Call to Order
Main Street Committee call to order.
Hearing of Residents
This time is set aside for any person who wishes to address the Committee. Each person should fill out
the speaker’s register prior to the meeting. Presentations should be limited to no more than 3 minutes.
All remarks shall be addressed to the Committee as a body, and not to any individual member
thereof. Any person making personal, impertinent, or slanderous remarks while addressing the
Committee may be requested to leave the meeting.
Discussion by the Committee of any item not on the agenda shall be limited to statements of specific
factual information given in response to any inquiry, a recitation of existing policy in response to an
inquiry, and/or a proposal to place the item on a future agenda. The presiding officer, during the
Hearing of Residents portion of the agenda, will call on those persons who have signed up to speak in
the order they have registered.

REGULAR SESSION
April 19, 2022
A Regular Meeting was held by the Schertz City Council of the City of Schertz, Texas, on April 19,
2022, at 6:00 p.m. in the Hal Baldwin Municipal Complex Council Chambers Conference Room, 1400
Schertz Parkway, Building #4, Schertz, Texas. The following members present to-wit:

Chair Mark Davis called the meeting to order at 6:15 pm.
Schertz Historical Preservation Committee call to order.
Vice Chair Dean Weirtz called the meeting to order at 6:15 pm.

Present and Review Draft Design Concepts for Main Street. (B. James)
Discussion and/or action on the Draft Design Concepts for Main Street.
Chair Mark Davis recognized Assistant City Manager Brian James who provided a brief recap on
the Main Street Project. The presentation from Kimley-Horn will go into more detail of the design
elements for this project.
Mr. Stephen Aniol, P.E., with Kimley-Horn provided a presentation that went over the design
concepts that were discussed at the Main Street Meeting on February 28, 2022.
Main Street-cross sections and proposed improvements. It is anticipated that a full
reconstruction will be necessary at some portions of Main Street due to the utility trenching
that will occur within the proposed locations.

Planting Plans for Main Street Project
Main Street Committee, Schertz Historical Preservation Committee had questions about the utility
upgrades that would take place before the design work would start. Assistant City Manager Brian
James is working with GVEC and other utilities to create a timeline. Other improvements to the
Main Street area that include drainage, road-widening and trenching will also be included in a Main
Street Timeline.
Mr. Chris Roberts with Kimley-Horn gave a presentation on the Main Street Gateway Schematic
Design.
Design Brief:
• Schertz has a strong German farming heritage.
• Community history reflects a strong work ethic.
• Historically, crops grown here are corn, barley, wheat, and cotton.
• Randolph AFB architecture reflects a strong Spanish colonial style.
• The base has a profound impact on the community:
– economics, growth, demographics.
• Main Street was original mercantile and social heart of community.
• Emphasize small town character and charm.

Mr. Roberts presented color options, typography precedents and Main Street monogram
samples.
Concepts included:
Hangar-archway over Main Street
Silhouettes-on side of archways
Main Street Building Precedent styles
Mr. Roberts answered questions from Main Street Committee, Schertz Historical Preservation
Committee and Staff about the design options.
Adjournment of the Schertz Historical Preservation Committee Joint Meeting
Vice Chair Dean Weirtz made a motion to adjourn the Schertz Historical Preservation Committee
Joint Meeting. Ms. Rosalyn Wise seconded the motion. All in favor, none opposed. Motion passed
5-0. Schertz Historical Preservation Committee Joint Meeting adjourned at 8:08 pm.

2.Main Street Design Concepts - Discussion and/or action on the Main Street Design
Concepts presented by Kimley-Horn.
Mr. Stephen Aniol met with GVEC and is working with Spectrum Cable, ATT,
SCUCISD (school cables) to coordinate the work for this project.
Assistant City Manager Brian James is working to get the GVEC costs and details on getting
across Schertz Parkway. He explained that it will be approximately $9.2 million to fund the
Main Street portion of this project. Another $1.03 million for the Lindbergh Ave work.
Additional funds for a contingency fund. Mr. James will bring this to City Council and
discuss the financing of this project.

Assistant City Manager Brian James stated that the next scheduled Main Street Meeting will be July
19, 2022.
Chair Davis asked for a motion to adjourn the meeting. Councilmember Tim Brown made a motion
to adjourn, Councilmember Allison Heyward seconded the motion. All in favor, none opposed.
Motion passed 4-0.
Meeting adjourned at 8:40 pm.
