MINUTES OF MEETING
Thursday, September 9, 2021 -11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Vice Chair Mayor Ralph Gutierrez — City of Schertz called the meeting to order at 11:59
a.m. as a quorum was present and thanked everyone for attending.
2. Welcome and Introductions!
Mayor Gutierrez welcomed everyone and had them stand to be recognized and introduce
themselves.

3. Approval of the minutes the Mayors Workshop meeting of August 5, 2021, and the
minutes of the NEP Regular meeting of August 12, 2021.
Mayor Gutierrez recognized Mayor Walt Williams, who moved, seconded by Mayor
Stosh Boyle to approve the minutes of the Mayors Workshop meeting of August 5,
2021, and the minutes of the NEP Regular meeting of August 12, 2021. The vote was
unanimous. Motion Passed.
4. Approval of the Current Treasurer's Reports for NEP. (Treasurer Mayor Jeff
Hunt)

Mayor Jeff Hunt City supplied the Treasurer's report. Mayor Gutierrez recognized
Mayor Walt Williams who moved, seconded by Mayor Tom Daly to approve the current
Treasurer's report. The vote was unanimous. Motion Passed.
5. Discussion and action on cancelling the October 711 NEP Mayors Workshop
meeting due to TML Houston.
Mayor Gutierrez recognized Mayor Walt Williams who moved, seconded by Mayor
Tom Daly to cancel the October 7, 2021, NEP Mayors Meeting. The vote was
unanimous. Motion Passed.
6. State of Quick Trip (QT) - Follow -up on stores built and future development.
(Mike Wooton Real Estate Manager for Quick Trip).
Mr. Wooton provided a PowerPoint presentation on the Quick Trip operation as well as
provided information on upcoming growth and new locations for future Quick Trips.
Mr. Wooton addressed questions from the audience.
7. Information Items.

C. Report from Randolph Air Power Community Council (RAPCO).

D. Report on Bicycle Mobility Advisory Committee.

Mayor Gutierrez recognized City Manager Scott Wayman who stated they had a
meeting yesterday and were provided an update on the fatalities and serious
injuries from accidents over the last several years of unmotorized vehicles— Texas
is down and is doing very well with those numbers declining and the San
Antionio Region is doing even better. They are talking about there is a lot of
programs in place for education, education of our youth, our infrastructure is
getting better, cities doing a better job getting bike lanes put in and more citizens
are using them. Mr. Wayman stated that they are talking about merging the Bike
Mobility and the Pedestrian Mobility together and is unsure who folks will take to
that, he stated that we currently do not have anyone on the Pedestrian Mobility —
there is a BMAC and a PMAC and we are not on PMAC. They are trying to
combine the two and he has made sure that the Northeast Partnership will have a
seat on that committee. More information to come.
E. Report from Metropolitan Planning Organization (MPO).
City Councilman Kevin Hadas stated that next month in October we have invited
MPO to come out and provide us a presentation on the last call for projects and
talk about some of the things that are going on. This is going to be an important
luncheon for our region and hopefully everyone will be able to attend, and show
them that they are a part of our region, the meeting is October 14, 2021, here
Olympia Hills Golf and Conference Center, 11:30 a.m.
He stated that they just completed their last call for projects and provided a brief
story of how he became involved with the MPO and later how Mayor Pro -Tem
Hicks got involved. Joel has been attending every MPO meeting, then it came
time to needing a trade, Judge Kutscher wanted Joel Hicks to come and represent
Guadalupe County. In the end it all worked out. Kevin is still the representative of
NEP on MPO at this time. The call for projects about 300 Million was on the
table, some project for our region wasn't eligible for but Cibolo working with
TxDOT for 1103, Cibolo also received funding for some trails, about 17 Million
was the project award 1103 from Steel High School to FM 78, Schertz FM 1518
all the way to 10 and working again with TxDOT, FM 2252 in Garden Ridge will
be able to get over the bridge to FM3009, Seguin received funding for trails and
other projects and of course Selma funding to extend sidewalk along Lookout
Road. Kevin also mentioned how Blake also helped when they were absent by
attending and advocating for the NEP cities.
After all this Kevin asked that when you see Joel give him a hug, he has been
advocating along with himself and Blake for our cities and it paid off - about 80
million dollars we will be bring to our region from MPO through the continued
efforts of Joel Hicks, Blake, and himself. Kevin also thanked Mayor Dennis, for
when he is unable to attend Mayor Dennis steps in. More information will be
presented from the MPO at our October meeting.

Mayor Daly also mentioned that former Member City Converse had also received
funding dollars for some of their projects, we continued advocating for Converse
even though they are no longer a member of NEP.
8. Establish a Date and Time of the next NEP Mayor's Workshop November 4, 2021 —
City of Live Oak to host.
Next Mayor's Workshop will be November 4, 2021, hosted by the City of Kirby as the
October meeting was cancelled due to TML in Houston.
9. Establish a Date and Time of Next Northeast Partnership for Economic
Development Meeting — October 14, 2 02 1.

10. Items of Interest by Members.
Mayor Gutierrez recognized Councilmember Allison Heyward who provided the following
information based upon the results of the TML Region 7 elections your new Board for
TML beginning in October is:
TML Board Representative —Allison Heyward, Schertz
President — Mayor Pro -Tem Joel Hicks, Cibolo
Vice President — Mayor Victor Contreras
Secretary — City Administrator David Harris, Balcones Heights
Treasurer — City Secretary Brenda Dennis, Schertz
Councilmember Heyward stated that if there were any legislative items you wish for her to
focus on, please let her know.
Mayor Gutierrez recognized City Manager Scott Wayman with the City of Live Oak who
stated that they will be having a 911 Ceremony on Saturday, they attended the ceremony
today at Northeast Lakeview, This Friday they will be having their Movie in the Park, an
on Saturday, September 25''' hosting their Shin Dig on Shin Oak featuring the Spazmatics.
Liane Garrett — Randolph Metrocom Rotary — thanked all those that supported their First
Responders Casino Night, Monday September 20th is their Fundraising Golf Tournament,
still needing sponsors and players, contact her for more information. Come out even if you
are not a golfer, come out. Ms. Garrett thanked all the sponsors of the Golf Tournament.

Representative from Randolph thanked the Northeast Partnership for sponsoring a team of
the servicemen and women for the Randolph Metrocom Rotary Golf Tournament.
Secondly on behalf of the 12th Flying Wing Commander he wanted to thank Mayor
Gutierrez and City Manager Dr. Browne for sponsoring the MAC Lunch Meeting and for
all those that attended and participated in. Great event and great information.
City Manager Kim Turner, Universal City stated they are hosting a murder mystery
September 23, 2021, here at the golf course. Contact the golf course for more information
at 945 -GOLF.
Mayor Erickson, City of Garden Ridge stated they have a new High School just outside
Garden Ridge City Limits but in Comal County and is technical their high school it's called
Davenport High School — the City gets to next Wednesday participate an old fashion
Homecoming Parade — everyone is invited to attend. They will be gathering at Triumphant
Lutheran Church and the parade will go through Forest Waters Subdivision and traveling
down to end at Paul Davis Park. Food vendors, food truck and other vendors will be on
site, come out and have a great time.
Mayor Walt Williams, City of New Berlin stated that he wanted to give another plug for
NEP, the membership and why it is important — he mentioned the most recent TML election
where TML Region 7 received tremendous support from the NEP Cities. He mentioned
that most all NEP Mayors were present and had a part in participation and success of the
TML Region 7 Officers election. He stated that the coalition that we have now with NEP
and the leadership going forward is just going to get better and better. He thanked all the
NEP Cities for their support.
Representative from the City of Garden Ridge mentioned their upcoming 5th Annual
Classic Car Show coming October 21 It — there is 31 car categories for the event — there will
also be different vendors, arts & craft show, silent auction, all proceeds benefit the Garden
Ridge Police Department and the Comal County 100 Club.
Mayor Gutierrez stated to piggyback on the comments of Mayor Williams, we are a force
when we are together.
Mayor Gutierrez mentioned that TxDOT will be starting to move dirt October 3, 2021, on
the IH 35 expansion project — more parking tickets will be given out.
