MINUTES OF WORKSHOP
April 1. 2021
I. Call to Order and Establish a Quorum.
Mayor Williams called the workshop to order at 6:35 p.m.
II. Introduction of those present and roll call.
Member's present were:

III. New Business:
1. Discussion regarding NEP's support of Joint Base San Antonio - Randolph
Annual Award winners for 2020 in the amount of $1,225. (Requested by
Robert Tullgren)
It is again that time for NEP to honor and recognize some of Randolph's finest. NEP
in the past has provided sponsorship to recognize military /civilian employees that have
risen to the top. This year there are 8 military /civilian employees that have risen to the
top. A request from Robert Tullgren was made to NEP to sponsor and contribute the
amount of $1,225 for the recognition and presentation.
A motion was made by Mayor Thompson seconded by Mayor Contreras to contribute
the amount of $1,225 for the recognition. Motion passed
2. Discussion regarding an alternate appointment to MPO to replace Joel Hicks.
Mayor's present discussed the need to replace Mr. Joel Hicks the NEP MPO
representative. Mayors present to reach out to other members of NEP to find a
replacement. Mayors present indicated that possibly Councilmember Allison Heyward
with the City of Schertz might be a good suggestion. We will bring this item to the
regular NEP meeting.
3. Discussion regarding Gold Sponsorship with Metrocom Rotary $501 for the July 22,
2021 First Responders recognition event.
The Metrocom Rotary will be sponsoring the 2020 Essential Workers by giving a
recognition party scheduled for Thursday, July 22, 2021 from 6 to 9PM — Blue Bonnet
Place, they are requesting sponsorships. Various levels of sponsorships are available:
Gold Sponsors $501, Silver Sponsors $401, Bronze Sponsors $301, Casino Table
Sponsors $201, Gift Sponsors $101.
Mayor Daly made a motion seconded by Mayor Dennis to approve the Gold
Sponsorship of $501 to the Metrocom Rotary from NEP. The Gold Sponsors will have
their large logo displayed during the event on the big screen and on four (4) banners
plus $4000 in casino chips. Motion passed
IV. Items of interest by Member Cities.
Mayor Daly, City of Selma stated that the University of Health Care Center Hospital has
decided to build a hospital in Selma, the facility will be on Lookout Road behind Ratama.
Kudos to Commissioner Tommy Calvert, Bexar County who also assisted in getting the
hospital in Selma. Also, part of Ratama has been sold to Red McCombs, with this, the
whole dynamics of the area will be changed and will be beneficial to all the surrounding
cities.
Mayor Jeff Hunt, City of Santa Clara stated that the City had to notify their road contractor
for failure to complete his contract, it now is in the attorneys' hands, but they were able to
get in touch with another contractor (name provided by Joel Hick — Cibolo) and the project
will hopefully be completed.
Their Marshal received their authorizing ID to start writing citations.
Mayor Pierce, City of Kirby indicated that they are still trying to finish Binz- Engleman,
she is hopeful that it will be finished before her Mayor term is up May, she is not re-
running.
Dollar General has purchased another piece of property on Seguin next to Kirby Baptist
Church, should be complete by the end of the summer. They have a Fortune 500 Company
coming in around Springfield Road, and they are working on other projects.
Mayor Larry Thompson, City of Garden Ridge indicated that the election is coming up and
he has drawn an opponent. Housing market booming, as soon as a house is up for sale, it
is sold quicky. Their automatic metering infrastructure is in and 25% of the rate payers are
using the app. This app came in useful when there were frozen pipes, and the app detected
a leak and alerted the consumer. It has also been useful on the City side as it altered them
of a consumer leak. Mayor Thompson spoke about the effects on their City during the
winter storm. Roads stayed cleaned, water kept flowing, citizens stayed safe. He
commented on how well all employees responded.
Mayor Dennis, City of Live Oak gave kudos to Mayor Pierce for the work she has done
during her time as Mayor - she made a difference and thanked her for her commitment.
Mayor Dennis updated the Mayors regarding two (2) bills that are making their way
through — and are not good. (1) is the one where we would not be able to be part of TML
lobbying for the cities, if you do go up, you have to go up on your own, city cannot pay for
your gas, food etc.; (2) Partisan races for our municipalities, you have to announce your
party, the parry you are running for. Both these bills TML is watching.
The National League of Cities has a list of the amount being provided for the recent rescue
effort — they will be discussing this at their next Suburban Cities Meeting.
City Secretary Brenda Dennis stated that the City of Schertz continues to host COVID -19
shot clinics and thanked all the cities who have sent volunteers to help out. On behalf of
Mayor Gutierrez please thank everyone from your cities who have come out to volunteer.
Mayor Contreras, City of Marion stated that they have their 2 subdivisions going on again
(1) Marion Parks starting in about 2 weeks — cutting roads for sections 2 & 3; and (2)
Woods of St. Clare. Also, in tightening their belts the City was able to put $259,000 from
last year back in their coffers.
Mayor Walt Williams, City of New Berlin asked the Mayors to think about what they have
done over the past year as he would like to prepare a "State of NEP ", we do a lot, but he
believes we are not getting credit for it. He asked the Mayors to start putting things together,
and he wants to show everyone what we are accomplishing as we are coming to these
meetings. Things that are happening at the MPO's, the Military Affairs Committee for
example that we are a part of. A recap of what we have done and do it once a year to show
the benefit of being a part of NEP and show it to the group.
Mayor Williams also announced that a year from now there is going to be an Air Show at
Randolph (April 23, 2022) and he wants to start planning to have NEP Sponsor one of the
tents at the show. This will drive people to come and put them in our hotels our schools for
public relations, etc., do a reception possibly at the Blue Bonnet Palace.
V. Establish a Date, Time & Location of the next NEP Workshop Meeting.
(Next up is the City of Universal City to host for May 6, 2021.
VI. Establish a Date, Time for the next regular meeting of NEP May 13, 2021.
