MINUTES OF MEETING
Thursday, April 8, 2021 —11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Chair Mayor Walt Williams, City of New Berlin called the meeting to order at 12:00
p.m. as a quorum was present and thanked everyone for attending.
2. Welcome and Introductions
Mayor Williams welcomed everyone and had them stand to be recognized and introduce
themselves.

3. Approval of the minutes the Mayors Workshop meeting of the regular meeting of
March 11, 2021
Mayor Williams recognized Mayor Thompson, City of Garden Ridge who moved,
seconded by Mayor Victor Contreras, City of Marion to approve the minutes of the
regular meeting of March 11, 2021. The vote was unanimous. Motion Passed.
4. Approval of the Current Treasurer's Reports for NEP. (Treasurer Mayor Jeff
Hunt)
Mayor Jeff Hunt City of Santa Clara supplied the treasurer's report. Mayor Williams
recognized Mayor Thompson, City of Garden Ridge, City of Cibolo, seconded by
Mayor Victor Contreras, City of Marion to approve the current treasurer's report. The
vote was unanimous. Motion Passed.

5. Presentation and updates regarding the state of the College — Dr. Garcia — Alamo
Colleges District.
Mayor Walt Williams recognized Dr. Veronica Garcia who discussed and provided
information regarding the college, which included enrollments, on campus and virtual
learning student information as well as scholarships funds received and provided.
Mayor Williams indicated that NEP had always provided money toward scholarship for
the students and called for a motion to provide the scholarship money to Alamo College
District. Motion was made by Mayor Boyle, seconded by Mayor Contreras. The
vote was unanimous. Motion Passed.
6. Presentation and updates regarding the State of the School District — Dr. Ealy —
Schertz- Cibolo- Universal City ISD.
Mayor Walt Williams recognized Superintendent Dr. Ealy, who discussed and provided
information regarding the school district, enrollments, on campus and virtual learning
and other student and school information.
7. Information Items.
A. Report from Tri County Chamber of Commerce
Executive Director Mindy Paxton provided the following:
• April luncheon is next Tuesday sponsored by the city of Live Oak with an
update from Live Oak as well as a food drive for RACAP with Hanson
ServTex Quarry. In addition to food RACAP mentioned they are almost
out of toilet paper, Universal City has challenged members and purchased 3
huge cases the next day.
• We are co- hosting the Texas is Back Bash with Blue Bonnet Palace,
Rebecca Creek Distillery and Skips Beer Wine & Liquor next Wednesday,
April 14 from 4 -11 with live music by Bill Ayers and Mikele Buck Band
and a tasing of their new menu from their restaurant Fajitas and Margaritas.
• Our annual golf tournament is at TPC April 26, we have almost maxed out
with teams.
• We our first State of Tricounty Series, which is 4 educational seminars
held at Hilton Garden Inn, Live Oak (thank you to the City of Live Oak,
Mayor Dennis, and Live Oak City Council for approving the use of their
days at the Hilton for this series)
- First series was a huge success. The State of Medicine: Navigating
Covid in 2021 for businesses was held on March 23rd with Michael
Beaver, Dr. Kellum, Dr. Roger Moczygemba and Dr. Vequist from
University of Incarnate Word.
- The next series is State of Technology, date to be determined.

B. Report from The Chamber.
President Maggie Titterington provided the following:
Shred Day is this Saturday April 10th from 9 - 12pm. Our young professional
group hype is putting it on and 50% of the proceeds go to Connections Individuals
and Families. We are partnering with the Better Business Bureau who also
secured an electronic shredder too. This is for residents of Schertz, Cibolo, Selma
as well as Chamber Members. It is free but we are asking for $5 donations to go
towards Connections.
The Taste Local Flavor Tour was a success with 26 vendors from surrounding
communities, over 300 game cards bought and 659 purchases into our local
economy made. Feedback from vendors that the traveling taste was much better
for their business than the static 3 -hour event has permanently changed the way
we will go forward in the coming years with this event. We will keep it mobile.
The Chamber also has events coming up to include their Chamber Open Golf
tournament. Spots are limited so please do not wait to sign up. Also coming is our
Chamber Bowl benefitting the DECA programs at Clemens and Steele high
schools and of course our Skylight Balloon Fest October 22 -24th.
Our leadership CORE program is going to the Capital next Tuesday and I will be
taking white letters of support for our school district on 3 bills that they want
support on. If anyone else has anything they would like for me to take with us,
please send it to me by email by Friday.
C. Report from Randolph Air Power Community Council (RAPCO).
No information was provided.
D. Report on Bicycle Mobility Advisory Committee.
City Manager Scott Wayman, City of Live Oak stated they have not had a
meeting, but the next meeting is April 21' at 3:30 pm. Log onto the MPO Site and
you can view it.
E. Report from Metropolitan Planning Organization (MPO).
Mayor Pro -Tem Hadas indicated that he and Mayor Pro -Tern Hicks are attending
the meeting. All projects should be in, he stated that if any city has a project, they

wish for MPO consideration that they should get that information into him quickly.
If he is not made aware of any projects, he and Mr. Hicks cannot advocate for them.
Chair Williams indicated that as we have talked about needing a new NEP MPO
advocate, since Mr. Hicks has been recruited by the County, we need someone to
replace him. Mayor Pro -Tem Hadas indicated that Councilmember Polasek City
of Selma may be interested. Councilmember Polasek indicated that he would be
happy to serve as the NEP Representative for MPO. There was nomination by
Mayor Dennis, seconded by Mayor Daly to appoint Councilmember Ken Polasek
as the NEP Representative to MPO. The vote was unanimous, Motion Passed.
Mayor Williams welcomed Councilmember Polasek.
8. Establish a Date and Time of the next NEP Mayor's Workshop May 6,2021 —
City of Universal City to host.
Next Mayor's Workshop will be May 6, 2021 hosted by the City of Universal City,
9. Establish a Date and Time of Next Northeast Partnership for Economic
Development Meeting — May 13, 2021.

10. Items of Interest by Members.
Diana Rath — AACOG announced that New Braunfels Chamber is hosting the Texas
Legislative Conference May 6ffi & 7"' at the McKenna Events Center.
Mayor Dennis stated that information from TML as they are watching the Legislative Bills
being filed — following to watch:
HB 1869 — relating to the definition of debt for the purposes of calculating certain ad
valorem tax rates of a taxing unit, HE2092 — Relating to a requirement that candidates for
municipal elective office declare a party affiliation, HB753 — Relating to municipal solid
waste management services contracts, limiting the amount of a fee, HB 1686— Relating to
the number of Chickens. TML is watching the bills being filed.
Liane Garrett, Metrocom Rotary provided a flyer regarding the upcoming 2020 Essential
Workers Recognized event — Casino Night - scheduled for Thursday, July 22, 2021, Blue
Bonnet Palace, Selma 6:00 pm to 9:00 pm. She indicated that they are still looking for
sponsorships, and if interested please contact her.

Mayor Stosh Boyle, City of Cibolo announced their upcoming Cibolo Crossing Stampede
5K Run for May 29th, Santikos Entertainment, 8:00 am. Following the event there will be
barbecue cook -off. Flyers are on the tables. Proceeds go to the students of SCUISD for
scholarships. They are looking for sponsorships.
Representative from Randolph stated that the base is open back up in person and will once
again be hosting the MAC Luncheons.
Mayor Victor Contreras, City of Marion stated their Community Library will be moving
in their new facility in July.
Mayor Tom Daly, City of Selma remined everyone of the upcoming Crawfish Boil 16th
through the 24h Ratama Park, also the City of Selma will be getting a University Hospital
— 42 acres, this will change the dynamics to the area and will be beneficial to all cities.
