The Transportation Safety Advisory Commission (TSAC) convened for a meeting on
Thursday, November 4, 2021 at 5:30 PM in the Council Chambers, Building #4,

CALL TO ORDER at 5:45 PM by Chair Richard Dziewit. As there were only four (4) committee
members present and we do not have a quorum, no issues may be voted on.

HEARING OF RESIDENTS
Amanda Martinez, 9001 Hollering Pass, Schertz, 210 -441 -1132, ammartinezgccmcnet.com.
She is the property community manager for The Crossvine. The developers and residents
have concerns about issues with street signs:
o They would like "No Parking" or "Short-Term Parking" or "15 Minutes Parking"
signs at each of the four (4) mailbox kiosks with towing enforcement if that's
permitted.
o Would like more Yield signs placed in the roundabouts on Hollering Vine. They
have them on Long Leaf, but not further down on Hollering Vine.
o Canopy Bend and Lower Seguin Road — There is a curve when you're exiting the
community that is dangerous and visibility is very minimal.
o Parking issues — Parents line up and park on Hollering Vine and the stop sign at 1518
for Founders School and it has become a hazard. Maybe have "No Parking" signs
and whether it could be enforced.

1. Minutes: Consideration and/or action regarding the approval of the minutes of the September 2,
2021 Meeting. Since we do not have a quorum, the minutes will not be able to be approved.
Commissioner Heyward would like to request that the minutes be summarized and not so
lengthy.
Chairman Dziewit explained that Kathy Woodlee will present the items on the agenda for
informational purposes only as no voting can take place. Kathy Woodlee also explained that
most of the items are very brief, simple updates and following with what we transitioned to
the last meeting, we're going to continue to have the small items listed on the agenda as an
agenda item to keep everyone accountable and keep better track of the items. There will be
some items on the agenda repeatedly until they're resolved.
2. Crosswalk Request: Update on the Status of the Request for a Pedestrian Crosswalk on
Savannah Drive near Willow Ranch Street. We've looked at a number of options and Public
Works did traffic counts and speed studies. The next step is to perform the analysis with the
different options and site distances and actual speeds that came from that data collection to make
sure that where we hope to put it is safe. If it's not safe, back to the drawing board and will try
different options.
3. Four -Way Stop Request: Update on the Status of the Request for Stop Signs and /or Speed
Humps in Rhine Valley. This is one of the next one's up to have some traffic counters installed
and data gathered so we can determine if there's a warrant for additional stop signs.
4. Other Traffic Device Requests: Update on the Status of the Request for speed humps and/or
dynamic speed limit signs in the Misty Woods Subdivision and on Dimrock. We're waiting for
data collection on this one as well. We have a limited number of traffic counters that Public
Works deploys and they need to be out for full weeks at a time, occasionally they miscount, and
so it does sometimes take months to get to these items. This particular area is being affected by
the construction on Live Oak and even possibly Elbel and the Schertz Parkway construction just
finished. We're waiting until most of that is cleared out because we don't think we'll get a true
picture of what's going on in order to make some big decisions such as installing speed humps
until we know long term what the traffic's going to look like there.
5. Speed Study: Update on the Status of the Speed Study in the Fairhaven Subdivision. Charles
Kelm reports that we've have a number of concerns expressed by the residents of Fairhaven.
They've performed a number of traffic count studies on several of the streets because as the
complaints and concerns came in — the majority of them being on Columbia and Storm King, but
some were on Black Butte and Mule Deer — so we wanted to look at the flow holistically. Storm
King, which runs parallel to Columbia, the average daily counts ranged from 116 to 186 which is
not the volume you would expect to see. We had the 85th percentile on one count but performed
the study again at the same location because we had a few outliers we thought were affecting the
study and then we did it again at 5313, 5412 twice. The bottom line is we didn't see the average
daily trips or the volume needed for speed humps nor did the speeds accurately reflect that there
was a speeding problem. However, this is a long, sloping street and is fairly wide even with
parking on both sides people can pick up speed if they want and what we noticed was they would
slow down for the stop signs, get through the stop signs, and speed up go pretty quick and then
they would slow down again. The data shows that the 85th percentile was in several locations,
specially 5220 Columbia and then 5440 and 5564 we saw speeding. Based on the data we're
seeing we've proposed to put in two maybe three different speed humps in there to try and help
slow that down. We've had enforcement out there throughout the study which has validated
what we saw on the studies, so we'll continue to have enforcement and as soon as we can get
resources together, we'll get the speed humps in place later this month or in December.

6. Schertz Parkway — Ashley Park: Update on the Status of the Request for Signalization. We
don't expect there to be the volume of traffic on Schertz Parkway to warrant a traffic signal,
however, we will do a quick round of data collection to confirm that, or we'll find out that there
is more than we think but the study will determine if a signal warrant analysis needs to be
performed. The analysis for a signal is significantly more complex than an analysis for a speed
hump or a stop sign.
7. Traffic Issues on Fairlawn: Update on Congestion, School Zone, and No Parking Issues on
Fairlawn near the School of Science and Technology. They had met with the school and they put
some traffic flow control measures in place on their site. We have not heard follow -up
complaints from folks out there, so we do have a follow -up meeting scheduled next month with
the school to make sure that things are still going well.
8. Summary of New Requests to Staff.,
a. Request for Speed Humps on Woodland Oaks east of FM 3009. The request runs from 3009
to the city limit line.
b. Request for Traffic and Speed Study on Bench Trail. The request is between Crest Oak and
Circle Oak to the east of 3009.
9. Chapter 86, Article VI Proposed Amendments: Update on Preparation to Present to City
Council. The device lists are being updated and confirmed for the appendices. We hope to go to
Council in January.
10. Staff Comments:
• Chairman Dziewit commented that based on everything we've heard already, a lot more is
dependent on studies that are being done for a lot of these areas. In terms of studies, are they
done at different time periods for different locations? For instance, those areas that are near
schools. Are they done just during the time period when schools begin and end? Kathy
Woodlee responded, to a certain extent. If the location is one that we believe is heavily
influenced by school traffic, then we try to take into account during the summer there is so
much less traffic there than during the school year. Taking that information into account, it
may not warrant any sort of action. But it we took the same counts during the school year
we'd see a totally different picture. So, we try to figure out when's the worst -case scenario
for the traffic in a location.
Ron Stevens reported that he thought a resident was going to be here to voice their concern
on a traffic issue, so he'd presenting on their behalf. It is a traffic enforcement issue at the
Winburn and Randolph intersection. If we have enforcement monitoring, there seems to be
speeding near Schertz Elementary School and First Baptist Church. The citizen thinks that
where the study was done before the people speeding were approaching the stop sign so if we
move it back it would indicate the speeding issue closer to the elementary school. Charles
Kelm responded that we've already stepped -up enforcement in that area over the last 60 days
and have put new speed radar signs there which may affect the traffic pattern. Patrol has
been in that area and citations have gone up.
