MINUTES OF WORKSHOP
July 1, 2021
I. Call to Order and Establish a Quorum.
Mayor Williams called the workshop to order at 6:45 p.m.
II. Introduction of those present and roll call.

III. New Business:
1. Discussion on upcoming NEP Election of Officers.
Before Mayor Williams started to discuss the spectrum of the election for the new NEP Officers,
NEP Secretary Brenda Dennis announced she would continue her role with the NEP. Discussion
to have an intern to transition into taking on the role of the NEP Secretary would be considered.
Mayor Williams nominated Mayor Jeff Hunt, City of Santa Clara, for Treasurer. Seconded by
Mayor Mary Dennis, City of Live Oak, the vote was unanimous.
Mayor Williams nominated Mayor Ralph Gutierrez, City of Schertz, for Vice - Chairman.
Seconded by Mayor Mary Dennis, City of Live Oak, the vote was unanimous.
Mayor Williams asked for nominations for Chairman. Mayor Mary Dennis nominated Mayor
Victor Contreras, City of Marion. Seconded by Mayor Ralph Gutierrez, City of Schertz, the vote
was unammous.

Mayor Williams asked to continue this meeting and have Mayor Victor Contreras take over at the
August meeting. Mayor Williams also agreed to be the lead for the Air Show Event.
2. Discussion regarding support of the Chamber Balloon Fest.
Mayors present discussed this item and as the Festival brings in citizens from all over thus
promoting economic development, it was the consensus to contribute $5000 toward the event.
3. Discussion and possible changes to the NEP By -Laws.
Mayors present discussed the current by -laws, and a copy was provided to each to bring back
possible changes to the next NEP Mayor Workshop meeting. Mayor Williams indicated that he
had mark -ups that he would send out to them to look over. Mayor Williams reminded them that
the by -laws reflect how they are operating now. Mayor Williams would like to add additions to
the by -laws about pop -up voting, voting at the NEP Meetings, executive sessions, an Award Fund
and at the time they elect a new board, have the by -laws are reviewed as well. He asked that if
any other cities have any suggestions to please send them to NEP Secretary Brenda Dennis.
IV. Old Business
4. Discussion and follow -up regarding topics for The State of NEP address.
Mayor Williams indicated that over the last year NEP has provided several things to our
communities, as an example the COVID 19 relief checks that were provided back to the member
cities to distribute to their small businesses, the support for the college scholarships, support
Randolph's finest — recognition ceremony awards and banquet sponsorship,
Mayor Williams ask the Mayors to provide him with information each city's support during the
pandemic, so he can do a recap and provide this information to our members.
V. Items of interest by Member Cities.
Mayor Stosh Boyle, City of Cibolo thanked the Mayors for coming out tonight. They have been working
on the FY2021 -2022 budget and have been sponsoring Cibolo Summer Nights events during the summer
months. City of Cibolo also hosted a Rodeo at the racetrack.
Mayor Jeff Hunt, Mayor of Santa Clara is working on their budget, his biggest hurdle was getting his
City Council to give their Marshal a pay raise. Still working with the contractor on the road repairs and
working with the engineer for the next project.
Mayor Mary Dennis, City of Live Oak thanked Mr.Scott Joslove, President and CEO of the Texas Hotel
& Lodging Association for the presentation of effects of Covid -19 on the Hotel and Lodging Industry
and information regarding current legislation. She also stressed the importance of the Legislative Update
and the cities being informed of all the changes that effect municipalities.
Mayor Victor Contreras, Mayor of Marion, working on the budget for FY2021 -2022. He also discussed
the road work being done around the City of Marion and their ETJ.

Mayor Kimberly McGehee Aldrich, City of Kirby, working on their budget for FY2021 -2022. The City
of Kirby will be awarded the $300,000 CBDG Grant.
VL Establish a Date, Time & Location of the next NEP Workshop Meeting. (Next up is the City of
Garden Ridge to host for August 5, 2021)
Mayor Walt Williams stated the next City to host the Mayor's Workshop would be the City of Garden
Ridge. Mayor Walt Williams indicated that he would reach out to the Mayor.
Mayor Stosh Boyle, City of Cibolo had concerns of the impervious coverage in Cibolo and the recent
rains showed areas of concern. They will be working with developers more closely to prevent such
problems.
VII. Establish a date, time for the next regular meeting of NEP July 8, 2021. Review Draft agenda for
this meeting.
Next meeting will be scheduled for July 8, 2021.
Mayor Ralph Gutierrez asked that an item be placed on the NEP July 8, 2021, meeting for the City of
Schertz to recognize some of the cities that helped during the Schertz Shot Clinics.
VIII. Adjournment.
