08-24-2020 MinutesSCHERTZ PARKS AND RECREATION ADVISORY BOARD MEETING Date & Time: Monday, August 24, 2020; 5:30 PM Location: 1400 Schertz Parkway, Schertz TX — Schertz Civic Center Bluebonnet Hall Board Members Present: William Bosch, Vice Chairman; James Garvin, Robert Sheridan; Carol Yauger, Shawn Moore; Jaime Acevedo Staff Present: Lauren Shrum, Director of Parks, Recreation and Community Services; Brian James, Assistant City Manager; Mary Spence, Parks Board Liaison Others Present: Doug Faseler and David Rittenhouse with Bitterblue; Pape Dawson Engineering (2 representatives, names not captured) Call to order: Meeting was called to order by Vice -Chair Bosch at 5:36 PM. Hearing of residents: Vice Chair Bosch opened the floor to residents. None Present. Regular Agenda: Agenda Item No. 1. Minutes: Consideration and /or action regarding the approval of the minutes from July 27, 2020 meeting. Motion to approve the July 27, 2020 minutes as recorded of the Schertz Parks and Recreation Advisory Board regular meeting: Motion: Robert Sheridan Second: Shawn Moore Ayes: 6 Nays: 0 Abstains: 0 Approved: Motion carried. Agenda Item No 2. Proposed Graytown Valley Park Developmen #: Ms. Shrum shared photos, map location and budget of the proposed site off Graytown Rd, Schertz. The area is 54 acres labeled as floodplain, with two lakes, identified as 'north' and 'south'. 10 acres are outside the floodplain; this is the target site for the Community Regional Park. The proposed plan would include a playground area, small covered pavilion, restroom facility, parking spaces and signage. Future amenities could include walking /biking trails and a fishing pier. Discussion occurred about possibility of park damage and inaccessibility due to heavy rains; is it possible to use a pump to provide irrigation from the lakes in lieu of installing irrigation; is the playground equipment proposed suitable for the number of residents in the area; would it be possible for the lakes to be stocked by Texas Parks & Wildlife to encourage visitors; would the playground equipment have a shade structure as the area lacks mature tree canopy; is there a possibility of future revenue sources utilizing kayak or paddle boat rentals; would future trails be connected to existing or other trails? Members are concerned the addition of new parks is not being balanced with current Parks staffing levels. Mr. James shared more information on the results of the Staffing Study conducted recently and confirmed the addition of a full time Parks Maintenance Technician to the team, bringing the total to 5 full -time technicians and 1 part -time technician. Members of the development team were present to answer any questions. Motion to approve the conceptual plan as presented to move forward with the Graytown Valley Park project. Motion: James Garvin Second: Robert Sheridan Ayes: 6 Nays: 0 Abstains: 0 Approved: Motion carried Agenda Item No. 3 Discussion and /or Action on a future meeting with City Council: September 22 (in lieu of regular September 28 scheduled) or October 27 were offered as possible dates for a joint meeting of the Schertz Parks & Recreation Advisory Board and Schertz City Council. Parks Board would like to take a pro- active approach in the near future by visiting HOA's in the City to learn the wants and needs of residents regarding Parks. A sub - committee will be created to attend upcoming meetings for feedback. Discussion items: Events held in City parks, what percentage of attendance is from Schertz? While no formal survey has been done, guestimates are 40 -45% of attendees are from outside the 78154/78108 zip codes. Members are concerned the addition of new parks is not being balanced with current Parks staffing levels. Mr. James shared more information on the results of the Staffing Study conducted recently and confirmed the addition of a full time Parks Maintenance Technician to the team, bringing the total to 5 full -time technicians and 1 part -time technician. Parks team is reviewing the current content management system used by Fleet Services. The program can help track project labor and costs. To allow time for sub - committee to visit with HOA's, proposed meeting with City Council will be scheduled for October 27. Board members will bring their top three (3) priorities to the regular scheduled September 28 meeting to create the agenda for the future joint meeting with Schertz City Council.
