Membership
The Committee is authorized fourteen members. Committee strength was at twelve
members at the beginning of the calendar year. There were four member resignations
brought about by either health related issues or by residence relocation. Two new
members joined during the year, leaving membership at ten members by year's end. A
few "Associate Members" continue to participate as non - voting participants. Bob Cantu,
Special Assistant to the Schertz City Manager, continues to participate as a City
Manager's representative to the Committee, and as such has been an invaluable assist to
facilitating Committee projects. All officers served commendably their full yearly terms.
Resource Management & Control
Resources available to the Committee consist of display items (photographs, documents,
paintings, charts, maps, etc.) donated by Schertz citizens or manufactured by Committee
members and furniture items purchased by the Committee (City funds). Items
previously accepted on loan from citizens for use in a museum have been return to the
owner(s) since the acceptance of loaned items was considered unmanageable by the
Committee. The Committee by -laws were amended to reflect that the Committee would
no longer accept loaned items. A few items with no dollar value and of no use to the
Committee were destroyed per approval of the Committee.
Inventory control is maintained through use of a resource listing. The Committee
Chairman and two members of the Committee completed a 100 percent inventory audit
of the resources in January 2011. The completed and certified inventory is appended as
Appendix A.
There are various locations where resource inventory is maintained. Some resources are
stored in the Committee Chairman's residence, while others are stored in the residence or
offices of Committee members Earl Sawyer and Pat Ramirez. Still other items are
located at either the Schertz Visitors Center or the Schertz Senior's Center. Two items
(Spinning Wheel and Loom) remain stored at a personal residence in Johnson City,
Texas.
Project Selection and Development
Several projects occupied the Committee's time and efforts. The listing of projects
includes:
• Research and writing of six Special Edition Historical "Remembrance" Articles
featuring the history of particular area sites and/or persons
• Preparation and distribution of four quarterly Committee Remembrance
Newsletters
• Sales of the book "Schertz, Texas — The Story of Great Ancestry, Legacy and
Development ". Sales Activity — 43 books sold
• Continued interface with our sister historical society (Riedisheim, France)
• Development of criteria for historical designations and amendment of the Schertz
Unified Development Code (UDC)
• Committee By -laws amendments
• Cemetery Subcommittee has progressed in documenting locations and inventory
of area historic cemeteries as well as restoring markers long since in disrepair
• Outreach involvements with community groups (Rotary, Chamber of Commerce,
Lions Club, Schertz Senior Citizens Society, Old Town Community Network,
etc.) as well as participation (booth set up) at 4th of July Jubilee, Schertzfest,
National Neighborhood Night Out and Festival of Angels
• Solicitation and collection of artifacts, photos, documents, etc. for a future
history- heritage museum
• Designation of the Schertz Heritage Neighborhood and preparations for
recognition
• Old Schertz Neighborhood Centennial Birthday Celebration initiative and
National Night Out event
• Schertz Blue Ribbon. Bond Committee and PAC membership
• Perez family restoration open house
Fiscal Matters
The Committee's budget cycle (2009 -2010) operates on a fiscal year basis in concert with
the City of Schertz budget year. The projected budget expense was set at $12,650.00 and
the actual expense was $1,335.48. Carry over cash balance from FY 2008 -2009 was
$10,148.97 plus book sales for 2009 -2010 of $1,087.49 produced a FY 2009 -2010
operating fund of $11,236.46 which produced a FY 201.0- 201.1 carry over amount of
$9,900.98 after deduction of $1,335.48 in operating expenses.
Calendar year budget analysis reflects a budget allocation of $12,650.00 and expenditures
of $1,425.20. Income from Committee book sales amounted to $759.58. The report of
calendar year budget and income /expense report appear as Appendix B.
Impact Events
The major impact events that bear on Committee mission accomplishment include the
following:
• The feasibility study for use of a City owned home as a museum site disclosed
cost estimates for bringing the facility into code compliance were too expensive
to make the idea cost effective or within the reach of the Committee's ability to
support.
• The Schertz Municipal Bond Election witnessed the proposal for a combined fine
arts and history museum go down to defeat. This funding attempt marks the final
effort to obtain financial resources for development of a museum.
• City annexation in 2010 of Comal Settlement area introduced additional historic
properties and land into the City boundaries.
• The Committee (i.e. the City) maintains custody of hundreds of individual
artifacts, photos, furniture pieces, etc. that need to be disposed of by some means
agreeable to the City of Schertz. Efforts to pursue disposal of the items will
begin in calendar year 2011.

Conclusion
The SHPC has had another busy year filled with work directed toward finding a place or
funding for a historical museum. These museum development projects have not
succeeded and the prospect of creating a dedicated City historical museum appears at its
end. An alternative for use of some of the museum collections (photos) is placement in
either the Schertz Senior Citizen's Center, the Schertz Public Library and/or the Schertz
Visitor's Center.
Projects undertaken to promote awareness of Schertz historical sites and history have
been many and varied. The historic site designation project that outlines three designation
categories for use by the City was approved by City Council. One "Heritage
Neighborhood" has been identified and so designated by City Council. City Council also
approved the designation of the Schertz Methodist Church on First Street as a
"Landmark Property". Ceremony recognizing these places and facilities will be held early
in 2011. City administrators continue work on amending the Unified Development Code
(UDC) to allow for all approved historic designation categories to become a part of the
City's directive. The Cemetery Subcommittee continues development of its inventory of
cemetery sites.
The initiation of a Committee newsletter ( "Remembrances ") that keeps interested citizens
abreast of happenings within the committee and publication of special edition articles
focusing on persons and places within the Cibolo Valley area and Schertz in particular
have hopefully increased awareness among Schertz citizens of the area's and City's
historic past.
The Committee has spent three years seeking a means of establishing a historical
museum and that effort now ends. We are saddened by the failure to succeed in this
effort but we may have some recovery vis a vis the Seniors Center, Schertz Library and a
small area in the Kramer House.
