The Schertz Planning and Zoning Commission convened on September 22, 2021 at 6:00
p.m. at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4,

The Planning and Zoning Commission will hold a public hearing related to zone change requests
and replats within this agenda. The public hearing will be opened to receive a report from staff,
the applicant, the adjoining property owners affected by the applicant's request, and any other
interested persons. Upon completion, the public hearing will be closed. The Commission will
discuss and consider the application, and may request additional information from staff or the
applicant, if required. After deliberation, the Commission is asked to consider and act upon the
following requests and make a recommendation to the City Council if necessary.
A. PC2021-036- Conduct a public hearing to amend the Schertz Code
of Ordinances, Unified Development Code (UDC), Article 5,
Subsection 21.5.8 Permitted Use Table, to add "Aggregate
Extraction".
Mrs. Harrison and the applicant provided a presentation.
Mr. Outlaw opened the public hearing at 6:14 P.M.

SUP, is required for both the Manufacturing Light and
Manufacturing Heavy zoning districts , seconded by Commissioner
Judy Goldick

B. ZC2021 -010 Consider and /or make a recommendation on a request
to rezone approximately 45 acres of land from General Business
District (GB) to Manufacturing (M -1), generally located approximately
1,300 feet east of Friesenhahn Lane and 450 feet north of IH -35
access road, also known as Comal County Property Identification
Numbers 150166 & 81285, City of Schertz, Comal County, Texas.

The applicant is proposing to preliminary plat 9 acres of land in order to establish four (4) commercial lots.
GENERAL LOCATION AND SITE DESCRIPTION:
The subject property is undeveloped and is located approximately 900 feet east of the intersection of
Maske Road and FM 1518.
ACCESS AND CIRCULATION:
The portion of Maske Road, adjacent to the subject property, from FM 1518 to the Windy Meadows
Subdivision is identified as a Commercial Collection (70' ROW section). Currently, Maske Road varies in
width, including adjacent to the subject property in which it measures ranging from twenty to twenty -five
(20 -25) feet in width. Due to this variable width, the proposed preliminary plat is dedicating an additional
1.2.50 feet of right of way in order to fulfill their half of the roadway improvement requirements.
The property will also be serviced by a 34' cross access easement /fire access that will serve all four (4)
lots. Lots 1 and 3 will have direct access from Maske Road but Lots 2 and 4 will utilize the cross access
easement /fire access that runs through the middle of the property. This access easement will also provide
a connection to Lot 32 Block 2 of the Windy Meadows Subdivision (the corner of FM 1518 and Windy
Meadows Drive) which allows them to have access to FM 1518 and also Windy Meadows Drive.

The applicant will be responsible for complying with Unified Development Code (UDC), Section 21.9.9
Tree Preservation and Mitigation; they have submitted a signed tree affidavit indicating the subject
property has no Protected or Heritage Class trees.

The site will be serviced by City of Schertz water and wastewater, Cibolo Creek Municipal Authority
(CCMA), and Guadalupe Valley Electric Cooperative.
All public improvements required for this subdivision are required to be installed prior to recording of the
final plat per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement.
Water: The site will be serviced by a City of Schertz water line that will extend throughout the
development to serve each of the four (4) lots.
Sewer: The site will be serviced by a City of Schertz wastewater line that will extend throughout the
development to serve each of the four (4) lots.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for
compliance with Stormwater regulations. A Stormwater Management Plan has been reviewed and
approved by the City Engineer.
Sidewalks, Hike and Bike Trails: A sidewalk designed to meet City of Schertz specifications is required to
be constructed along Maske Road and FM 1518.
Road Improvements: All streets will be developed to City of Schertz specifications for local streets. They
will be dedicating 12.50', (0.182 acres) of right -of -way along Maske Road adjacent to the proposed Lot 1
and Lot 3 and will not be doing any improvements along this portion of their plat. Additionally,
immediately adjacent to Lot 2, there is a 1.5 foot wide right of way dedication along FM 1518.
STAFF ANALYSIS AND RECOMMENDATION:
The preliminary plat is consistent with the applicable requirements for the property, ordinances, and
regulations. The preliminary plat has been reviewed with no objections by the Fire, Engineering,

The Planning and Zoning Commission is the final approval authority of the proposed preliminary plat. In
considering final action on a preliminary plat, the Commission should consider the criteria within UDC,

The applicant is proposing to preliminary plat the approximate 61 acres of land to establish 4 industrial
lots. Per the letter of intent submitted with the Preliminary Plat, the San Antonio One subdivision is
proposed to develop in two phases. The first phase, Lot 1 and Lot 2, Block 1, the back two lots, are
proposed to develop first as office /warehouse buildings that will be composed of over a million square
feet.
GENERAL LOCATION AND SITE DESCRIPTION:
The subject property is currently undeveloped and is located 2,500 feet west of the intersection of Schwab
Road and IH -35 frontage road.
ACCESS AND CIRCULATION:
The property will have three (3) points of access. The first being David Lack Blvd., which the proposed
preliminary plat is dedicating and will construct the extension from the existing David Lack Blvd to the
subject property. The second point of access will be from the newly created sixty (60') foot wide Forefront
Way, which will be extended from the IH -35 frontage road to the proposed extension of David Lack
Blvd. Then last point of access will be from the extension of the sixty (60') foot wide Baugh Lane to
connect to Schwab Road. All of these roadways will be constructed and dedicated with this plat.
TREE MITIGATION AND PRESERVATION:
The applicant will be responsible for complying with Unified Development Code (UDC), Section 21.9.9
Tree Preservation and Mitigation. The applicant has submitted a signed tree affidavit for the subject
property and has indicated that Protect and Heritage trees will be removed with the development of the
property. Any required tree mitigation will be evaluated and collected prior to the removal of any
protected or heritage trees on site.
PUBLIC SERVICES:
The site will be serviced by the City of Schertz water and wastewater, Cibolo Creek Municipal Authority
(CCMA), and New Braunfels Utilities for electric.
PUBLIC IMPROVEMENTS:
All public improvements required for this subdivision are required to be installed prior to recording of the
final plat per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement.
Water: The site will be serviced by a City of Schertz water line that will extend throughout the
development to serve each of the four lots as well as be stubbed for future developments.
Sewer: The site will be serviced by a City of Schertz wastewater line that will extend throughout the
development to serve each of the four lots as well as be stubbed for future developments.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for
compliance with Stormwater regulations. A Stormwater Management Plan has been reviewed and
approved by the City Engineer.
Sidewalks, Hike and Bike Trails: A sidewalk designed to meet the City of Schertz specifications is
required adjacent to all roadways identified on the preliminary plat. Sidewalk construction will occur with
the development of the properties and the roadway construction.
Road Improvements: All streets will be developed to City of Schertz specifications for local streets. They
will be dedicating right -of -way and constructing the remaining portion of David Lack Blvd from the
existing terminus to the subject property, constructing and dedicating the sixty (60') right -of -way for
Forefront Way from IH 35 to the proposed extension of David Lack Blvd, and dedicating and
constructing the remaining portion of Baugh Lane.
The preliminary plat is consistent with the applicable requirements for the property, ordinances, and
regulations. The preliminary plat has been reviewed with no objections by the Fire, Engineering,
Planning and Public Works Departments.
* While the Commission can impose conditions; conditions should only be imposed to meet requirements
of the UDC.
The Planning and Zoning Commission is the final approval authority of the proposed preliminary plat. In
considering final action on a preliminary plat, the Commission should consider the criteria within UDC,
Section 21.12.8 D.

Current Projects and City Council Status Update
DEVELOPMENT INFORMATION
The following is being provided for information purposes only so that the Planning and Zoning
Commission is aware of the current status of new site plan applications, status of applications heard by
the Commission and recommended for final action by the City Council, and the status of administratively
approved applications.
NEW SITE PLAN APPLICATIONS:
The following new site plan applications were submitted to the Planning and Community Development
Department between September 18 and October 22.
• The Offices at Forest Ridge, Lot 5, Block 2 (5009 Schertz Parkway)
Site Plan for proposed 2 medical buildings: building 1: 8,520 sqft and building 2: 4,000 sqft
CITY COUNCIL RESULTS: The following development applications were
recommended for final action to the City Council:
• Ord. 21 -S -42: 9049 Trainer Hale Road Subdivision, rezone request from Pre - Development to
Single- Family Residential/Agricultural District (RA)
• Recommended for approval at the September 8, P &Z Meeting (7 -0 vote)
