MINUTES OF WORKSHOP
June 3, 2021
I. Call to Order and Establish a Quorum.
Mayor Williams called the workshop to order at 6:45 p.m.
II. Introduction of those present and roll call.

III. New Business:
1. Discussion regarding the July Election of NEP Officers.
Mayor Walt Williams indicated that the election of offices is coming up in July
and to start thinking about it.
2. Discussion regarding and creating a draft outline for the 2022 Air Show, 22 or 23rd
of April 2022. Mayor Walt Williams stated that he has had discussions with the Air
Show Coordinator and let him know that NEP would like to sponsor the VIP tent.
The Mayor's in attendance provided their thoughts regarding this event. Discussion
regarding the following:

• VIP Tent, AC provided in the VIP Tent, food - secure volunteers to furnish
food, get volunteer waitresses, light hors d' oeuvres, open bar or just beer /
wine, securing sponsorships for the event, create a challenge coin, also
discussed was the possibility of hosting a reception the night before the
event. Brainstorm the possibilities, utilize, and highlight businesses within
our cities.
They talked about also hosting this for 2024 Air Show in hopes the Air Show
will again be back at Randolph.
3. Discussion regarding guest speakers. Mayor Williams had mentioned to the
Mayor's present to provide a list of individuals they believe would be interested in
speaking at our meetings. Mayor Williams asked that the Mayor's send him their
contact information so that he could reach out to them.
IV. Old Business
4. Discussion and follow -up regarding topics for the State of NEP Address. Mayor
Walt Williams ask for the Mayor's to provide him as list of the accomplishments of
the last year so that he can begin to work on the State of Address. Mayor Williams
provided information such as we gave money back to our businesses, gave out
money to our First Responders, support of the MPO projects, sponsorships for
colleges, fund raising events to mention a few. (A recap of what we did) would like
to provide this information out at our NEP July meeting. (Tom, Walt, and others to
come up with the list which will be presented at the July meeting.)
V. Items of interest by Member Cities.
Mayor Contreras stated he was re- elected; the City received a GLO Grant in the amount of
$9,946,174. It is for water and sewer infrastructure, We will have a 500,000 elevated water
storage tower, a 12" water main, 10,000 linear feet of sewer lines, renew or refurbish the
manholes and replace all the manhole covers and a few streets,
Mayor John Williams stated that they had a meeting with the CEO of CPS Energy to
discuss issues their City experienced during the winter storm black out ...
Mayor Daly thanked Mayor Boyle and Mayor Gutierrez to the Cibolo 5K & Barbecue
event.
Mayor Hunt stated they are working on the three budgets - Courts, City and Sheriff Office.
He stated that he has been Mayor for 10 years! They are working on hiring a road
contractor.
Mayor Gutierrez stated 4a' July is in full swing, 5K run, parade, fireworks, they have
planned their American Rescue Plan meeting to discuss how the money in the different
categories will be distributed — the City will received $4.5 Million this year and $4.5

Million next year. Mayor Gutierrez also stated that they have also had conversations with
the different entities involved during the winter storm.
Mayor McGehee Aldrich stated that their council just approved to purchase a used
generator for one of their pumps on their water tower. During the winter storm one of their
pumps went out they one of their employee's stayed at the water tower round the clock to
make sure that water stayed pumping. A new Dollar General just opened up in Kirby, HEB
donated $10,000 for their Fire Works for the 4t' of July.
Mayor Boyle thanked the City of Schertz for the Memorial Day Celebration, the City of
Cibolo and Schertz alternate their Memorial Day and Veteran's Day Celebrations. The 5K
and BBQ Cook -off was a fantastic event, $30,000, and thank you NEP for their donation,
$30,000 in scholarships will be given out to students of Steel. Willies has opened — biggest
opening in Texas so far. At their next City Council meeting they will be announcing their
new City Manager.
Mayor Reese indicated that they will be taking delivery of a new ladder truck soon. Also,
they will be hosting a Festa Parade.
Mayor Williams (New Berlin) read information out of the Transportation Code regarding
a General Law Type B City "Street work required by male inhabitants in a Type B City —
the governing body in a Type B General Law City may require the male inhabitants of the
municipality, who are at least 18 years of age and younger than 46 years of age to work on
the streets in public allies, the period of work may not exceed 5 days in a year... and he
continued reading the amount in which they will be paid and those exempt. He stated that
he was reading about county road laws and saw this for Type B General Law Cities — it is
on the books.
VL Establish a Date, Time & Location of the next NEP Workshop Meeting. (Next up is
the City of Cibolo) to host for July 1, 2021.
Mayor Walt Williams stated the next City to host the Mayor's Workshop would be the City
of Cibolo, for July 1, 2021.
VII. Establish a date, time for the next regular meeting of NEP June 10, 2021. Review
Draft agenda for this meeting.
Next meeting will be scheduled for June 10, 2021. Windcrest to provide door prizes.
Mayor's reviewed agenda and approved.
VIII. Adjournment.
A motion and second was made to adjourn - Mayor Wi iams adjourned the workshop
at 7:28 p. m.
