Call to order: Meeting was called to order by Mr. McDow at 5:4313M.

Regular Agenda:
Agenda Item No. 1. Minutes: Consideration and /or action regarding the approval of the minutes from
November 16, 2020 meeting.
Motion to approve the November 16, 2020 minutes as recorded of the Schertz Parks and Recreation
Advisory Board regular meeting:

Agenda Item No 2. Update on Trails:
Ms. Shrum presented slides to update board members on the new trails to include potential locations,
names, signage and logos. Would be a great opportunity to tie in local art as previously discussed.
Branding the new trail system will be crucial for attendees but also for fundraising, grants and other
promotional opportunities.
Progress has been made on the Great Northern Trial. Cibolo Valley Baptist Church has agreed to trail
easement and is currently forecasted to be completed under budget.
Discussions occurred of the new non - profit the "Great Spring Project" to connect all springs in the area
from Austin to San Antonio. Parks department is hopeful in partnering with this project in the future.
enda Item No 3. Update on Community Circle Park Master Plan:
Discussion with the LUCK Design Team consultant was cancelled due to technical difficulties. The master
plan was reviewed.
Discussions about the need for the Community Circle Park to include parking issues, a desire for a larger
dog park and additional phases of the skate park, left over funding from previous project bonds and to
drive teen activity away from the Community Playscape. The traffic circle will now have a purpose and is
now the theme of the whole park while also having a very progressive design. The park will still have a
place for activities to include movies and practices.
Discussion regarding enough facilities being built for the growing park. LUCK has a formula to account for
enough parking but will need to confirm other facilitates needs are accounted for.
Park hours will remain the same as other parks through Schertz (6:OOam — 11:OOpm). Discussion of
vandalism occurred but Parks department is not concerned. They do not anticipate any more than usual
and police and animal shelter departments are nearby to monitor.
Discussion occurred with maintenance of parks. Not only will increased staffed be required as parks
expand but also maintaining current parks which has been a problem in the previous years.
Discussion occurred on funding sources specifically regarding bond funding. Fire station #4 and Public
Safety building currently city priority.
Board believes this project is on the right track and will give feedback as needed. Initial support from local
businesses has already begun.
Agenda Item No 4. Discussion of rescheduled join meeting with City Council:
Joint meeting has been rescheduled for March 23, 2021 at 6:OOpm in- person at City Council Chambers
while maintaining social distancing protocols.

• Review of Parks, Recreation & Community Services Department
o To discuss Current Staffing & Funding; Contracting & Partnerships; Transferring Non -Park
Properties to Public Works /Facilities; and How Far We've Come
• Discussion and /or Action regarding the top two priorities for the Parks & Recreation Advisory Board
o To discuss Parks department future focus on Trails and Regional Parks as well as funding and
staffing for items
• Discussion and /or Action regarding the recreation facility contracts with the YMCA and future
direction for those facilities.
o To discuss recreation facility contracts to include recreation center, aquatics center, senior
center and outdoor pools
Agenda Item No 4. Announcements by Advisory Board Chairman and Board Members:
Mr. McDow announced BYVA Opening Day Parade — March 20th. Will model event like the year before last
including a parade. Will not be cancelling season and will implement necessary safety and social distancing
policies as needed. Current registration numbers are at about 50% including the surrounding areas.
Season begins at the end of March and runs through June. Mr. McDow is concerned that parents will miss
registration window due to families feeling safer later in the year.
Mr. McDow would like to recognize Parks Department staff and the contractors who worked to install the
much - needed new shade structures on Fields 5, 6, and 7 over the last two months.
Mr. Garvin has been nominated forthe Irrigation Advisory Council of TCEQ and will accept this nomination
on March 311t
