Call to order: Meeting was called to order by Johnie McDow — Chairman at 5:35pm.
Hearing of residents: Mr. McDow opened the floor to residents; Charles Roskowski is requesting the Park
Department to put cameras and signs at the pool due to the vandalism that had happened. Mrs. Shrum
explained that is something we are working on with IT. The question was also asked to keep the pools
open on weekends through Labor Day, Mrs. Shrum explained due to staffing and lifeguards leaving to go
back to school we have always closed August 19th. Mr. Roskowski appreciated the new basketball hoops
but was concerned with the amount of people gathering due to COVID. This is something that the Parks
Department is keeping an eye on. Mr. Roskowski also asked the question regarding competitive wages
for Parks Workers in Schertz. Mr. James explained the comp study had just been completed and there is
a four -year plan to bring those folks up to a competitive wage.

Agenda Item No. 1. Minutes: Consideration and /or action regarding the approval of the minutes from
January 27, 2020 meeting.

ftenda Item No. 2 COVID -19 Update: Mrs. Shrum reviewed the closures and re- opening of the parks,
events and City Offices. We were able to continue with Sweetheart court with virtual interviews. The
Court was presented to the council late June. While many events were canceled, we were able to have
residents participate in driveway chalk contest, t -shirt contest in celebration of July 411
Agenda Item No. 3 Introduction to Civic Rec: Mrs. Shrum reviewed Civic Rec and showed the board how
you can register for programs, pavilions, and other activities all online. Civic Rec also takes out the
guessing of who is a resident and non - resident.
Agenda Item No.4 Update Maintenance Projects: Mrs. Shrum reviewed what the parks department has
been doing to improve the parks. Welcome sign has been cleaned up with new paint, irrigation and new
landscaping to improve the look at the entrance. At Pickrell Park we replaced /added a slide and we are
going to paint the basketball court in the near future. Mrs. Shrum reviewed what has been done at Fire
Station 3, adding trees, irrigation, and painting. Rhine Valley we added a shade structure, to provide
residents with a safe way to play while trees are maturing. Heritage Oaks we have added Playscape and
trails. We are working on getting the pavilion out at Crescent Bend. GIS mapping is a ongoing project for
our department. A link will be sent out to the board of what we have done on the GIS mapping so far.
Agenda Item No.S Discussion and/or action on the Parklands Park Conceptual Plan: Mrs. Shrum
discussed the new development plan for a new adult park that would include pickleball, baseball fields,
sport courts, restrooms and parking. Mr. McDow questioned if the parking would be enough for all that
will be at that park. Mrs. Shrum and the board agreed to review that in more detail and re -visit it. This
new park will be worked into the 2022 budget. This is the developer coming to us with a plan, so we do
not really have the public input. We are wanting the board's feedback as we move forward.

Agenda Item No.6 Discussion and /or action on the Hilltop /Homestead Park Conceptual Plan: Mr. Shrum
discussed conceptual plan for future Hilltop /Homestead Park property and next steps in the planning
process. Mrs. Shrum would like to ask the HOA's to donate land to create a 45 -acre natural park, as shown
on the map, there are two areas. If we combined the HOA land with ours we could have a nice trail
network and natural park. The pond is stocked with fish and people are already fishing in the pond. Mrs.
Shrum asked for a subcommittee to help with this process in work with the HOA's. Shown Moore and
Robert Sheridan volunteer to the subcommittee. We would include the public in the process of
developing the park. Next couple months we will speak with the HOA's and within the next year be able
to reach out to the public for input. Mrs. Acevedo brought up that HOA's meetings are usually once a
year, so we may want to plan around those meeting.
