CALL TO ORDER
HEARING OF RESIDENTS
This time is set -aside for any person who wishes to address the Parks Advisory Board. Each
person should fill out the speaker's register prior to the meeting. Presentations should be limited
to no more than 5 minutes. Discussion by the Board of any item not on the agenda shall be limited
to statements of specific information given in response to any inquiry, a recitation of existing policy
in response to an inquiry, and /or a proposal to place the item on a future agenda. The presiding
officer, during the Hearing of Residents portion of the agenda, will call on those persons who have
signed up to speak in the order they have registered.

Assistant City Manager; Analyse Miranda, Parks Board Secretary

Call to order: Meeting was called to order by Mr. McDow at 5:40PM.

Regular Agenda:
Agenda Item No. 1. Minutes: Consideration and /or action regarding the approval of the minutes from
March 23, 2021 meeting.
Motion to approve the March 23, 2021 minutes as recorded of the Joint City Council and Schertz Parks
and Recreation Advisory Board Meeting:
Ayes: 7 Nays: 0 Abstains: 0

Agenda Item No 2. Discussion of Joint Meeting with City Council:
Ms. Shrum stated the meeting went well and appreciated all the board members who spoke. Council
seemed to understand the importance of the parks and how it assists in the goal of making Schertz a
destination city.
The city council and board are aware of the budget constraints and the importance of other departments,
but all agreed that the meeting and plan are a step in the right direction. Acknowledged that Schertz will
likely not be a major tourist destination like San Antonio, but can be known regionally for our trail network
and as a partner in the Great Springs Trail.
Agenda Item No 3. Discussion of Hilltop / Homestead Public Meeting:
Ms. Shrum debriefed the Hilltop / Homestead meeting sharing the slideshow and feedback from the
public. Safety and parking were the two main concerns that were addressed.
The next steps in the progress of the Hilltop / Homestead Parks are to apply for the TPWD Grant for
funding, and to move the plans from the conceptual phase to the engineering phase.
Agenda Item No 4. Discussion of Crescent Bend Nature Park:
Ms. Shrum discussed the speeding and safety issues that have been a concern at Crescent Bend Nature
Park. Speed studies were completed by Schertz PD and Ms. Shrum shared the results of the test to include
that the majority of motor vehicles passing are at safe speed. The Parks and Recreation Department will
be putting speed limit signs shortly as well as looking at placing speed bumps. Trail etiquette signs are
also being created along with social media posts and articles in the Schertz Magazine.
Agenda Item No 5. Discussion of Trail Updates:
Ms. Shrum announced that construction on a portion of the Great Northern Trail has begun. Individual
draft maps of each proposed trail system were also presented. Board complimented the design of the
trail.
Ms. Shrum also stated that the maps and plan are in the July issue of the Schertz Magazine which is also
recognize the Parks and Recreation Department for National Park and Recreation Month.
Agenda Item No 6. Announcements by Advisory Board Chairman and Board Members:
Mr. McDow announced his retirement from the Buffalo Valley Youth Association.
