The Planning and Zoning Commission will hold the regularly scheduled meeting at 6:00p.m., Wednesday, February 23, 2022, at the
City Council Chambers. In lieu of attending the meeting in person, residents will have the opportunity to watch the meeting via live
stream on the City's YouTube Channel.

The Schertz Planning and Zoning Commission convened on February 9, 2022 at 6:00 p.m. at the Municipal
Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

5.PUBLIC HEARING:
The Planning and Zoning Commission will hold a public hearing related to zone change requests and replats within this
agenda. The public hearing will be opened to receive a report from staff, the applicant, the adjoining property owners
affected by the applicant’s request, and any other interested persons. Upon completion, the public hearing will be closed.
The Commission will discuss and consider the application, and may request additional information from staff or the
applicant, if required. After deliberation, the Commission is asked to consider and act upon the following requests and
make a recommendation to the City Council if necessary.
A.ZC2021-013 Hold a public hearing, consider, and make a recommendation on a request
to rezone approximately 9 acres of land from General Business District (GB) and
Pre-Development District (PRE) to General Business District (GB) and General
Business District-2 (GB-2), generally located 3,000 feet east of the intersection of
Schwab Road and IH-35 access road, also known as a portion of Comal County
Property Identification Number 78178, City of Schertz, Comal County, Texas.
Mrs. Harrison and the applicant provided a presentation.
Mr. Outlaw opened the public hearing at 6:18 P.M.

SUBJECT:PC2022-009 Consider and act upon a request for approval of a final plat of the Maske Road Business Park Subdivision, a
9 acre tract of land located approximately 900 feet east of the intersection of Maske Road and FM 1518, City of Schertz,
Guadalupe County, Texas.

ITEM SUMMARY:
The applicant is proposing to final plat 9 acres of land in order to establish four (4) commercial lots.
GENERAL LOCATION AND SITE DESCRIPTION:
The subject property is undeveloped and is located approximately 900 feet east of the intersection of Maske Road
and FM 1518.
ACCESS AND CIRCULATION:
The portion of Maske Road, adjacent to the subject property, from FM 1518 to the Windy Meadows Subdivision is
identified as a Commercial Collection (70' ROW section). Currently, Maske Road varies in width, including
adjacent to the subject property in which it measures ranging from twenty to twenty-five (20-25) feet in width. Due
to this variable width, the proposed final plat is dedicating an additional 12.50 feet of right of way in order to fulfill
their half of the roadway improvement requirements.
The property will also be serviced by a 34' cross access easement/fire access that will serve all four (4) lots. Lots 1
and 3 will have direct access from Maske Road but Lots 2 and 4 will utilize the cross access easement/fire access
that runs through the middle of the property. This access easement will also provide a connection to Lot 32 Block 2
of the Windy Meadows Subdivision (the corner of FM 1518 and Windy Meadows Drive) which allows them to
have access to FM 1518 and also Windy Meadows Drive.
TREE MITIGATION AND PRESERVATION:
The applicant will be responsible for complying with Unified Development Code (UDC), Section 21.9.9 Tree
Preservation and Mitigation; they have submitted a signed tree affidavit indicating the subject property has no
Protected or Heritage Class trees.
PUBLIC SERVICES:
The site will be serviced by City of Schertz water and wastewater, Cibolo Creek Municipal Authority (CCMA),
and Guadalupe Valley Electric Cooperative.
PUBLIC IMPROVEMENTS:
All public improvements required for this subdivision are required to be installed prior to recording of the final plat
per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement.
Water: The site will be serviced by a City of Schertz water line that will extend throughout the development to
serve each of the four (4) lots.
Sewer: The site will be serviced by a City of Schertz wastewater line that will extend throughout the development
to serve each of the four (4) lots.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance
with Stormwater regulations. A Stormwater Management Plan has been reviewed and approved by the City
Engineer.
Sidewalks, Hike and Bike Trails: A sidewalk designed to meet City of Schertz specifications is required to be
constructed along Maske Road and FM 1518.
Road Improvements: All streets will be developed to City of Schertz specifications for local streets. They will be
dedicating 12.50', (0.182 acres) of right-of-way along Maske Road adjacent to the proposed Lot 1 and Lot 3 and
will be adding additional pavement in order to meet their half of the roadway width of twenty-four feet (24').
Additionally, immediately adjacent to Lot 2, there is a 15-foot wide right of way dedication along FM 1518.
STAFF ANALYSIS AND RECOMMENDATION:
The final plat is consistent with the applicable requirements for the property, ordinances, and regulations. The final
plat has been reviewed with no objections by the Fire, Engineering, Planning and Public Works.

COMMISSIONERS CRITERIA FOR CONSIDERATION:
The Planning and Zoning Commission is the final approval authority of the proposed final plat. In considering final
action on a final plat, the Commission should consider the criteria within UDC, Section 21.12.10.D.

DEVELOPMENT INFORMATION
The following is being provided for information purposes only so that the Planning and Zoning Commission is aware of the current status of
new site plan applications, status of applications heard by the Commission and recommended for final action by the City Council, and the
status of administratively approved applications.
NEW SITE PLAN APPLICATIONS:
There were no new site plan applications submitted to the Planning and Community Development Department between
February 5th and February 18th.
CITY COUNCIL RESULTS: The following development applications were recommended for final action to the City Council:
Ord. 22-S-07: A Comprehensive Land Use Plan for approximately 44 acres of land from Mixed Use Neighborhood land use
designation to Single-Family Residential land use designation.
Recommended for approval at the January 12 P&Z Meeting (7-0 vote)
Approved on first reading at the February 8 CC Meeting (6-0 vote)
Scheduled for final reading at the February 22 CC Meeting
Ord. 22-S-08: A Comprehensive Land Use Plan for approximately 15 acres of land from Estate Neighborhood land use designation to
the Mixed-Use Neighborhood Center land use designation.
Recommended for approval at the January 12 P&Z (4-3 vote)
