MINUTES OF MEETING
Thursday, March 11, 2021 —11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Chair Mayor Walt Williams, City of New Berlin called the meeting to order at 12:00
p.m. as a quorum was present and thanked everyone for attending.
2. Welcome and Introductions
Mayor Williams welcomed everyone and had them stand to be recognized and introduce
themselves.

3. Approval of the minutes the Mayors Workshop meeting of February 4, 2021 and
the minutes of the NEP Regular meeting of February 11, 2021.
Mayor Williams recognized Mayor Stosh Boyle, City of Cibolo who moved, seconded
by Mayor Victor Contreras, City of Marion to approve the minutes of the Mayors
Workshop meeting of February 4, 2021 and the minutes of the NEP Regular meeting of
February 11, 2021. The vote was unanimous. Motion Passed.
4. Approval of the Current Treasurer's Reports for NEP. (Treasurer Mayor Jeff
Hunt)
Mayor Jeff Hunt City of Santa Clara supplied the treasurer's report. Mayor Williams
recognized Mayor Stosh Boyle, City of Cibolo, seconded by Mayor Victor Contreras,
City of Marion to approve the current treasurer's report. The vote was unanimous.

5. Presentation and updates regarding Winter Storm Electrical outages — Mr. Darren
Schauer, General Manager and CEO of GVEC.
Mayor Walt Williams recognized Mr. Schauer who discussed and provided information
on how electrical outages were scheduled and determined through ERCOT who
oversees the flow of power from power plants to substations. He reviewed temperature
comparison charts regarding the event of 2011 vs. 2021. He reviewed generation
capacity out February 14 -19, 2021. He reviewed the uniqueness of the electric business
generation frequency range during normal operation and frequency range flowing the
loss of generation. He provided a GVEC rolling outage summary along with impacts on
member rates. He addressed several questions from those present.
6. Information Items.
A. Report from Tri County Chamber of Commerce
Mayor Pro -Tern Kevin Hadas, City of Selma representing the Tri- County Chamber of
Commerce provided the following:
• Tuesday March 23, 2021 State of Tri- County: Medicine Edition — navigating
COVID in 2021 for Businesses; 1 to 5 PM.
• Thursday, March 25, 2021 March Mixer at Rebecca Creek Distillery — begins
at 5:3 0 p.m.
• Tuesday, April 13, 2021 — April Luncheon, 11:30 to 1:00 p.m.
• Thursday, April 22, 2021 — April Mixer — location TBD
• Monday, April 26, 2021 — 2021 Tri County Chamber Golf Tournament — TPC
San Antonio — 8:15 a.m. to 1:00 p.m.
B. Report from The Chamber.
President Maggie Titterington provided the following:
We are still selling the Taste Local Flavor Tour gamecards at the chamber. $5 per
card and there are 26 vendors you can visit. Drawing opportunities include chances
to win $100, $250, $500 and $1000 visa cash cards.
Next EPIC Education class is April 21 st, and the topic is the Top Digital Marketing
Trends of 2021. The class is being presented by Dale DeGuzman and will go over
which social media and web avenues you should be exploring for your business.

Next luncheon is on March 16 and will feature the State of Education with Dr. Clark
Ealy and Dr Veronica Garcia with SCUCISD and Northeast Lakeview College,
respectively. It will be at Santikos entertainment in Cibolo and for the next 3
months we will be alternating with EVO and Santikos for our luncheons because
the Civic center is being utilized for vaccinations.

May 10, 2021 — at the Bandit Golf Course — Golf Classic, more information can be
found on The Chamber website.
C. Report from Randolph Air Power Community Council (RAPCO).
Representative from the Base indicated that they were doing their part to
participate in the Winter storm activities and assist where needed.
D. Report on Bicycle Mobility Advisory Committee.
City Manager Scott Wayman, City of Live Oak stated on March 17th 6:00 pm
Joint Pedestrian Bike Mobility meeting to discuss trail connections I -35 Corridor
— information can be found on the MPO website — click on the link.
Mr. Wayman also from Mayor Dennis, stated that the House Bill on the Chicken
issue is alive and well.
E. Report from Metropolitan Planning Organization (MPO).
Mayor Pro -Tern Kevin Hadas reported there is a change with Joel Hicks Mayor
Pro -Tem who has been assisting Blake and he on MPO /Tack, Mayor Pro -Tem
Hicks accepted the opening with Guadalupe County. Mayor Pro -Tem Hadas
thanked Mr. Hicks for his service on serving on the MPO with this organization.
MPO has call for projects going on and he announced that City of Selma is applying
for sidewalks and would like your support. NEP Mayors will need to appoint
another representative from NEP to help serve on the MPO.
7. Establish a Date and Time of the next NEP Mayor's Workshop April 1, 2021 —
City of Selma to host.
Next Mayor's Workshop will be April 1, 2021 hosted by the City of Selma.
8. Establish a Date and Time of Next Northeast Partnership for Economic
Development Meeting — April 8, 2021.

9. Items of Interest by Members.
Mr. Ramon Chapa with Bexar County mentioned the flyer "Plumbing Assistance
Programs" that he left on the tables. He stated the Bexar County's Plumbing Assistance

programs help eligible homeowners in unincorporated Bexar County or one of the 26
suburban cities to repair damaged pipes or reimburse for repairs of damage caused by
February freezing temperatures. Program applications can be found www.bexar.orL� /i)ipes.
Mayor Ralph Gutierrez, City of Schertz who thanked Mayor Jeff Hunt for the idea of T-
shirts and he showed off his T -shirt which is being provided to all volunteers "Let's do
Shots"
Mayor Tom Daly, City of Selma who stated that recently had a very successful
Schertz/Selma 5K run supporting Operation Comfort/Wounded Warriors. Mayor Daly also
indicated that they have two (2) ribbon cutting events (1) Cabinets to Go tomorrow; (2)
Buyer Boys on Monday.
Mayor Daly provided information on the benefit of NEP - getting more cities involved and
together for strength, to promote growth and is sorry that some cities feel NEP is not
beneficial. He indicated that it is no longer for just economic development as most cities
have their own economic development departments, NEP is moving in the right direction
and he thanked the Mayors who are serving.
Councilmember Allison Heyward, City of Schertz who stated for the Small Towns
Advisory Board she indicated that Mayor Tom Daly and Mayor Victor Contreras stepped
up to be our representatives. She also indicated that she has been working to get our Region
7 Workshop put together, location and date TBD, should have information by the next NEP
meeting.
Economic Development Executive Assistant Donna Lowder announced that the City of
Live Oak will be sponsoring their Drive through Easter Egg Hunt on Saturday, March 27a',
at the Main City Park 10:00 a.m.
