The Schertz Planning and Zoning Commission convened on September 9, 2020 at 6:00
p.m. at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4,
Schertz, Texas.

time extension for the preliminary plat of the Homestead Subdivision
Unit 7, an approximate 27 acre tract of land generally located
approximately 380 feet east of the intersection of Crocket Cove and
Winkler Trail, Guadalupe County, Texas.
There was no discussion.

C. PC2018-028 EXT: Consider and act upon a request for approval for a

5. PUBLIC HEARING:
The Planning and Zoning Commission will hold a public hearing related to zone change requests and
replats within this agenda. The public hearing will be opened to receive a report from staff, the
applicant, the adjoining property owners affected by the applicant's request, and any other interested
persons. Upon completion, the public hearing will be closed. The Commission will discuss and
consider the application, and may request additional information from staff or the applicant, if
required. After deliberation, the Commission is asked to consider and act upon the following requests
and make a recommendation to the City Council if necessary.
A. ZC2020-006 Hold a public hearing, consider, and make a
recommendation to City Council on a request to rezone approximately
204 acres of land from General Business District (GB) and
Manufacturing Light District (M-1) to Planned Development District
(PDD), located southwest of Graytown Road, stretching between
Interstate Highway 10 and Boenig Drive, City of Schertz, Bexar County,
Texas, also known as Bexar County Property Identification Numbers
619201 and 619202.

The applicant is proposing to replat approximately 5.405 acres of land into two (2) commercial lots.
Background on the Cal Stone Subdivision:
Previously the subject property was rezoned from Single - Family Residential District (R -1)
to Neighborhood Services District (NS) on January 24, 2017. Following the zone change request
approval, a replat was approved by the Planning and Zoning Commission on May 9, 2018. . Following the
replat approval two site plans were approved on July 26, 2018 in conjunction with the two lots in order to
develop two medical offices.
Since the approvals in 2018, the previously approved replat has expired, since it was not recorded within
two years of the approval date, per UDC Article 1.2 Section 21.12.1 O.E. The property owner / developer
has submitted applications for the replat and site plans for reapproval in order to move forward with the
development at this time.
The replat presented as PC2020 -026 for approval is identical to the replat that was approved by the
Planning and Zoning Commission on May 9, 2018. No changes to the previously approved replat are
being requested at this time.

The majority of the subject property is undeveloped with a small portion being used as Single - Family
Residential which is to be demolished, and is at 3581 FM 3009 and 3701 FM 3009.
ACCESS AND CIRCULATION:
Due to the properties being adjacent to FM 3009, TXDOT has indicated that a maximum of one (1) access
point will be allowed for the two lots. Specifically Lot 4 is designed to have one access point off of F.M.
3009, for both lots to utilize. The lots are interconnected by a designated 25 foot Ingress/ Egress Easement
as shown on the plat.
TREE MITIGATION AND PRESERVATION:
The applicant is responsible for complying with the Unified Development Code (UDC), Section 21.9.9
Tree Preservation and Mitigation. The applicant has submitted a tree affidavit which indicates that no
damage or destruction to any protected or heritage trees will occur with the replat. Tree preservation and
mitigation will also be reviewed with the development of the two lots, and any tree mitigation fees due
based on the proposed development will be collected prior to issuance of permits.
PUBLIC SERVICES:
The site is serviced by Schertz water, CCMA, GVEC, AT &T, Spectrum, and Centerpoint Energy.
All public improvements required for this subdivision are required to be installed prior to recording of the
final plat per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement.
Water and Sewer: This site will be serviced through a 12" water line and 8" sewer line located along FM
3009.
Drainage: The applicant is responsible for all drainage associated with the subject property, and
for compliance with the Storm Water regulations. A drainage plan has been reviewed and approved by the
City Engineer.
Sidewalks, Hike and Bike Trails: Sidewalks along FM 3009 are required and will be installed
with development of the newly created lots.
Road Improvements: The subject property is located adjacent to FM 3009, a TXDOT roadway. TXDOT
provided a no objection to access and drainage letter. Currently, FM 3009 is a 1.20' ROW. No dedication
is proposed or required along FM 3009.
The proposed replat is consistent with applicable requirements for the property, ordinances
and regulations. Staff recommends approval of the replat based on the exhibit being identical to the replat
previously approved by the Planning and Zoning Commission, and meeting all City of Schertz
requrrements.

The Planning and Zoning Commission is the final approval authority of the proposed replat. In
considering final action on a replat, the Commission should consider the criteria within UDC,
