.e., Indian, Aviator, Buffalo and include larger planters. Members discussed
this in great length. Members discussed this use of HOT funds for funding of this project on a
larger scale.
Assistant City Manager Brian James suggested a possible plan would be to utilize popup
planters that could be installed within a month. See how this work and what feedback we will
get from citizens on this. Use this as an interim project, until we can get permanently what we
want as we work through the plans.
Chair Davis stated in conclusion for takeaways from this item: (1) Historical Preservation
Committee come back with a suggested list of statuary; (2) city come back with a clarification
on what can go on the medians and what right -of way issues we have and recommended
samples of planters (industrial style planters).
ADJOURNMENT:
Chair Davis recognized Councilmember Larson who moved to adjourn, Chair Davis
adjourned the meeting at 7:00 p.m. as there was no further business.

Project Description
The purpose of this project is to establish, via landscape design and transformation, a unique and
historical entry scene at three entry points bordering the City's most historic late 19th Century
business district along the 500 block of Main Street. The proposed project is in keeping with two
2012 Gateway studies that recommended development of designs for the entryways to a Schertz
Historic District. The landscape transformation will be an important life -size reminder of the
area's early settlement history. The 500 block of Main Street (see map at Attachment #1)
contains buildings first constructed by early settlers and leaders of the area. The buildings in the
500 block have seen different uses during their long lifetimes but most still remain
architecturally true to their original design plans. The businesses originally included the City's
first farming and sundry home supply store (i.e., Schertz Family Mercantile Store), the City's
first bank (Schertz State Bank, circa 1906), its first City Post Office (circa 1895), the Schertz
Railroad Depot (circa 1877, since removed), and a single building that housed the first city hall,
police /fire station, and public library. These early businesses and government facilities were
instrumental to the early economic survival of the Schertz community.

Attachment #4).
Project Outcomes
The improvement in the appearance of key city center entry ways can only enhance the since of
pride among citizens and impress non - residents with the City's regard for its historic beginnings.
This project will provide a means by which the City's heritage and history can be enhanced in
the psyche of its residents and among those visiting the community. The roadway decor
enhancement will aid with community development in a way that features awareness of the areas
earliest inhabitants (Native American Indians) and an appreciation for the legacy and heritage
left by its early settlers.
The project would fulfill the recommendations of two 2012 study teams (Gateway) with regards
to street -side entry enhancements to the City's historic center city.
This project will serve to advance the educational goals of the Historical Preservation Committee
by providing a daily reminder to motorists that the community has a meaningful history even
amidst the ever growing urban development efforts throughout the area.
The placement of the project immediately beside and in front of the City's most historic
buildings will draw needed attention to those buildings and support the notion that these
structures are of vital importance to the preservation of the City's architectural, business and
governing history.
The use of maintenance free Materials throughout the project will eliminate costly maintenance
expenses throughout the project's life.
