The Schertz Planning and Zoning Commission convened on January 8, 2020 at 6:00 p.m.
at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4,
Schertz, Texas.

closed. The Commission will discuss and consider the application, and

ITEM SUMMARY:
The applicant is requesting approval for a 6 month time extension for the final plat of the Homestead Unit
4 Subdivision.
The applicant is proposing to final plat approximately 17 acres of land establishing 66 single family
residential lots with a minimum lot size of 6,600 square feet as dictated by the Planned Development
District Design standards in Ordinance 14 -S -29.
The site is zoned Planned Development District (PDD). This final plat was reviewed using the PDD
Ordinance 17 -S -02 design standards and the current UDC, Ordinance 11 -S -15 as amended. The
preliminary plat was approved by the Planning and Zoning Commission on December 16, 2015 and a 6
month extension for the expiration of the preliminary plat was granted by the Planning and Zoning
Commission on November 15, 2017. The final plat was approved by the Planning and Zoning
Commission on March 28, 2018.
The applicant is requesting approval for a 6 month time extension for the final plat of the Homestead Unit
4 Subdivision. The extension request is based on delays in construction timelines, which would cause the
Homestead Unit 4 Plat to expire prior to construction completion.
If approved, the 6 month extension would expire on September 28, 2020 (6 months from the date of
original expiration of the final plat: March 28, 2020). The exhibit submitted for extension is consistent
with the final plat that was approved on March 28, 2018.
The subject property is currently under construction of the required public infrastructure improvements
and is generally located on LH -35 North approximately 2,000 feet west of the intersection of HI -35 North
and Schwab Road.
ACCESS AND CIRCULATION:
The UDC, Article 14, requires that all residential subdivisions have a minimum of two (2) locations
accessing existing public streets. This unit is designed to have one (1) point of access from Homestead
Parkway which will be constructed with Unit IA, and one (1) point of access from Black Butte which 2
will be constructed with Unit 1B. The final plats for Homestead Unit I and Unit 1B were filed with the
Guadalupe County Clerk's office on January 5, 2017, which was a requirement prior to recording the final
plat for this Unit.
The applicant is responsible for complying with the Unified Development Code (UDC), Section 21.9.9
Tree Preservation and Mitigation. The applicant has submitted a tree affidavit which indicates that the site
does not contain protected or heritage trees.
PUBLIC SERVICES:
The site is serviced by Schertz water and sewer, Cibolo Creek Municipal Authority (COMA), New
Braunfels Utilities, AT &T, Spectrum, and Center Point Energy.

All public improvements required for this subdivision are required to be installed prior to recording of the
final plat per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement.
Water and Sewer: The site will be serviced through 8" water lines and 8" sewer lines that will be extended
throughout the subdivision and stubbed for future development.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for
compliance with the Storm Water regulations. A drainage report was reviewed and approved by the City
Engineer with the original final plat review.
Sidewalks, Hike and Bike Trails: Sidewalks will be constructed along both sides of the street throughout
the subdivision. All sidewalks will be designed to meet City of Schertz Specifications.
Road Improvements: All streets will be developed to City of Schertz specifications.
Parks: An approximately 15 acre public park with improvements is being proposed with this subdivision
as well as approximately 56 acres of private open space. The overall recreation and open space master
plan was reviewed by the Parks and Recreation Advisory Board and approved as part of the PDD
Ordinance 14 -S -29. The open space and parkland amenities will include both passive and active areas, as
well as pathway and hike and bike trails which will provide links between the city park, open spaces,
neighborhoods and the SCUCISD school site. Open space and park improvements will include such
amenities as playscapes, sports courts, playing fields, pavilions, picnic tables, and natural water features.
No parkland is being dedicated with
this plat. The applicant and the City entered into a parkland development agreement that was executed
January 4, 2017.
STAFF ANALYSIS AND RECOMMENDATION:
The final plat is consistent with applicable requirements, ordinances and regulations for the property. It
has been reviewed with no objections by the City Engineer, Public Works, and Fire.
Staff recommends approval of the request for a 6 month time extension of the final plat for the Homestead
Subdivision Unit 4. If approved the six (6) month extension would expire on September 28, 2020 (6
months from the date of original expiration of the final plat: March 28, 2020).

In accordance with UDC, Sec. 21.12.10.E.2 Extension - The Planning and Zoning Commission may
extend the approval of a final plat for a period not to exceed six (6) months. A final plat is not subject to
reinstatement following expiration.

ITEM SUMMARY:
A final plat for The Crossvine Module 1, Unit 3, Phase B was previously approved by the Planning and
Zoning Commission on March 27, 2019. Following the approval of the final plat, the Project Engineer
and Applicant decided to submit a FEMA Letter of Map Revision (LOMB) in order to officially move the
FEMA 100 -year floodplain boundary outside the bounds of the single- family residential lots located
within The Crossvine Module 1, Unit 3, Phase B. The Schertz Engineering Department reviewed and was
agreeable to a Conditional Letter of Map Revision (CLOMR) in early 2019, and the corresponding
LOMR was then approved by FEMA on September 23, 2019. The effective date of the map revision is
February 10, 2020. Besides the FEMA floodplain map revision, there have been no changes to the plat
exhibit approved on March 27, 2019.
The applicant is proposing to final plat approximately 30 acres of land establishing 40 single family
residential lots. The lots are categorized into three (3) different lot sizes per The Crossvine Subdivision
PDD: nine (9) lot are classified as DSFR (1), twenty -one (21) lots are classified as DSFR (2), and ten (10)
lots are classified as DSFR (3).

The plat was reviewed in accordance with The Crossvine PDD (Ordinance 1.2 -S -16 and amendment
14- S -08). This property is part of a Planned Development District, as such it must comply with the design
requirements of the PDD and any area that is not directly addressed in this document must comply with
the design criteria of the Schertz Unified Development Code (UDC).
GENERAL LOCATION AND SITE DESCRIPTION:
The subject property is undeveloped and is generally located south of the intersection of FM 1518 and
Hollering Vine.
ACCESS AND CIRCULATION:
The UDC, Article 14, requires that all residential subdivisions have a minimum of two (2) locations
accessing existing public streets. This development is designed to have two (2) points of access via
Hollering Pass, which connects this unit to Module 1, Unit 3, Phase A, and Stackstone, which connects
this unit to Module 1, Unit 2, Phase A.
TREE MITIGATION AND PRESERVATION:
The applicant will be responsible for Unified Development Code (UDC), Section 21.9.9 Tree
Preservation and Mitigation. The applicant has submitted a Tree Affidavit which indicates that the site
does contain Protected and Heritage trees; one (1) 26" Heritage Class Pecan Tree will be removed. The
applicant has submitted a landscape plan for both Phases A and B, in which they propose to mitigate the
26" Heritage Class Pecan Tree by planting on site a total of 78 caliper inches.
PUBLIC SERVICES:
The site is serviced by City of Schertz water and sewer, CPS, AT &T, and Time Warner Cable.
All public improvements required for this subdivision are required to be installed prior to recording of the
final plat per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement.
Water and Sewer: This site will be serviced through 8" water lines and 8" sewer lines that will be
extended throughout the subdivision and stubbed for future development.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for
compliance with the Storm Water regulations. A drainage plan has been reviewed and approved by the
City Engineer.
Sidewalks, Hike and Bike Trails: Trails and sidewalks are planned for the entire community connecting
to several designated parks and open space.
Road Improvements: All street improvements will be constructed according to the Public Works
Specifications. Residential sidewalks are proposed at 5' and will be placed either adjacent to the curb or
within a 2' greenbelt. All streets will be developed to City of Schertz specifications including sidewalks.
Public Parkland: All parkland requirements have been satisfied, no fees are required. The Crossvine will
install more than 2.5 miles of "must build" trails; several pocket parks throughout the entire development;
open space in excess of 15 %; 13.1 acres of public parkland (Heritage Park) previously dedicated to the
City of Schertz; and an Amenity Center in Module 1, Unit 1.
STAFF ANALYSIS AND RECOMMENDATION:
The proposed final plat is consistent with applicable requirements for the property, ordinances and
regulations. All lots meet the minimum lot width, depth and area as described in the PDD. The plat has
been reviewed with no objections by the City Engineer, Public Works, Parks, and Fire.
Given the relationship between the timeline of the FEMA LOMB effective date and the finalization of the
February 1.2, 2020 Planning and Zoning Commission Meeting agenda, Staff recommends approval of the
final plat with the following condition:
1. The FEMA floodplain map revision becomes effective on February 10, 2020 via the LOMR
approved by FEMA on September 23, 2019. .
* While the Commission can impose conditions; conditions should only be imposed to meet requirements
of the UDC.

The Planning and Zoning Commission is the final approval authority of the proposed final plat. In
considering final action on a final plat, the Commission should consider the criteria within UDC,
Section 21.12. 10 D.

Water and Sewer: This site will be serviced through 8" water lines and 8" sewer lines that will
be extended throughout the subdivision and stubbed for future development.
Drainage: The applicant is responsible for all drainage associated with the subject property, and
for compliance with the Storm Water regulations. A drainage report has been reviewed and approved by
the City Engineer.
Sidewalks, Hike and Bike Trails: Sidewalks will be constructed along both sides of the street throughout
the subdivision. All sidewalks are designed to meet the City of Schertz specifications.
Road Improvements: All streets will be developed to City of Schertz specifications.
Parks: All parkland requirements have been completed, no fees are required. A five (5) acre public park
