Hearing of Residents
This time is set aside for any person who wishes to address the Parks Advisory Board. Each person should fill out the speaker's register
prior to the meeting. Presentations should be limited to no more than five (5) minutes. Discussion by the Board of any item not on the
agenda shall be limited to statements of specific factual information given in response to any inquiry, a recitation of existing policy in
response to an inquiry, and /or a proposal to place the item on a future agenda. The presiding officer, during the Hearing of Residents
portion of the agenda, will call on those persons who have signed up to speak in the order they have registered.
Discussion and Action Items
1. Minutes- Consideration and /or action regarding the approval of the minutes of the March 28,
2022 regular meeting.
2. Pre - Budget Discussions and Project List Feedback - Review FYI 8-23 maintenance project list
and provide feedback to city staff. Review FY20 -30 CIP list and FY20 -30 Trails Plan and
provide feedback to city staff in preparation for budget discussions city -wide. (L. Shrum)
3. Trails Update - Review of completed sections of the Great Northern Trail project, discussion
of grand opening plans, and general updates on other trail matters. (L. Shrum)

Hearing of residents: Judy Stanley, Master Gardener
Judy Stanley thanked the city staff for all their assistance at Gutierrez Garden Park. She stated all the
items the Lion's Club has helped with and explained the history of the park and its components.

Agenda Item No. 1. Minutes: Consideration and/or action regarding the approval of the minutes from
March 28, 2022 meeting.

Agenda Item No 2. U :
Ms. Shrum announced Homestead grant application was not funded at this time and
that she would meet with TPVVD Grants staff to review the application to see where it could be mode
better. Ms. Shrum thinks some of the areas we could make the application stronger is to overmatch in
funds and add in sustainability features to the park design. Ms. Shrum stated that the Ashley Park Phase
III permit was submitted on 3/28/2022. Ms. Shrum also announced that the Wendy Swan Memorial Park
Pool conversion to the Wendy Swam Memorial Park Splash Pad has been approved and the site plan is
pending approval. The restroom plan is pending as well and being funded through insurance claim funds
from Winter Storm Uri. Thulemeyer Park is in the process of minor repairs. The parking plan is in process
with city engineers but is not a completely funded project yet. Will need to be made into a phased project.
Heritage Oaks Park has drainage issues that city staff are working on and the basketball courts are in
process. The Schertz Soccer Complex irrigation storage is in design phase. Funding for the majority of the
irrigation storage upgrades are coming from leftover funds in the original Soccer Complex /Ballpark
expansion bond in 2013.
Other additional projects include Cresent Bend Nature Park automatic gate, a refresh at the Dog Park, and
the Schertz Public Library landscaping which is 75% complete. The department has also been requested
by council to initiate a public art program and look at adding public art throughout the parks.
Agenda Item No 3. Update on Trail Projects:
Ms. Shrum stated that the trail easement from Cibolo Valley Baptist Church at FM 1103 has been
approved.
Ms. Shrum shared how successful the multi - municipal Trail Connect — Alamo Area Suburban Cities
Meeting was to discuss status of trails (planned and unplanned) and TxDOT Projects. Great Springs
Projects assisted immensely in the meeting and restated their goal was to create a trail along 1 -35 from
the Alamo to the Capitol. AAMPO and TxDOT both presented on project updates and funding assistance.
M. Shrum reviewed the city's future plans of the trails as well as neighborhoods and expressed the need
for trails and parks improvements especially at Crescent

L. Shrum reviewed Buffalo Valley Youth Association and Schertz Youth Soccer Association fees including
Non - Resident fees. J. Acevedo questioned some lines of each budget, but J. McDow confirmed funds are
replaced by fundraising. He also stated that the City of Schertz handles fencing, lighting, and all capital
improvements. BVYA handles all other expenses. L. Shrum and J. McDow went into detail about the history
of the partnership and expenses.
