MINUTES OF WORKSHOP
February 4, 2021
I. Call to Order and Establish a Quorum.
Mayor Williams called the workshop to order at 6:35 p.m.
II. Introduction of those present and roll call.
Member's present were:
Mayor Walt Williams, New Berlin
Mayor Stosh Boyle, Cibolo Mayor
Ralph Gutierrez, Schertz Mayor
Jeff Hunt, Santa Clara Mayor
Tom Daly, Selma
Guests: City Secretary Brenda Dennis, Schertz
III. New Business:
1. Discussion regarding upcoming speaker presentations.
Mayor Walt Williams stated that we have confirmed Mr. Miller to come make a
presentation regarding the thought processes of opening of businesses in Texas
and how COVID -19 is playing a role in this, as he was on the Governor's task
force. Mr. Miller will also be addressing how they pick locations for future Bill
Biller BBQ's.
2. Discussion regarding future guest speakers.
Mayor Williams stated he was approached by a company that supplies the
Presentation Automated AV technology equipment, much like Olympia Hills uses
and wanted to come speak to the group. Mayor's present discussed having
businesses like these make presentations to the NEP group and how it would
benefit all the cities. Mayor's present discussed that anyone wanting to make a
presentation to the NEP group, and that it was of general interest then they would

be allowed to do so. They discussed businesses like the AV Equipment group
could be placed on a list for future meeting presentations as there are times when
NEP does not have a speaker for presentation. Mayor's present also discussed that
businesses like these could come make the presentations to the Mayor's
workshops.
Mayor's present stated that their business is city business and for the workshops it
should be limited to that type of information, presentations of general business
would be at the regular meetings. The Mayor's present discussed further the type
of criteria for presentations and if they had someone who approaches them on
making a presentation then they could discuss it at a workshop meeting. Mayors
discussed reaching out to our Associate members to see if they would like to
come make presentations, someone like Frost or Schertz Bank, who could go over
small business loans, etc. They discussed having someone from TxDOT and MPO
come speak.
IV. Items of interest by Member Cities.
Mayor Boyle talked about the upcoming Rodeo and discussions being regarding the
upcoming Rodeo, they also talked how the events brings in a lot of revenue.
Mayor Daly stated that tomorrow from 6:00 a.m. to Midnight at the Bluebonnet Palace
they are also doing a Rodeo Breakfast, Lunch and a Dinner, the City of Selma is sponsoring
a table and the proceeds from the event will benefit the kids with 4H. Tuesday at the
Bluebonnet Place is the Mardi Gras Party. Friday, March 12th Frost Bank is sponsoring a
drive -thru breakfast.
Mayor Williams inquired about the NEP Mayor's taking a bus trip to Austin this year for
the Legislative Session hearings, unsure at this due to COVID -19 requirements. If they are
unable to make the trip it was suggested to go, see all the local representatives.
Mayor Boyle stated that the New Braunfels food bank hosted at Santikos went very well
today. He will provide a contact name to each of the Mayor's if they have any families
needing food assistance and he indicated that he would hand deliver.
Mayor Boyle stated that the City will be searching for a new City Manager as Mr. Herrera
has submitted his letter of resignation.
Mayor Daly mentioned the upcoming Chamber meeting February 16, 2021, where the three
cities, Schertz, Cibolo, and Selma will be showing their State of the City Videos, the
meeting will be held at Santikos at 11:30. All three City Mayors invited Mayor Williams
and Hunt to attend.
Mayor Gutierrez provided information on the recent vaccinations that were given out. He
explained that they wanted to hit a targeted area next time, and they chose the Senior Center
as their target area. Mayor Gutierrez reached out to Freddy Delgado with YMCA and asked

for 50 of his constituents so that we could get them vaccinated. Mayor Gutierrez handed
out a blank sheet to each of the Mayors for them to provide 25 names of the targeted group
(65 or over or those with serious health issues) and give back to him. This list will be used
for the next round of vaccinations that come in. Each Mayor is to decide how they will
manage getting the names on the list utilizing the targeted group. Provide the lists back to
Mayor Gutierrez so that they will be included when they receive the next round of
vaccinations. For Cibolo, Mayor Gutierrez and Mayor Pro -Tem Hicks will be focusing on
Cibolo's senior living facility citizens.
Mayors present thanked Mayor Gutierrez for organizing this for them and thanked him and
the City of Schertz for the great work in organizing the vaccination clinics. Mayor
Gutierrez talked about the number of volunteers that have assisted with the vaccination
clinics. Brenda Dennis spoke also on how effective the Mayor and his wife have been
getting volunteers to also assist.
V. Establish a Date, Time & Location of the next NEP Workshop Meeting. (Next up is
the City of Selma) to host for March 4, 2021.
Mayor Walt Williams stated the next City to host the Mayor's Workshop would be the City
of Selma, for March 4, 2021. Mayor Daly indicated that it would be at the Mercedes
Dealership Facility in Selma.
VI. Establish a date, time for the next regular meeting of NEP February 11, 2021. Review
Draft agenda for this meeting.
Next meeting will be scheduled for February 11, 2021. Schertz to provide door prizes.
Mayor's reviewed agenda and approved.
VII. Adjournment.
Mayor Williams adjourned the workshop at 7.20p.n
