Wednesday, August 12, 2020, at the City Council Chambers. In lieu of attending the meeting in person,
residents will have the opportunity to watch the meeting via live stream on the City's YouTube Channel.

The Schertz Planning and Zoning Commission convened on July 22, 2020 at 6:00 p.m. at
the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz,

B.PC2020-021 Consider and act upon a request for approval of a final
plat of the Ripps Subdivision Lot 1, Block 1, an approximately 2 acre
tract of land located at the southeast corner of FM 3009 and
Ripps-Kreusler, City of Schertz, Guadalupe County, Texas, also
known as 4894 FM 3009.
There was a brief discussion.
Motioned by Vice Chairman Ernie Evans to approve PC2020-021
with conditions, seconded by Commissioner Richard Braud

approximately 23 acre tract of land located approximately 3,500 feet

Garden Ridge Commercial Subdivision, an approximately 30 acre tract of land located at

ITEM SUMMARY:
The applicant is proposing to preliminary plat approximately 30 acres of land into three (3) commercial
lots. The land is part of the Garden Ridge Planned Development District (PDD), approved by City
Council on November 12, 2019 through Ordinance 19-S-27. As part of the PDD, Lots 1 & 3, Block 1 will
have a base zoning district of General Business (GB), and Lot 2, Block 1 will have a base zoning district
of Manufacturing Light (M-1).
GENERAL LOCATION AND SITE DESCRIPTION:
The subject property is located at 17975 IH-35 and is currently developed with three buildings occupied
by three different commercial businesses: an outdoor furniture retail store (Family Leasure), a sporting
goods retail store (Rainbeau), and a gymnastics/dance studio (Stars Vipers Cheer and Tumbling).
ACCESS AND CIRCULATION:
Lots 1 and 3, Block 1 will have access to both IH-35 and Four Oaks Lane, and Lot 2, Block 1 will have
access to Four Oaks Lane.
TREE MITIGATION AND PRESERVATION:
The applicant will be responsible for complying with Unified Development Code (UDC), Section 21.9.9
Tree Preservation and Mitigation. The applicant has submitted a signed tree affidavit indicating that the
development of the site will in no way cause the destruction of or damage to any Protected or Heritage
trees.
PUBLIC SERVICES:
The site will be serviced by City of Schertz water and sewer, Cibolo Creek Municipal Authority
(CCMA), CPS, CenterPoint Energy, AT&T, and Spectrum.
PUBLIC IMPROVEMENTS:
All public improvements required for this subdivision are required to be installed prior to recording of the
final plat per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement.
Water and Sewer: The site has existing City of Schertz water and sewer lines along the property's IH-35
frontage. Water and sewer lines will also be extended throughout Four Oaks Lane to the northeast
property boundary.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for
compliance with the Storm Water regulations. A preliminary Stormwater Management Plan has been
reviewed and approved by the City Engineer.
Sidewalks, Hike and Bike Trails: Sidewalks are required along all public streets, and they will be
designed to meet City of Schertz specifications. Four Oaks Lane is a commercial collector class roadway,
which will require a 5' sidewalk on one side and a 10' shared use path on the other.
Road Improvements: The full 70' right-of-way section for Four Oaks Lane, a commercial collector class
roadway, is being dedicated through the Garden Ridge Commercial plat.
STAFF ANALYSIS AND RECOMMENDATION:
The proposed preliminary plat is consistent with applicable requirements for the property, ordinances and
regulations. The plat has been reviewed with no objections by the Engineering, Public Works, and Fire
Departments.Staff recommends approval as submitted.

COMMISSIONERS CRITERIA FOR CONSIDERATION:
