5.PUBLIC HEARING:
The Planning and Zoning Commission will hold a public hearing related to zone change requests and replats within this
agenda. The public hearing will be opened to receive a report from staff, the applicant, the adjoining property owners affected
by the applicant’s request, and any other interested persons. Upon completion, the public hearing will be closed. The
Commission will discuss and consider the application, and may request additional information from staff or the applicant, if
required. After deliberation, the Commission is asked to consider and act upon the following requests and make a
recommendation to the City Council if necessary.
A.ZC2022-004– Conduct a public hearing and make a recommendation on a request to
amend the Comprehensive Land Use Plan and Thoroughfare Plan by designating
approximately 142 acres of the Future Land Use Map as Industrial generally located 3,500
feet southwest of the intersection of Doerr Lane and Bell North Drive, Comal County,
Texas: Property ID 77739 and designating the extension of Tejas Way as a Commercial
Collector A.

SUBJECT:PC2022-016 Consider and act upon a request for approval of a final plat of the Hallies Cove Subdivision Unit 4A, an
approximately 10.4 acre tract of land generally located approximately 640 feet southeast from the intersection of Hallie
Brook and FM 1518, City of Schertz, Bexar County, Texas.

ITEM SUMMARY:
The applicant is proposing to final plat approximately 10.4 acres of land to establish 33 single-family residential
lots with a minimum lot size of 9,600 square feet (Ordinance 17-S-04). Within this unit four (4) residential
lots will meet the newly established minimum lot area in accordance with the updated PDD Development
Standards, Ordinance 21-5-01, which specifically applies to Hallie's Cove Unit 4A.

a. Lot depth, measure alongside property lines, for irregular lots, lots fronting cul-de-sac or knuckles and curved
streets, may vary in length provided that the average length of the two (2) side lots lines shall not be less than one
hundred (100) feet.
b. A maximum of twenty (20) linear feet of the building width may have a reduced minimum rear yard setback of
two (10) feet. Building width shall be measured in a straight line parallel to the lot width as defined by the UDC.
c. Lots adjacent to drainage easements, will have a minimum lot depth of one hundred nine (109) feet and a
minimum area of 8,720 square feet.
The Hallies Cove Subdivision Unit 4A was approved on August 11, 2021. After the approval of the final plat there
were discussions between the developer and the city to move the pump and haul tanks to the park space. In
relocating the tanks it would allow the developer to develop lots 10-16, block 7 and Lot 20, Block 3.
GENERAL LOCATION AND SITE DESCRIPTION:
The subject property is currently undeveloped and is located approximately 640 feet from the intersection of Hallie
Brook and FM 1518 and immediately south of the existing Hallie's Cove Subdivision Unit 2.
ACCESS AND CIRCULATION:
Unified Development Code (UDC) Article 14 requires that all residential subdivisions have a minimum of two (2)

locations accessing existing public streets. This unit is designed to have three (3) points of access from the
extension of Hallie Loop and Hallie River, recorded with Unit 2, and the extension of Hallie Crest, recorded with
Unit 3.
TREE MITIGATION AND PRESERVATION:
The applicant will be responsible for complying with the Unified Development Code (UDC), Section 21.9.9 Tree
Preservation and Mitigation. The applicant has submitted a tree affidavit which indicates that the development of
this site will in fact cause the destruction of Protected or Heritage class tree(s). Any required tree mitigation will be
assessed and collected before permit issuance.
PUBLIC SERVICES:
The site will be serviced by Schertz water, CPS, AT&T, and Time Warner Cable. Sewer will ultimately be serviced
by the City of Schertz and treated by Cibolo Creek Municipal Authority (CCMA) once the lines to the future waste
water treatment plant in southern Schertz are constructed. In the interim, the applicant has entered into an
agreement with the City for pump and haul wastewater service.
PUBLIC IMPROVEMENTS:
All public improvements required for this subdivision are required to be installed prior to recording of the final plat
per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement.
Water and Sewer: The site will be serviced through 8" water lines and 8" sewer lines that will be extended through
the subdivision and stubbed for future development. The sewer service will ultimately be provided by the City and
treated by CCMA, who holds the Certificate of Convenience and Necessity (CCN) for all the buildable lots on
site. Once the sewer lines to the future wastewater treatment plant in southern Schertz are constructed, public
wastewater service will be available for the Hallie's Cove Subdivision. In the interim, the developer has entered
into an agreement with the City for pump and haul wastewater service, which was originally approved by City
Council on August 22, 2017. This agreement granted the allowance of 47 building permits in the Hallie's Cove
Subdivision on the pump and haul wastewater system. A revised pump and haul agreement was approved by City
Council on March 26, 2019, Resolution 19-R-36, which extended the terms of the agreement through the end of
2019 or until construction of the plant and trunk line. This granted the developer the ability to construct beyond the
previously allowed 47 building permits as long as the required sanitary sewer tanks remain under 75% capacity.
Drainage: The applicant is responsible for all drainage associated with the subject property and for compliance with
the storm water regulations. A storm water management plan was submitted for the Hallie's Cove Master
Development Plan, along with subsequent storm water management plans for Unit 4. The plans have been
reviewed and approved by the City Engineer.
Sidewalks, Hike and Bike Trails: Sidewalks will be constructed along both sides of the streets throughout the
subdivision. All sidewalks will be designed to meet the City of Schertz specifications.
Parks: The Hallies Cove Master Development Plan includes approximately 39 acres of land that is proposed as
dedicated public parkland. The Hallie's Cove MDP was reviewed by the Parks and Recreation Advisory Board and
approved as part of the PDD Ordinance 16-S-32. There is an approximately 25 acre park/open space lot dedicated
and recorded within Hallie's Cove Unit 5 and then another approximately 14 acre park/open space lot dedicated and
recorded within Hallie's Cove Unit 3.
Road Improvements: All streets within this Unit will be developed to the City of Schertz specifications.
STAFF ANALYSIS AND RECOMMENDATION:
The final plat has been reviewed by Engineering, Public Works, Fire and Planning Departments with no objections.
Staff recommends approval of the final plat for Hallies Cove Unit 4A as submitted.

ITEM SUMMARY:
The applicant is proposing to final plat approximately twenty-one (21) acres of land to establish seventy-eight (78)
buildable single-family residential lots. Thirty-six (36) lots will develop in accordance with the 'SF 7200' lot
requirements, Seventeen (17) lots will develop in accordance with the 'SF 8200' lot requirements, and Twenty-Five
(25) lots will develop in accordance with the 'SF 9000' lot requirements as illustrated in the Parklands II Subdivision
Planned Development District standards (Ordinance 19-S-20). Please see the table below for more detailed
dimensional information regarding the aforementioned lots.

GENERAL LOCATION AND SITE DESCRIPTION:
The subject property is undeveloped land and is generally located 4,500 feet east from the intersection of Froboese
Lane and Parklands Way.
ACCESS AND CIRCULATION:
The Unified Development Code (UDC), Article 14 requires that all residential subdivisions have a minimum of two
(2) locations accessing existing public streets, Pinder Way and Field Place to Park Overlook, all of which connect
to Parklands Way. This development is designed to have two (2) points of access which will be constructed
through Parklands II Unit 1. Prior to recording the final plat for this unit the final plat for Parklands II Unit 1 must
be filed with the county clerks office.
TREE MITIGATION AND PRESERVATION:
The applicant will be responsible for complying with Unified Development Code (UDC), Section 21.9.9 Tree

Preservation and Mitigation. The applicant has submitted a tree affidavit which indicates that the development has
no Protected or Heritage class trees on site.
PUBLIC SERVICES:
The site will be serviced by Schertz water and sewer, Cibolo Creek Municipal Authority (CCMA), CenterPoint
Energy, Guadalupe Valley Electric Cooperative (GVEC), AT&T and Spectrum.
PUBLIC IMPROVEMENTS:
All public improvements required for this subdivision are required to be installed prior to recording of the final plat
per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement.
Water and Sewer: The site will be serviced by the City of Schertz with an 8" water line as well as an 8" sewer line
both being stubbed for future development.
Drainage: The applicant is responsible for all drainage associated with the subject property and compliance with the
Storm Water regulations. The drainage report has been reviewed and approved by the City Engineer.
Sidewalks, Hike and Bike Trails: Sidewalks will be constructed along both sides of the street throughout the
subdivision and will be done in accordance with the City of Schertz regulations and standards.
Road Improvements: All streets will be developed to City of Schertz specifications for local streets.
STAFF ANALYSIS AND RECOMMENDATION:
The final plat is consistent with the applicable requirements set forth in the ordinances and regulations for the
property. It has been reviewed with no objections by the Engineering, Fire, Planning and Public Works
Departments. Therefore, staff recommends approval of the final plat for Parklands II Unit 2 & 3 as submitted.

The following is being provided for information purposes only so that the Planning and Zoning Commission is
aware of the current status of new site plan applications, status of applications heard by the Commission and
recommended for final action by the City Council, and the status of administratively approved applications.
NEW SITE PLAN APPLICATIONS:
There were no new site plan applications
submitted to the Planning and Community Development Department between March 19 and April 8.

Ord. 22-S-11: A rezone of approximately 9 acres of land from General Business District (GB) and
Pre-Development District (PRE) to General Business District (GB) and General Business District-2 (GB2)
Recommended for approval at the February 9, 2022 P&Z (7-0 vote)
Approved on the first reading at the March 22, 2022 CC Meeting (6-0 vote)
Approved on the final reading at the April 5, 2022 CC Meeting (5-0 vote)
Ord. 22-S-15: A request for a Specific Use Permit to allow a convenience store with gas pumps on
approximately 2.7 acres of land.
Recommended for approval at the March 9, 2022 P&Z (6-0 vote)
Approved on the first reading at the April 5, 2022 CC (5-0 vote)

Ord. 22-S-18 A request to amend Unified Development Code (UDC), Article 9- Site Design Standards,
Section 21.9.9 Tree Preservation and Mitigation, to cap the maximum required tree mitigation.

Ord. 22-S-19 A request to amend the Unified Development Code (UDC), Article 4 subsection 21.4.5, Article

subsection 21.10.2 and 21.10.4.
