PZ 11-18-20 MinutesPLANNING AND ZONING MINUTES November 18, 2020 The Schertz Planning and Zoning Commission convened on November 18, 2020 at 6:00 p.m. at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas. Present: Glen Outlaw, Chairman; Ernie Evans, Vice Chairman; Richard Braud, Commissioner; Ricky Haynes, Commissioner; Earl Platt, Commissioner; Jimmy Odom, Commissioner; Judy Goldick, Commissioner Absent: Ken Greenwald, Commissioner; Gordon Rae, Commissioner City Brian James, Assistant City Manager; Charles Kelm, Assistant City Manager; Lesa Staff: Wood, Director of Planning & Community Development; Nick Koplyay, Planner; Megan Harrison, Planner; Tiffany Danhof, Executive Assistant; Daniel Santee, City Attorney 1. CALL TO ORDER Chairman Mr. Outlaw called the meeting to order at 6:08P.M. 2. HEARING OF RESIDENTS This time is set aside for any person who wishes to address the Planning and Zoning Commission. Each person should fill out the Speaker's register prior to the meeting. Presentations should be limited to no more than three (3) minutes. Discussion by the Commission of any item not on the agenda shall be limited to statements of specific factual information given in response to any inquiry, a recitation of existing policy in response to an inquiry, and/or a proposal to place the item on a future agenda. The presiding officer, during the Hearing of Residents portion of the agenda, will call on those persons who have signed up to speak in the order they have registered. Residents who choose to watch the meeting via live stream, but who would like to participate in the Hearing of Residents, should email their comments to the Planning Division, at planning @schertz.com by 5:00p.m. on Tuesday, November 97, 2020, so that the Planning Division may read the public comments into the record under the hearing of residents. In the body of the email please include your name, your address, phone number, agenda item number if applicable or subject of discussion, and your comments. No one spoke. 3. INTRODUCTION: A. Introduction and welcoming of new Planning and Zoning Commission Alternate July Goldick. Chairman Mr. Outlaw introdcued alternate Judy Goldick. 4. CONSENT AGENDA: A. Minutes for the October 14, 2020 Regular Meeting. There was no discussion. B. PC2020 -036 Consider and act upon a request for approval of a final plat of The Parklands Subdivision Unit 213, an approximately 7 acre tract of land situated in the John Noyes Survey No. 259, Abstract No. 253, and the Carrol M. Gahogan, Jr. Survey No. 25, Abstract No. 142, City of Schertz, Guadalupe County, Texas, generally located approximately 3,000 feet southeast of the intersection between Eckhardt Road and Parklands Way. There was no discussion. Motioned by Commissioner Richard Braud to approve the consent agenda, seconded by Commissioner Ricky Haynes Vote: 7 - 0 Passed 5. PUBLIC HEARING: The Planning and Zoning Commission will hold a public hearing related to zone change requests and replats within this agenda. The public hearing will be opened to receive a report from staff, the applicant, the adjoining property owners affected by the applicant's request, and any other interested persons. Upon completion, the public hearing will be closed. The Commission will discuss and consider the application, and may request additional information from staff or the applicant, if required. After deliberation, the Commission is asked to consider and act upon the following requests and make a recommendation to the City Council if necessary. A. ZC2020 -011 Hold a public hearing, consider and make a recommendation on a request to rezone approximately 0.35 acres of land from Neighborhood Services District (NS) to Main Street Mixed Use District (MSMU), located at 603 Main Street, City of Schertz, Guadalupe County, Texas. Mr. Outlaw opened the public hearing at 6:14 P.M. Mr. Wissmann- 707 Main St. rj Ms. Weigold- 302 Randolph Mr. Outlaw closed the public hearing at 6:17 P.M. There was a lengthy discussion. Motioned by Commissioner Jimmy Odom to recommend approval of ZC2020 -011 to the City Council, seconded by Commissioner Richard Braud Vote: 7 - 0 Passed B. ZC2020 -012 Hold a public hearing, consider and make a recommendation on a request to rezone approximately 0.35 acres of land from General Business District (GB) to Main Street Mixed Use District (MSMU), located at 539 Main Street, City of Schertz, Guadalupe County, Texas. Mr. Outlaw opened the public hearing at 6:35 P.M. Mr. Wissman- 707 Main St. Ms. Weigold- 302 Randolph Mr. Outlaw closed the public hearing at 6:35 P.M. There was a lengthy discussion. Motioned by Commissioner Earl Platt to recommend approval of ZC2020 -012 to the City Council, seconded by Commissioner Judy Goldick Vote: 7 - 0 Passed C. SUP2020 -003 Hold a public hearing, consider, and make a recommendation on a request for a Specific Use Permit to allow the `Commercial Amusement, Outdoor' land use on approximately 17.5 acres of land, located at 18658 Interstate Highway 35 N, City of Schertz, Guadalupe County, Texas, also known as Wiederstein Ranch Lot 1, Block 1. Mr. Outlaw opened the public hearing at 6:55 P.M. Chris Clein- 500 West 2nd St., Austin Mr. Outlaw closed the public hearing at 6:56 P.M. There was a lengthy discussion. Motioned by Commissioner Jimmy Odom to recommend approval of SUP2020 -003 with conditions to the City Council, seconded by Commissioner Richard Braud Vote: 7 - 0 Passed 6. WORKSHP AND DISCUSSION: A. Workshop, Discussion, and Possible Action regarding the Planning and Zoning Commission Bylaws (Led by Commissioners) There was a lengthy discussion. 7. REQUESTS AND ANNOUNCEMENTS: A. Requests by Commissioners to place items on a future Planning and Zoning Agenda There were no requests by Commissioners. B. Announcements by City Staff. • City and community events attended and to be attended. • NEW SITE PLAN APPLICATIONS: There were no new site plan applications submitted to the Planning and Community Development Department between October 23, 2020 and November 13, 2020.
