22-R-87 - DEAAG Grant - See Resolution DEAAG-2022RESOLUTION NO. 22-R-87 A RESOLUTION BY THE CITY COUNCILS, RESPECTIVELY, FOR THE CITY OF SCHERTZ, LIVE OAK, AND UNIVERSAL CITY, TEXAS APPROVING AN APPLICATION FOR A DEFENSE ECONOMIC ADJUSTMENT ASSISTANANCE GRANT ( DEAGG) RELATED TO THE PROVISION OF GOODS AND SERVICES TO JOINT BASE SAN ANTONIO (JBSA); AUTHORIZING THE ALAMO AREA COUNCIL OF GOVERNMENTS ( AACOG) TO SUBMIT THE APPLICATION, AND IF AWARDED, ADMINISTER THE GRANT ON BEHALF OF THE CITIES; AND AUTHORIZING THE PROCUREMENT AND INSTALLATION . OF A TRAFFIC SIGNAL PRE- EMPTION SYSTEM. WHEREAS, the City Councils of the City of Schertz, Live Oak, and Universal City (collectively "Cities "), Texas are defense communities as defined in Local Government Code 397.001; and WHEREAS, the Cities have found it to be advantageous to JBSA to enter an agreement with the AACOG to submit a DEAGG application to the Texas Military Preparedness Committee to provide goods and services to implement a traffic signal pre - emption system, to JBSA pursuant to Chapter 791 of the Texas Government Code; and WHEREAS, the Cities recognize that a formal DEAGG application to provide goods and services to JBSA would allow for better coordination of effort to enhance JBSA's ability to accomplish its mission in the most efficient manner possible by avoiding higher costs and substantial time delays; and WHEREAS, the Cities understand that submitting a DEAGG application provides a framework for how the Parties will proceed to provide goods and services to support JBSA and obligates the Cities to terms and conditions specific to any procurement for goods or services as outlined in the DEAGG application. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITIES: SECTION 1. AACOG is hereby designated as the Authorized Representative for the DEAGG application submittal for the Cities and any procurement and installation of the goods and services awarded under the DEAGG application. SECTION 2. The Mayor of each respective City is hereby authorized and directed to execute this Resolution and related application for the provision of goods and services to support JBSA. SECTION 3. This Resolution shall take effect and be in full force from and after the date of its passage.
