MINUTES OF WORKSHOP
February 6, 2020
I. Call to Order and Establish a Quorum.
Mayor Williams called the workshop to order at 6:35 p.m., those present introduced
themselves.
II. Introduction of those present and roll call.
Members present were:
Mayor Walt Williams, New Berlin
Mayor Victor Contreras, Marion

Mayor Larry Thompson, Garden Ridge
Mayor Ralph Gutierrez, Schertz
Mayor Pro -Tem Joel Hicks, Cibolo

Guests: Monique Vernon, City Manager Kirby, City Secretary Brenda Dennis, Schertz,
Candidate for District 120 Texas House of Representatives Andrew Fernandez Vicencio
III. OLD BUSINESS:
1. Discussion and action regarding revisions to the NEP By -laws. (possible
revisions submitted)
Mayor Williams provided copies of the by -laws where he had made changes and asked
those to look them over and provide their comments. The following changes were
discussed:
Article 11 2.01— Purpose — add: Champion laws, policies and events to benefit our
citizens.
Article 111 3.01 — Goals — add: Foster relationships and share knowledge with member
Mayors. Take out "To diversity commercial activities" and "To identify private and
public sources of capital investment ".

Article IV — Offices — Change c/o City of New Berlin, 275 FM 2538, New Berlin Texas
78155.
Article V 5.01 — Membership — Add cities of New Berlin, Marion, Santa Clara
Article VI — Board of Directors —
• 6.02 — add "his/her"
• 6.08 Quorum: Add at the end "after emailing all Board of Directors, a written
quorum of at least five (5) members can be established in order to make
decisions when time does not permit a physical meeting ".
• 6.10 Vacancies: add "his/her ".
• 7.03 Duties of Officers b) Last sentence should say" The vice - chairman shall
perform such other duties as from time to time may be assigned by the
chairman."
Article X —
10.02— Authorization of Expenditures: Add "Each member city is authorized to
spend at their discretion 20% of their dues for any city function they deem will
benefit their city in representing the Northeast Partnership ".
10.03 — Checks and Drafts: Add "Memberships are based on .10 per citizen,
minimum $1,000
Article XII — Fiscal Year
• 12.01 — Change "shall begin on the first day of October and end on the last day
in September of each year" to shall begin and end on the last day of January of
each year. January to January.
A motion was made by Mayor Thompson seconded by Mayor Gutierrez to approve the
By -law changes provided by Mayor Williams. The vote was unanimous.
Mayor Williams paused to introduce guest Andrew Fernandez Vincenci who is running as a
Candidate for District 120 Texas House of Representatives.
IV. NEW BUSINESS:
2. Discussion and possible action on sponsoring a VIP tent at the JBSA Airshow.
Mayor Williams stated that he believes that NEP should sponsor the VIP Thunderbird
tent at the upcoming JBSA Air & Space Show & Open House, November 14 —15, 2020
and asked for concurrence of those present to participate. Those present thought that
this was a great idea and that it would get our organizations name and recognition out
to those who will be attending. Everyone with a NEP membership will be provided VIP
tickets. Mayor Williams indicated that he has ideas of how to spend $1,000 and that we
could also get sponsors for the event as well.
3. Discussion regarding recent Comptroller Rule Change on Internet Sales Tax.

The proposed information was provided to those present. No discussion.
Everyone needs to read this.
V. Items of interest by Member cities.
Mayor Jeff Hunt stated that elections are coming up and he doesn't see any
competition at this time for those seated.
Mayor Daly, City of Selma stated that in the next TML Magazine they will be
featuring a story on the Sky Light Balloon Festival
Mayor Thompson, City of Garden Ridge stated that there are three (3) council
positions coming up in May, at this time the siting council has picked up a
packet, but no one has filed. He has reason to believe the three seated will file.
Mayor Contreras, City of Marion stated that they have four (4) council seats up,
one is for the unexpired term of the councilmember who had passed. Mayor
Contreras stated that they have the Marion Education Foundation fundraiser and
Tamale and Chile Supper and Auction for the school, Thursday 27 of February.
He also stated that he has raffle tickets for sale, tickets are $20.00. They are
raffling off 1St prize is a Savage Axis XP 6.5 Creedmoor Rifle; 2nd prize is a
$250.00 Cabela's Gift Card and 3rd prize is a Cooks Toaster oven and a 12 cup
Coffee Maker.
Mayor Gutierrez, City of Schertz stated that our city is hosting the GOP Lincoln
Day Dinner February 13th, $50 per person, Rafael Cruz is the guest speaker.
Mayor Pro -Tem Hicks, City of Cibolo stated that they have their Roaring 20s
Sweetheart Soiree — 2nd annual Senior Prom, Saturday February 15th, Nobel
Group Event Center.
Mayor Pierce, City of Kirby stated that are still working on construction of Binz
Engleman. She also stated that they have an election coming up there are 4
seats up for election, one is for an unexpired term. Also, this Saturday, Kirby
Senior Center is having all you can eat pancakes with sausage and juice from 8
until 11, children under 10 are free with an adult. Mayor Pierce also stated that
Ackerman will also be coming up for construction.
Mayor Williams, City of New Berlin thanked Mayor Pierce and City Manager
Monique Vernon for hosting.
VI. Establish a Date, Time & Location of the next NEP Workshop Meeting.
(Next up is the City of Live Oak) to host for March 5, 2020.
VII. Review and discussion regarding the Agenda for February 13, 2020 regular meeting.
