MINUTES OF WORKSHOP
NOVEMBER 7, 2019
I. Call to Order and Establish a Quorum.
Mayor Williams called the workshop to order at 6:44 P.M.
Members present were:
Mayor Walt Williams, New Berlin
Mayor Michael Carpenter, Schertz
Mayor Elect Ralph Gutierrez
Mayor Victor Contreras, Marion
Mayor Larry Thompson, Garden Ridge
Mayor Jeff Hunt, Santa Clara
City Administrator Nancy Cane, Garden Ridge
City Secretary Brenda Dennis, Schertz
II. Introduction of those present and roll call.
Introductions were not necessary for the local attendee's present.
III. OLD BUSINESS:
1. Discussion regarding revising the NEP By -laws.
Mayor Williams introduced the following suggested changes:
• Article II — Purpose - the first bullet point (Develop and implement a
consolidated approach to economic development;) is'not being done nor has it
ever been done. Possibly remove.
• Suggestions for additional bullet points:
1. Foster relationships and share knowledge with the member Mayors.
2. Champion laws, policies, and events to benefit our citizens.
• Article III — Goals — Third bullet point (To diversify commercial activities)
Suggested Lining through this item.
• Article III — Goals — Sixth bullet point (To identify private and public sources
of capital investment) Suggest Lining through this item.

• Article V — Membership — 5.01 Added Santa Claire, Marion and New Berlin to
the list of cities.
• Article V — Membership — 5.02 Placed a comma between the first word
Business and corporations. It was also brought up that this article doesn't
designate how individuals become Associate Members. It was suggested an
explanation be placed in the article such as `may become Associate Members
of the Northeast Partnership by a majority vote of the Board of Directors and
payment of annual membership dues.'
• Article VI - Board of Directors — 6.08 Suggested adding a written quorum of
at least 5 members /mayors can be established as per e- mailing all Board of
Directors in order to make decisions when time does not permit a physical
meeting.
• Article X — Contracts, Checks, Deposits, and Funds — 10.02 Suggested adding
'Each member city is authorized to spend, at their discretion, 25 %/50% of their
dues to any city function they deem benefits the city on the NEP's behalf with
parameters in place.'
• Article XI — 12.01 Fiscal Year — Discussed changing the first day of the fiscal
year from October to the first day of January.
Those present discussed the proposed changes.
IV. NEW BUSINESS:
2. Discussion and follow -up regarding "The Party with the Partnership" event.
Mayor Williams recognized Mayor Hunt who provided the final Party with the
Partnership financials (see attached to the minutes).
3. Discussion regarding E -mail Blasts of NEP Agendas, information through Constant
Contact (Kevin Hadas)
City Secretary Brenda Dennis stated that NEP Organization needs to set up through
Constant Contact a way to send out a -mails to the large NEP group as sending it through
the Schertz server creates alarms. Members discussed having Constant Contact devise
a system in which we can log in and send a -mails to the NEP Group. Members
discussed the cost involved in setting this up and maintaining it.
Mayor Williams asked for a motion to set up sending out a -mails through Constant
Contact for NEP. A motion was made by Mayor Thompson and seconded by Mayor
Hunt. All present voted yes — motion passed.
V. Items of interest by Member cities.
Mayor Williams recognized Mayor Victor Contreras with Marion who announced the
following:

• November 11th Veterans Day Program in the downtown area at 7:15 a.m.
and the high school will also celebrate Veterans Day at 3:15 p.m. in the high
school gym.
• December 6, 2019 is their 33rd annual tree lighting ceremony around 6:00
p.m.
Mayor Williams recognized Mayor Michal Carpenter who announced the following:
November 18, 2019 our election vote will be canvassed, Mayor -elect Ralph
Gutierrez will be sworn in and Mayor Carpenter will give a short farewell
commentary. Our election will be canvassed, and our new Councilmembers
will also be sworn in.
Mayor Williams recognized Mayor Jeff Hunt who announced the following:
• Announced they were purchasing a F -550 used truck increasing their fleet
by 100 %.
Mayor Williams congratulated and welcomed Mayor -elect Ralph Gutierrez.
Mayor Williams recognized Mayor Larry Thompson who announced the following:
• November 8th at Garden Ridge city hall their high school ROTC and
elementary school performing at 10:30 a.m.
• Annual Christmas tree lighting December 5th at 6:00 p.m.
VI. Establish a Date, Time & Location of the next NEP Workshop Meeting. (Next up is
the City of Kirby) to host for December 5, 2019.

VII. Review and discussion regarding the Agenda for November 14, 2019, regular meeting.
No discussion at this time.
VIII. Adjournment.
