Branch Archer – 11825 Lost Meadows Schertz, TX 78108 Call to order: Meeting was called to order by John Sullivan – Vice Chairman at 5:31pm. Hearing of residents: Mr. John Sullivan opened the floor to residents; No discussion from F. Branch Archer. Regular Agenda: Agenda Item No. 1. Minutes: Consideration and/or action regarding the approval of the minutes from November 18, 2019 meeting. Rose Garden Elementary 4th grade STEM program: Lauren Shrum reviewed what the Planning & Parks team presented to the 4th grade Lego League Robotics Team. Students are coming up with ways that children with disabilities can enjoy our parks working on a “Dream Park Idea”. The Lego League Robotics team sent drawings of their ideas for the board to review. Some of the ideas included swings for wheelchairs and sensory board walls. The student team will take their ideas to competition on February 8. Our parks team was very inspired by the children’s vision on how our parks could be more inclusive for people with disabilities. Agenda Item No. 3 Park Projects Updates: Lauren updated board members on the parks project list adding that the Parks department does have a New Parks Crew Leader that started December 9th. The new playscape was installed at Heritage Oaks Park and the new DG trail is also completed. The large pavilion at Pickrell Park has been painted; staff also repaired the damaged walls by adding new hardie board. Staff are also continuing to repaint all of the restrooms at Pickrell Park. The Hilltop/Homestead Park project is still moving forward with the consultant and a conceptual plan will be completed soon. On the Homestead side, staff have been in discussions with the developer to re-grade the pond so there will be a shallow shelf around the entire pond. Mrs. Shrum stated once we have a plan and a visual we will present to the surrounding HOA’s so that the residents are informed. Staff are also moving forward with the Veterans Memorial and staff has identified a new laser engraving company for the project. The cost for the project has increased to $26,000 to be completed due to more bricks needing to be replaced then originally estimated. Going forward, staff will accept applications for new bricks all year long, but will only install new bricks twice a year – in the months of February and June. Agenda Item No.4 Trails Update: Mrs. Shrum discussed that the Trails Workshop information that was presented to Parks Board in November is scheduled to go in the council packet as an informational item on the January 28th meeting. The information is also on the Staff Development Review (SDR) agenda so that Planning, Engineering, and Public Works are all aware of the proposed trail routes in Schertz. If staff receives feedback from council that they would like the trails plan to be presented, then staff will certainly do that. A question was asked if the former Northcliff Golf Course could be incorporated in the planning. Mr. James explained at this point the golf course is privately owned. Mrs. Shrum added the utility easement does run through the edge of the golf course property so that easement would be considered as part of the linear trail. Agenda Item No.5 Schertz Area Senior Center Update: Mrs. Shrum updated the Parks Board regarding the 2020 request for proposals (RFP) process for operation of the Schertz Area Senior Center. The YMCA contract is set to expire September this year. The city has had a contract with the YMCA since 2015 and at that time there were 395 members and it has grown to 2,758 today. Mrs. Shrum reviewed the different demographics of the senior center and who it is serving, and reviewed the cost to the city for building maintenance, YMCA management fee, and the nutrition programs. The city is receiving federal reimbursement from AACOG about 12% of our costs at this point are being reimbursed. City staff is also still collecting Intake forms even though we are not able to claim all the seniors yet. The city has revived the discussions about approaching the City of Cibolo to share the cost of the Senior Center but a formal agreement has not been established that yet. City staff are also having discussions about the rate structure and discussing resident versus non-resident fees for membership and meals. The parking lot project is budgeted at $50,000, will add 28 spaces, and staff has completed the design and is working on the scope of work and getting bids. Agenda Item No.6 Parks Tour: Mrs. Shrum discussed scheduling a Parks tour for council members and board members to tour all City of Schertz Parks. It was discussed to do in the fall two different days or possibly doing a video that could posted and reviewed by all. The general agreement was that we needed some more improvements completed before we host another tour. Agenda Item No. 7 Committee of Committees Advisory Board (CCAB) update: Mrs. Simmons asked that everyone review the Staffing Study and the Class & Compensation Study to see where Schertz ranks as compared to other cities. Requests from Advisory Board for Future Agenda: Board would like to discuss the inappropriate behavior at the playscape in front of the Library, would like update and discussion at next meeting. Announcements by Advisory Board Chairman and Members: Mr. Sullivan update on the pools, talks about doing flags. Announcements by City Staff: Mrs. Shrum reviewed event list and upcoming events. 2020 Schertz Parks & Recreation Event List was attached to agenda. February 8th swim and smores, Nature Discovery serious very popular, February 21 Daddy-Daughter Dance already have 317 signed up, March 7 Kick Cancer Pep Rally and Run, Movie in the Park sponsored by Evo and the Master Calendar and the City Council Schedule is also included in your Agenda Packet.
