' MINUTES OF MEETING
Thursday, November 14, 2019 —11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Mayor Williams, City of New Berlin called the meeting to order at 12:00 p.m. as a
quorum was present and thanked everyone for attending.
2. Welcome and Introductions
Mayor Williams, City of New Berlin recognized all of those who were there for the first
time, the Veterans present, and the elected and re- elected Mayor's and Councilmembers.
Mayor Williams also recognized Mayor Mary Dennis for her Comet award for the San
Antonio Women's Chamber of Commerce Foundation.
Mayor Williams asked each present to stand and introduce themselves.
City Secretary Brenda Dennis, City of Schertz took a moment to thank Mayor Michael
Carpenter for all he had done for her personally.
3. Approval of the minutes the workshop meeting of September 5, 2019 and minutes
of the regular meeting of September 12, 2019.
Mayor Williams recognized Mayor Mary Dennis, City of Live Oak who moved,
seconded by Mayor Pro -Tem Joel Hicks, City of Cibolo to approve the minutes the
workshop meeting of September 5, 2019 and minutes of the regular meeting of
September 12, 2019. The vote was unanimous. Motion Passed.
4. Approval of the Current Treasurer's Reports for NEP.
Mayor Williams, City of New Berlin recognized Mayor Pro -Tem Joel Hicks, City of
Cibolo who moved seconded by Mayor Victor Contreras, City of Marion to accept the
current treasurers report. The vote was unanimous. Motion Passed.
Mayor Williams, City of New Berlin took a moment to enumerate the different programs
NEP was able to help financially in the past month.
5. Presentation regarding the Property Assessed Clean Energy (PACE) program, by
Mr. John Clamp Chief Financial Officer AACOG.

Mr. Clamp provided a PowerPoint presentation on the PACE program answering
questions from those present.
6. Consideration and/or action regarding an appointment of an Associate Member to
the Bicycle Mobility Advisory Committee replacing Cecilia Palomo, City of
Schertz.
Mayor Walt Williams indicated that we are needing a replacement representative for the
Bicycle Mobility Advisory Committee replacing Cecilia Palomo, City of Schertz as Ms.
Palomo is no longer with the City. Mayor Williams recognized City Manager Scott
Wayman, City of Live Oak who will reach out to others to find an alternate replacement.
7. Information Items.

C. Report from Randolph Air Power Community Council (RAPCO).
D. Report on Bicycle Mobility Advisory Committee.
E. Report from Metropolitan Planning Organization (MPO).
Item A: Mindy Paxton from the Tri County Chamber provided information on their
upcoming event:
• Announced their Elected Officials Gala held at the Olympia Hills Golf and
Conference Center November 14, at 6:00 p.m.
• Last monthly luncheon of the year December 10, at the Hilton Garden Inn in Live
Oak.
All event information can be found on their website.
Item B: Maggie. Titterington from The Chamber provided information on their
upcoming events.:
• Last luncheon of the year will be held November 19, at the Civic Center in Schertz
at 11:30 a.m.
• Thanked NEP for their support with the Skylight Balloon Fest and reported
statistics for the event.
• Reminded the group about the upcoming ruling on the Sick and Safe Ordinance.

Item C: Mayor John Williams from Universal City stated the following:
• Reported on a ceremony /tribute naming a building on Randolph Air Force Base
after Oliver Crawford — Crawford Hall.

Item D: Scott Wayman, City of Live Oak, Bike Mobility, stated the following:
The U.S. Department of Transportation is implementing several studies looking
at fatalities and serious injury deaths. Over the next five years TxDOT is
pledging six hundred million to help with highway safety improvement projects.
The next NPO call for projects will be early Spring 2020. The bike festivities
for May 2020 are already being planned.
Item E: Mr. Hadas stated the following:
• Thanked Mayor Carpenter for appointing him to NPO and remarked on what a
joy he was to work with.
8. Establish a date and time of the December 5; 2019 NEP Mayor's Workshop — City of
Kirby to host.
A motion was made by Mayor Mary Dennis, City of Live Oak and a second was made by
Mayor Victor Contreras, City f Marion to cancel both the NEP Mayor's Workshop on
December 5h and the NEP regular meeting on December 12''. The vote was unanimous.
Motion Passed.
9. Establish a Date and Time of the next Northeast Partnership for Economic
Development meeting — December 12, 2019. (Cancelled, see above motion.)

Door Prizes were provided and distributed by the City of Garden Ridge.
9. Items of Interest by Members.
• Mayor Mary Dennis, with Live Oak announced the National League of Cities
Conference in San Antonio and the Texas Reception on November 21St
• Mayor Pro -Tem Joel Hicks, with Cibolo announced they will have a tree- lighting
on December 91' at 6:30 p.m. and their Holiday Parade will be on December 14a'.
• Mayor -Elect Ralph Gutierrez, with Schertz announced their farewell to Mayor
Carpenter on November 18'b at 6:00 p.m. in Council Chambers, their tree -
lighting ceremony on December Yd, and their Christmas Parade at 6:00 p.m. on
December 7t'.
• City Manager Scott Wayman, with Live Oak announced their HoHo Family Fun
Night on December 12'x' from 6:00 p.m. to 8:00 p.m. in front of City Hall.
• Councilmember Kay Bower, with Garden Ridge announced their Christmas
gathering at Garden Ridge Community Event Center on December 5th
• Mayor Victor Contreras, with Marion announced their tree- lighting ceremony
on December 6t' along with their Christmas festivities. The Marion Chamber is
going to have a mixer at the Biergarten on December 19th.

• Councilmember Ed Cimics, with Live Oak announced the Wreaths Across
America Program will be having a ceremony on December 14 at 11:00 a.m. to
place a wreath on every grave site at Ft. Sam Houston.
• Mayor Tom Daly, with Selma announced their Christmas frivolities on
December 7b at the Harrison House.
• Mayor Michael Carpenter, with Schertz congratulated Mayor -Elect Gutierrez
and will be swearing him in on November 18, at 6:00 p.m. in the Schertz Council
Chambers. He also thanked the NEP organization for allowing him to be a part
of the organization.
• Mayor Walt Williams, with New Berlin announced the membership dues and
Associate membership dues will be coming due in January.
Mayor Tom Daly, City of Selma made a motion to donate $300.00 to Wreaths Across America, a
second was made. The vote was unanimous. Motion Passed.
10. Adjournment.
Motion was made by Mayor Pro -Tem Hicks seconded by Mayor Daly to adjourn. As there
was no further business, Mayor Williams adjourned the meeting at 12:58 p.m.
