MINUTES OF MEETING
Thursday, January 9, 2020 —11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Mayor Williams, City of New Berlin called the meeting to order at 12:00 p.m. as a
quorum was present and thanked everyone for attending.
2. Welcome and Introductions
Mayor Williams recognized Mr. Roland Hinojosa, CPS Energy stating that he is retiring
and that this is his last meeting. Mayor Williams thanked Roland for all his support in
sponsorships regarding the events of NEP and wish him well. Mr. Hinojosa introduced
Ms. Melissa Carrillo Cox who will be attending.
Mayor Williams also recognized Guadalupe Commissioner Precinct 3 Jim Wolverton
who was in the audience and stated that he is not running again Commissioner
Wolverton guest today is Mr. Ryan Krause who is running for Texas 15th Congressional
District.
Mayor Williams, City of New Berlin recognized all of those who were there for the first
time. Later in the meeting Mayor Williams had all those in attendance stand and state
their name and where they were from.
3. Approval of the minutes the workshop meeting of November 7, 2019 and minutes
of the regular meeting of November 14, 2019.
Mayor Williams recognized Mayor Mary Dennis, City of Live Oak who moved,
seconded by Mayor Stosh Boyle, City of Cibolo to approve the minutes the workshop
meeting of November 7, 2019 and minutes of the regular meeting of November 14,
2019. The vote was unanimous. Motion Passed.
4. Approval of the Current Treasurer's Reports for NEP.
Mayor Williams, City of New Berlin recognized Mayor Larry Thompson, City of
Garden Ridge who moved seconded by Mayor Victor Contreras, City of Marion to
accept the current treasurers report. The vote was unanimous. Motion Passed.
5. Presentation regarding the 12th Flying Training Wing — Mission Sustainment: A)
Community Initiatives B) Safety Team (Curtis Robertson, Director, Community
Initiatives 12th Flying Wing)

Mayor Williams recognized Curtis Robertson, Director, Community Initiatives, 12'j'
Flying Training Wing, JBSA Randolph provided a PowerPoint presentation regarding
the following:
Their Mission and their Community Initiatives for JBSA; they also went over the issue
of the birds and bird strikes and how the Safety Team is remedying. Mr. Robertson
addressed questions from the audience.
Mayor Williams had those present to stand and state their name and who they were with.
6. Consideration and/or action regarding an appointment of an Associate Member to
the Bicycle Mobility Advisory Committee replacing Cecilia Palomo, City of
Schertz.
Mayor Walt Williams recognized City Manager Scott Wayman, City of Live Oak who
stated that he already recruited and recommended Mr. Rudy Rene Farias with the
Northeast Lakeview College district for the appointment. Rudy has attended his first
meeting.
Mayor Walt Williams recognized Mayor Mary Dennis, City of Live Oak who moved to
appoint Rudy Farias as an Associate Member to the Bicycle Mobility Advisory
Committee, seconded by Mayor Victor Contreras, City of Marion. The vote was
unanimous. Motion Passed.
7. Information Items.
A. Report from Tri County Chamber of Commerce.
B. Report from The Chamber.
C. Report from Randolph Air Power Community Council (RAPCO).
D. Report on Bicycle Mobility Advisory Committee.
E. Report from Metropolitan Planning Organization (MPO).
Item A: No one was available but check their website for upcoming events.
Item B: Maggie Titterington from The Chamber provided information on their
upcoming events.:
• On their tables is the newest Schertz, Cibolo, Selma and beyond Business
Directory and Visitors Guide, thanks to Mad Women Marketing for the production,
also mention was that the directory is up for an award for the Best Directory within
all the Texas Chambers. Award announcement coming soon.
• Next Tuesday, is the last day to RSVP for the State of the Chamber Luncheon,
reviewing the 2019 activities as well as reviewing the programs for FY2020. RSVP
online.

• Thanked all the sponsors for hosting the first EPIC (Experienced Professionals
Increasing Commerce) Business Education Series: Finding the Balance Class
January 22, 2020 at Nobel Event Center, 203 S. Main Cibolo.
All event information can be found on their website.
Item C: Mayor John Williams from Universal City stated the following: The Revised
Bylaws for the Randolph Air Power Community Council have been finalized and will
be bringing those to the next Mayor's Workshop for approval, it does involve seven (7)
liaisons to various organizations. He is looking for seven volunteers to be the contact
between the various organizations and the Northeast Partnership. If you are interested,
and there are those that have already expressed interest, please get with him and let him
know so he can affirm those.
Item D: Scott Wayman, City of Live Oak, Bike Mobility, stated the following:
• Attended the last meeting where they talked about their goals for 2020,
mechanisms that they have in place where they can measure bike routes and
frequency throughout the region. They are interested in goals and if anyone has
projects they are interested in taking calls for projects from us sometime soon.
Item E: Mr. Hadas stated the following:
• December meeting was pretty uneventful. There is a TACT meeting Friday, need
to make sure that Blake can attend since Joel will not be able to make it this
month. He stated that those cities need to start thinking about projects that they
will be applying for. Himself, Joel or Blake will be happy to come meet with
you on the projects.
8. Establish a date and time of the February 6, 2020 NEP Mayor's Workshop — City of
Kirby to host.
City Manager Monique Vernon indicated and agreed their City would be next to host.
9. Establish a Date and Time of the next Northeast Partnership for Economic
Development meeting — February 13, 2020.

Brenda Dennis stated that are no door prizes for this month, but for those that attended
today she will keep their card and place into next months.
City Manager Monique Vernon agreed that the City of Kirby will host the February 6, NEP
Mayor's workshop meeting at the Kirby Fire Station.

10. Items of Interest by Members.
• Mahammad Musa, Land Tech, stated that he has been meeting with a group who
has concerns over the congestion and the amount of crashes that happen on the
highways. He stated that TxDot (Matt Sneed) will be presenting at the February
13th meeting the Traffic Incentive Management Report.
• Larry Dotson, Compatible Use Project /JULUS Manager for Alamo Area
Council of Government who stated that they have secured Federal Funding for
the Compatible Use Plan, signed the contract with Neighbors Design Group.
Working on getting work done on compatibility as we heard today, in regard to
bird strikes, habitat and other sensitive issues as well as transportation around
the gates at the Base. Kicking off Local Government engagement where they
will be engaging interested parties around February 121' through 10. If anyone
is interested see him after the meeting.
• Larry Lofton, Frost Bank announced and invited everyone to the Chuck Wagon
breakfast on February 6, 2020, at 7:30 a.m., Frost Bank in Schertz. Mayor
Williams thanked Frost Bank for all the support they give to NEP.
• Mayor Victor Contreras, City of Marion, who asked for prayer's as last week the
lost a Councilmember to cancer. Also, former Mayor Bill Seiler, his wife Peggy
was recently released from the hospital. He has again for prayers.
• Dr. Mark Browne, City Manager Schertz who addressed Mayor Boyle concern
he raised earlier about the tree cutting around the Base, he stated that the City of
Schertz was informed about the cutting of the trees and got involved and stopped
it. He stated that they did contact the base. Dr. Browne stated that we do need to
communicate with each other regarding concerns and issues as well as projects
going on that affect us.
• Benjamin Faske, Public Affairs from RAFB, February 121h MAC lunch at
Randolph come and find out what the 12`h Flying Wing does.
• Joe Sanchez, Trustee with the Alamo College, announced their upcoming Spring
presentation which they would like to provide to the group.
• Mayor Stosh Boyle, City of Cibolo announced Saturday they are hosting an
Active Shoot training session at 900 a.m. He also announced their new Mayor
Pro -Tern Joel Hicks.
• Mayor Ralph Gutierrez, City of Schertz announced their upcoming Polar Bear
Plunge and the Library Touch a Truck Event.
• Councilmember Ed Cimics, City of Live Oak announced their successful
Wreaths Across America and that on Saturday at 8:00 a.m., they are needing
volunteers to pick them up.
• Mayor Tom Daly, City of Selma announced their 10th annual Schertz/Selma 5K
Run/walk on February 19, 2020, proceeds benefit the Wounded Warriors, the
event begins at 8:00 a.m.
• Ms. Maggie Titterington, The Chamber updated those present on the Sick Leave
Act and the status.
