GENERAL INFORMATION: Applicant: JD Dudley, QuikTrip Corporation Project Engineer: Aaron Parenica, Kimley-Horn APPLICATION SUBMITTAL DATE: Date: Application Submittal Type: July 14, 2020 Original Application ITEM SUMMARY: The applicant is proposing to preliminary plat approximately 2 acres of land into one (1) commercial lot in order to develop a convenience store with gas pumps. The subject property is currently zoned General Business District (GB), and a Specific Use Permit for the convenience store with gas pumps land use was approved by City Council on April 28, 2020. GENERAL LOCATION AND SITE DESCRIPTION: The subject property is currently undeveloped land located at the southeast corner of FM 3009 and Ripps-Kreusler Road. ACCESS AND CIRCULATION: Lot 1, Block 1 of the Ripps Subdivision will have access to the existing FM 3009 right-of-way, the existing Ripps-Kreusler Road right-of-way, and the proposed extension of the Baptist Health Drive right-of-way. TREE MITIGATION AND PRESERVATION: The applicant will be responsible for complying with Unified Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant submitted a tree affidavit which indicates that the development of this site will in no way involve the removal or destruction of Protected and/or Heritage class tree(s). PUBLIC SERVICES: The site will be serviced by City of Schertz water and sewer, Cibolo Creek Municipal Authority (CCMA), CPS, CenterPoint Energy, Charter Spectrum, and AT&T. PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be installed prior to recording of the final plat per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement. Water & Sewer: The site will be serviced by City of Schertz water and sewer lines. Drainage: The applicant is responsible for all drainage associated with the subject property and compliance with the Storm Water regulations. A final drainage report has been reviewed and approved by the City Engineer. Sidewalks, Hike and Bike Trails: Sidewalks are required to be constructed on all public roads and designed to meet City of Schertz specifications. Road Improvements: In order to plat Lot 1, Block 1 the applicant is also required to dedicate 70' of ROW for the extension of Baptist Health Drive, a Commercial Collector class roadway according to the Schertz Master Thoroughfare Plan. STAFF ANALYSIS AND RECOMMENDATION: The final plat is consistent with applicable requirements, ordinances and regulations for the property. The plat has been reviewed with no objections by the Planning, Engineering, Public Works, and Fire Departments; therefore, Staff recommends approval of the final plat as submitted. Thirty-four (34) lots will develop in accordance with the 'SF 7200' lot requirements, fifteen (15) lots will develop in accordance with the 'SF 8200' lot requirements, and twenty-three (23) lots will develop in accordance with the 'SF 9000' lot requirements as dictated by the Parklands II Subdivision Planned Development District standards (Ordinance 19-S-20). GENERAL LOCATION AND SITE DESCRIPTION: The subject property is currently undeveloped and generally located approximately 3,500 feet east of the intersection between Parklands Way and Froboese Lane. ACCESS AND CIRCULATION: Unified Development Code (UDC) Article 14 requires that all residential subdivisions have a minimum of two (2) locations accessing existing public streets. This development is designed to have two (2) points of access via Pinder Way and Arrow Mound, both of which connect to the Parklands Subdivision Unit 2B. TREE MITIGATION AND PRESERVATION: The applicant will be responsible for complying with Unified Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant submitted a tree affidavit which indicates that the development of this site will in no way involve the removal or destruction of Protected and/or Heritage class tree(s). PUBLIC SERVICES: The site is serviced by Schertz Water and Sewer, Cibolo Creek Municipal Authority (CCMA), CenterPoint Energy, Guadalupe Valley Electric Cooperative (GVEC), AT&T, and Spectrum. PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be installed prior to recording of the final plat per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement. Water and Sewer: The site will be serviced by City of Schertz water and sewer lines Drainage: The applicant is responsible for all drainage associated with the subject property and compliance with the Storm Water regulations. A preliminary drainage report has been reviewed and approved by the City Engineer Sidewalks, Hike and Bike Trails: Sidewalks will be constructed along both sides of the street throughout the subdivision. Lots 900-901, Block 3, and Lot 900, Block 6 are twenty foot (20') open space lots to be maintained by the HOA, which will contain an eight foot (8') concrete public sidewalk that meanders through the additionally required one (1) tree per fifty linear feet (50') landscaping requirement per the Parklands II Subdivision Planned Development District standards (Ordinance 19-S-20). Road Improvements: All streets will be developed to City of Schertz specifications for local streets. Parks: Parklands II Subdivision Unit 1 contains Lot 900, Block 7, which is an open space lot to be maintained by the HOA, will act as a pocket park at the entrance of the subdivision. The privately-maintained park will incorporate additional pedestrian walkways, park benches, several landscaping features, and a gazebo. STAFF ANALYSIS AND RECOMMENDATION: The preliminary plat is consistent with applicable requirements for the property, ordinances and regulations. It has been reviewed with no objections by the Planning, Engineering, Public Works, and Fire Departments. Therefore, staff recommends approval of the preliminary plat as submitted.
